6. PERFORMANCE WORK STATEMENT (PWS)
6.1 Background and Scope
6.1.1 Background
The primary purpose of this effort is inspection, assessment, and corrective maintenance of fire door assemblies to ensure ongoing compliance with life safety requirements, safe facility operations, and continued accreditation of healthcare facilities.
Fire-rated door assemblies are critical components of facility life safety systems and are required to function in accordance with NFPA 80, NFPA 101, and applicable regulatory requirements. These assemblies provide compartmentalization of fire and smoke, maintain protected egress pathways, and support the safety of patients, staff, and visitors.
Available fire door inspection documentation across the Albuquerque Area Indian Health Service (AAIHS) facilities is variable in age and completeness, with some facilities having recent inspection reports, others having mailto:Stephanie.Begay3@ihs.gov mailto:Stephanie.Begay3@ihs.gov
Project Title older reports, and some lacking current inspection data. As a result, the current compliance status of all fire door assemblies cannot be fully determined based on existing documentation alone.
6.1.2 Scope
The Contractor shall provide all labor, supervision, materials, tools, equipment, and transportation necessary to inspect, assess, and perform corrective maintenance and repair of fire door assemblies at healthcare facilities within the Albuquerque Area Indian Health Service (AAIHS), as identified in this PWS and associated appendices.
Replacement shall be limited to instances where repair or adjustment cannot achieve compliance.
Accordingly, the Contractor shall not rely solely on existing inspection reports and shall independently verify the condition, configuration, and compliance of all fire door assemblies at each facility included in this PWS.
Based on this verification, the Contractor shall identify all deficiencies and, upon Government approval, perform all necessary corrective maintenance and repair of fire door assemblies required to achieve full compliance with applicable codes, standards, and manufacturer requirements. Replacement shall be limited to instances where repair or adjustment cannot achieve compliance.
All work performed under this contract shall result in fully functional, code-compliant fire door assemblies and shall include complete, accurate, and auditable documentation. Final deliverables shall demonstrate full compliance with National Fire Protection Association (NFPA) standards, Indian Health Service (IHS) requirements, and accreditation expectations, including submission of a comprehensive, passing fire door inspection report for each facility.
Work under this contract will be performed in facilities where asbestos-containing materials (ACM) are known or assumed to be present in fire door assemblies and associated components. All work shall be planned and executed accordingly.
6.2 Performance Location and Equipment Covered
Work under this PWS shall be performed at healthcare facilities within the AAIHS. The facilities currently included in this effort are listed below.
Albuquerque Indian Health Center (AIHC) 801 Vassar Dr NE Albuquerque, NM 87106
• Approximately 21 fire door assemblies.
• An inspection report dated August 2025 identified deficiencies in approximately 21 fire door assemblies.
The Contractor shall verify all identified assemblies and perform required repairs or replacement to achieve compliance.
• ACM is known or suspected to be present in fire door assemblies and frames.
Santa Fe Indian Health Center (SFIH) 1700 Cerrillos Road Santa Fe, NM 87505
• Approximately 18 fire door assemblies.
• Existing inspection data may be outdated. The Contractor shall perform full verification and assessment of all fire door assemblies.
• ACM is known or suspected to be present in fire door assemblies and frames.
Taos-Picuris Indian Health Center (TPIHC) 1090 Goat Springs Road Taos, NM 87571
Project Title
• Approximately 11 fire door assemblies
• Existing inspection data may be outdated. Full verification is required.
Mescalero Indian Health Center (MIHC) 318 Abalone Loop Mescalero, NM 88340
• Approximately 14 fire door assemblies
• Existing inspection data may be outdated. Full verification is required.
The number of fire door assemblies listed above is approximate and provided for planning purposes only. The Contractor shall perform a comprehensive field verification of all fire door assemblies at each facility.
The Contractor shall not rely solely on existing inspection reports and shall independently verify the condition, configuration, and compliance status of each fire door assembly.
Based on this verification, the Contractor shall determine whether each fire door assembly requires repair, upgrade, partial replacement, or full replacement to achieve compliance with applicable codes and standards.
The Government reserves the right to add or remove facilities within the AAIHS and adjust quantities within the general scope of this PWS through written modification to the contract.
6.3 Performance Requirements
