Service Area 3: Special Project Support

Sample Task Order

STATEMENT OF WORK

PEPH RESOURCE CENTER ADMINISTRATION

1.0. INTRODUCTION. The contractor shall provide technical and logistical, support services to the NIEHS Division of Extramural Research and Training (DERT) for the Partnerships for Environmental Public Health (PEPH) Resource Center. Additional information about the Resource Center can be found at the following link: https://connect.niehs.nih.gov/peph/. During the period of performance, the contractor shall perform in accordance with the requirements of this task order and the basic IDIQ contract.

2.0. BACKGROUND AND OBJECTIVES. The Partnerships for Environmental Public Health (PEPH) Resource Center facilitates entry, management, viewing, and downloading of educational and outreach materials created by NIEHS grantees and partners who are part of the PEPH network. The PEPH Resource Center fosters the sharing and exchange of materials, which reduces the duplication of efforts and promotes the advancement of new communication strategies.

3.0. TASKS. The Contractor shall provide the following services under this task order:

The contractor shall facilitate the administration and user maintenance of the PEPH Resource Center.

Activities include providing technical support, monitoring usage trends, evaluating and recommending changes to user interface, and facilitating the review and promoting of new materials. The contractor shall aid in all aspects of website administration, except development. If website development is required, the contractor will interact with the current DERT application development contract to implement any necessary maintenance or upgrades.

3.1. TECHNICAL DELIVERABLES. The Contractor shall provide the following technical deliverables:

• Technical, help-desk level assistance for login issues and questions related to use of the Resource Center (RC). All requests should be answered within an hour during normal business hours or the next business day if after hours.

• Create user accounts based on an updated list (or portfolio) of current NIEHS grantees and project partners that are part of the PEPH Network (developed as a separate task under Service Area 1). New accounts are to be created within 1 week after receipt of new portfolio.

• Develop and distribute electronically a PEPH Welcome packet to be sent to new PEPH Network members, and as an annual reminder to current NIEHS grantees and partners within the PEPH Network.

• Draft emails (for approval by task lead) communicating new RC features and/or new materials.

• Monitor usage data and trends and make recommendations for improvements as needed; to be discussed at monthly meeting.

• Schedule and lead monthly meetings with task lead, OCPL representative, and others identified by task lead. The purpose of these meetings is to review new materials for inclusion in the RC, discuss the status of product development, and plan for future product development, C enhancements, and messaging.

• Provide a summary of high-level action items from each monthly meeting conducted under this task. All meeting summaries and action items shall be delivered within 3 days of the meeting to the task lead and COR, and shall be accepted by the task lead.

3.2. ADDITIONAL GENERAL DELIVERABLES. The contractor shall provide the following deliverables as specified below:

• Monthly Reports/Invoice due by the 15th of each month: the monthly report will include a description of the time spent by contractor employees on tasks and subtasks for that month.

• Annual Reports due no later than 30 business days after the end of the task year: the report should include data to demonstrate quality of services provided.

• Final Report and presentation slides due no later than 30 days after the expiration of the task:

The report shall include an executive summary and Presentation slides that summarize the highlights and accomplishments for the duration of the task.

• Project Management Plan due within 15 days of the start of the task: The contractor shall deliver a project management plan that includes, but is not limited to, a work breakdown structure, schedule, cost estimate, risk management plan, change management plan.

• Transition Plan due no later than 60 days prior to the end of the task order to the Task Lead and COR. For further information regarding the transition plan, refer to main IDIQ SOW.

4.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, SOFTWARE AND TRAINING. See IDIQ SOW.

5.0. KEY PERSONNEL. In addition to the key personnel named under the basic IDIQ contract, the following positions are considered essential to work performance under this task order and may only be replaced in accordance with the requirements of the basic IDIQ contract:

Additional Proposal Information

The following information is provided to assist offerors in developing a technical response and cost estimate for the task order.

Task Order Type:

The task order shall be proposed as a time and materials (T&M) order and shall consist of one (1) base year + two (2) optional years for a total performance period of three (3) years. Assume a start date of March 27, 2020.

Uniform Cost Assumptions:

1) Labor – The Government's estimate for the work set forth in the task order SOW is 224 hours/year. The table below provides general guidance to assist offerors in understanding the level of effort anticipated for this Task. The number of hours is for informational purposes and is not meant to be restrictive. Offerors may submit a cost proposal using a different level of effort and mix of labor than those provided here. The direct labor effort provided below is inclusive of subcontractor and consultant effort.

Task Order Pricing:

Offerors shall submit a costing spreadsheet showing the proposed labor categories, hours, and fully burdened hourly rate for the Base and each Option period. Clearly identify any proposed materials and other direct costs. In addition, submit a separate cost spreadsheet which summarizes the estimated total for the entire 3-year task order period.
