RFI Question Response 1 Should there be any parameters outside of the 2012 hazardous materials reports provided, the Contractor will prepare and submit an amendment to the 2012 survey identifying any differences. The first notable difference is that 17 of the 27 buildings to be abated and demolished are not in the 2012 asbestos survey, which means they will need to be surveyed. Should the cost of this survey be included in our bid, or will that require a change order?
Please see surveys provided in amendment 1. The contractor shall include cost for ACM and LBP surveys for any missing quarters in proposal.
2 All Hazardous waste will be disposed of in a Federal/State licensed or permitted hazardous waste landfill. There are none located on the Navajo Nation. Can you tell us where the nearest hazardous waste landfill is located?
It is the responsibility of the contractor to research the requested information and include the cost of disposal in propoosal.
3 Power poles including subsurface wiring and conduit shall be removed and disposed of. All utilities shall be capped at the back of sidewalk and locations marked with grade stakes with flagging. The “subsurface wiring and conduit” includes the electrical utilities which are specified to be “capped at the back of the sidewalk”. Please clarify the government’s intentions between "removing" and "capping".
All subsurface wiring and conduit are to be removed and disposed off. Any conduits that run under the sidewalk shall be cut and capped with any wiring removed
4 The contractor shall be responsible for providing all temporary utilities related to this project. Does this include the water to be used to adequately wet materials during wet demolition?
The contractor shall coordinate with the Navajo Nation POC for a water source for wet demolition and dust control. All costs shall be included in the contractor's proposal.
5 An Archaeological Monitor is required to be onsite during any and all ground disturbance activities. Will the Archaeological Monitor be allowed to have other duties during ground disturbance activities?
Archaeological monitor duties identified in the SOW is specific: “Subsurface cultural materials may be encountered during demolition of the afore mentioned buildings, therefore, an Archaeological Monitor is required to be onsite during any and all ground disturbance activities.” No other duties have been identified nor are required for the Archaeological Monitor.
6 Contractor shall include a Plan to control on-site water flow and soil erosion.
Is the government here referring to an official Storm Water Pollution Prevention Plan?
An official SWPPP is not required unless required by the Navajo Nation.
Contractor to verify and include in solicitation proposal.
7 The contractor is responsible for fencing off the site and locking the site when workers are not present. Construction zones shall be fenced with barrier fencing, plastic or portable fencing, before any construction activity.
Does this mean the contractor can install plastic fencing around the site and have lockable gate(s) connected to this plastic fencing where gates are installed?
The contractor shall provide temporary chain linked fence panels.
