Please provide clarification on gate size and location?

Is it the contractor's responsibility to do the grubbing and tree removal for shrubs, bushes, trees, etc that are in the path of the fence line?

What are the fence set-backs off of roads/property or lease line?

Existing Barbed Wire Fence Please confirm whether the new fence is to be installed offset from the existing barbed wire fence, or if the existing barbed wire fence will be removed as part of the project. If it will remain, please clarify the intended relationship and spacing between the existing fence and proposed fence alignment.

Gate Quantity and Configuration During the site visit, only one double gate was confirmed in the field.

Please confirm whether the contract documents still require only one gate, or if any additional gates are included in the final scope.

Work Hours / Weekend Work Can the contractor be permitted to work extended daily hours and/or weekends in order to complete the project efficiently, subject to coordination with the facility?

Fence Alignment at Concrete Culverts There are two concrete culverts along the proposed fence line. One appears to have a temporary fence installed above and around it, and the existing barbed wire fence runs over the end of it. Please clarify the required fence path and treatment at these culvert locations.

Concrete Pipes Along Fence Layout There were concrete pipes laying in an area along the proposed fence layout. Will these be removed by the owner prior to fence installation, or should the contractor include removal and disposal in its scope?

4/1/2026 75H70126Q00019 Rosebud Quarters Security Fence

Attachment included (12’ double gate, see details) with size and location

The intent is to follow a path that will allow the preservation as many trees as possible, however in the occurrence that trees must be cleared and grubbed the responsibility is on the contractor.

Fence set-backs along the BIA road must comply with all applicable Federal (BIA), and Tribal Standards.

Fence set-back along the airport road is 10’-20’. Fence is to not run in ditches along roads.Fence shall run inside existing fences along property/lease line.

The new fence is to be offset 5’ minimum from the existing fence.

The Rosebud Service Unit has requested only 1-12’ double swing gate

Any work outside of working days/hours is to be coordinated and approved by the Facility Manager/Service Unit.

Proposal should consider no work outside of normal business hours.

The proposed fenceline shall be set-back off enough to avoid conflicting with existing fence and culvert locations.

The service unit or existing contractors of the hospital shall be responsible for removal of their respective items along the fence alignment

Staging / Storage Area Availability The enclosed area near the apparent starting point is currently occupied by a construction company. Will that area be made available to the fence contractor for staging and material storage, or should the contractor plan to establish its own laydown/storage area elsewhere?

If separate staging is required, please identify the approved location.

There are currently two areas that are being used for contractor equipment storage (see image below). It is the intent that either of these two areas shall be used. The fenced in area is secure, however it may not be available at the time of project start. The secondary area is anticipated to be utilized (not-secured). In the occurrence that the 2nd area is still being utilized due to project delay a 3rd area shall be located.

Restroom Access Portable toilet vendors appear to have limited service availability in Rosebud, SD. Will construction personnel be permitted access to facility restrooms during performance, or must the contractor provide its own temporary sanitation facilities regardless of vendor limitations?

Spoils / Dirt Pile Along Fence Line There is an existing pile of dirt along the proposed fence area. Can the contractor place excess soil from drilled fence post holes onto that pile, or is all spoils material required to be hauled off site?

Water Access Please confirm whether water access will be available on site for construction use, and if so, where the contractor may connect or obtain water.

Maintenance Department Equipment in Fence Area There is maintenance department equipment currently located along portions of the proposed fence area. Will all such equipment and obstructions be cleared by the government prior to the contractor’s start date?

The hospital has a hose connection in the back parking lot of the hospital. Additionally, contractors can connect to existing fire hydrants located around the hospital compound. Please only utilize fire hydrants within the Indian Health Services Leased Property.

The service unit or existing contractors of the hospital shall be responsible for removal of their respective items along the fence alignment.

Contractors may use the restrooms in the basement of the hospital adjacent to the hospital Maintenance Office.

Contractor can place excess soil into existing dirt pile.
