About this file
This document is Standard Form 30 Amendment A00004 to RFI 75H70126R00022 for the Belcourt Heat Exchange and Boiler Replacement project, issued by Indian Health Service (IHS) Division of Engineering Services in Seattle, Washington, effective May 27, 2026. The amendment provides responses to 32 contractor questions (9 pages total) and updates wage determinations per attachment B01 RFP Attachment J02 ND20260029 Revised.
Key project clarifications include: existing boiler and clinic pumps are to remain for reuse without VFD controls; boiler burner replacement is excluded from scope (removed by error); two ceiling-mounted pumps should be relocated lower per new heat exchanger design to address overheating; pre- and post-construction testing, adjusting, and balancing is not required; the project must comply with Buy America, Build America requirements; eddy current testing will be added to the Statement of Work; boiler breeching work is limited to gasket replacement only; general system monitoring rather than individual temperature monitoring points is sufficient; and existing clinic boiler decommissioning and demolition is not included. The contract completion date is 180 days total, including a 52-day design phase. The contractor may receive separate design and construction notices to proceed. Government review periods for RFIs and submittals are 15 calendar days each. Delegated design is required only as specifically necessary for the functioning heat exchanger system. The facility uses Johnson Controls Inc for mechanical controls. Parking and staging area is approximately 20' x 40'. Contractors may utilize FTP Procore System for submittals and correspondence. Warranty begins one year after substantial completion.
