Amendment A00004 – SF 30, Block 14 (Cont’d)
The purpose of this amendment is as follows:
1. Additional questions (20 - 26) have been received and answered in response to this solicitation:
QUESTION ANSWER
I don't see any details for the bridge crossing. Are there drawings for this section that I am not seeing?
See attachment J02a Plans - Bridge Water Main
Crossing
The DI pipe will take about 150 day lead time from order. Do you have a provision for this regarding completion time?
The period of performance (POP) for this effort is 150 days from NTP; NTP is anticipated to be issued 10 days after award. For long lead time items, the contractor is expected to order approved materials as soon as possible in order to accommodate this POP.
Extensions to the POP will be considered for unusually long lead time items.
Requesting alternate equipment/material: Fusible
C900 pipe
Fusible PVC C900 is not an approved substitute for
Class 350 ductile iron water main.
Do you have any more detail on the bridge crossing? I do not see any information on it in the bid documents.
See answer to Q1
Is there a maximum length for the required 2 pipe sections after the welded-outlet for the blow-off assembly?
A full 20’ pipe section is allowable, as long as there are
2 connections with a minimum length of 2’ per connection.
We have had long delays in receiving ductile iron water main (~150-180 days), how will this affect the period of performance?
See answer to Q2
What is the nearest waste disposal location? There is a transfer station located in Madras, OR. The
Confederated Tribes of Warm Springs operates a landfill within Warm Springs, but its availability hasn’t been verified. Excess rock and spoil can be dumped at the nearby Warm Springs Wastewater Treatment Plant.
Are the tests (e.g. compactions tests) and special inspections the responsibility of the contractor?
Testing and special inspections as outlined in the specifications are the responsibility of the contractor.
The identity of the independent testing entities is required as a submittal.
Does the TERO office have traffic flaggers available for hire?
Yes, the TERO contact number is 541-615-0853, and website: wstero.com
What are the rush-hour times for traffic along
Hollywood Boulevard?
7:45-8:30am and 4:30-5:30pm.
What type of connections should be used for the tee that will connect to the existing system?
Welded flanges are preferred for the tee connecting to the existing system. The rest of the connections are as listed in the technical specifications.
Is there a preference on the order of installation for the water main?
In order to minimize downtime of the system, the
Utility prefers making the connections to the existing water main with the isolation valves, then to proceed with the rest of the water main installation.
What is the purpose of the shear pin in the bridge crossing supports?
The shear pin provides resistance to shear forces between the concrete curb and girder from the pipe weight.
75H70122R00045-A00004 Page 3 of 4
Is a flexible expansion joint required for the bridge crossing?
A flexible expansion joint is not included in the design.
The TR Flex restrained joints specified provide adequate movement to allow for expansion.
Is there a side view of the pipe support for the bridge crossing?
Side views are not available. Standard dimensions of the ASTM A36 steel members are available online however.
Are pipe saddles required for the pipe insulation on the bridge crossing?
Pipe saddle supports are required at the bridge at the bridge supports. Pipe insulation will be jacketed around pipe with aluminum sheeting, which will be secured with stainless steel strapping, per the specifications
(Section 33 14 13, pg 10; sheets CP-02 and CP-03).
Is there an escalation clause for long lead times on material?
No
Is there a waiver on Buy American clauses? If so, does it apply to this project?
There are currently no waivers for the acquisition. The requirements of contract clause FAR 52.225-9 Buy
American – Construction Materials (NOV 2021) and
FAR 52.225-10 Notice of Buy American Requirement
– Construction Materials (MAY 2014) are applicable to this solicitation and resulting contract.
Offerors may request a determination of inapplicability of the Buy American statute by submitting a request to the Contracting Officer in accordance with FAR
52.225-10 paragraph (b)
Do you guys have a contact list for all job walk attendees on 6/7/22?
The companies in attendance were as follows:
Doyon
York Bros
McDonalds Excavating
Mckernan
NWCP
Bridge Masters Inc.
Spec section 33 14 13, 1.8 calls for a test pressure of 440 psi on the bridge and buried pipe crossing.
The gasket material which determines the maximum pressure for the pipe is only 350 psi for the flange gaskets and TR Flex gaskets (assuming a Flange Tyte gasket from US Pipe). The butterfly valves are only rated to 150 psi for a
Class 150B. This material is not designed for these pressures. Do you want a different pipe/valve material or will a lower test pressure be acceptable?
A test pressure of 350 psi will be acceptable. For the butterfly valve please see the revised specifications section 33 14 13. The valve must meet the AWWA
C504 standard for Class 250B valves, but exceed the standard's requirement for working pressure to meet
350 psi.
I did not see a test or working pressure for the balance of the 16” ductile iron water line. Is it as high as the bridge crossing?
The specified working pressure for the remainder of the ductile iron water main is the same as the bridge-crossing at 350 psi.
I did not find any requirements for Buy
America(n) or BABA in the specifications. Will any of these be required on this project?
See answer to Q18
Is the 16” bridge crossing pipe connected to the rest of the 16” in schedule A?
Yes, the 16" water main will be connected with the bridge crossing water main. The bridge crossing design was done by a separate designer, hence the apparent disconnect.
The Price Schedule for CLIN 0001- SCHEDULE
A calls for 1” DI Butterfly Valve on item 10 shouldn’t this be 16”?
Yes, this is a typo. The butterfly valve should be 16" diameter. (See revised attachment J09)
75H70122R00045-A00004 Page 4 of 4
Specification section 33 14 13, 2.3, C, 1 & 8 sound as if you do not want mechanical joint fittings is that the case?
For the 16" ductile iron water main that is the case. The piping type is included in Section 33 14 13, 1.8
The blow off detail on plan sheet C502 shows a
4” x 2” eccentric reducer. That isn’t made in a TR
Flex fitting. We could do a MJ 4” cap that is tapped for 2” galvanized pipe would that work for you?
This would be acceptable provided the MJ 4" cap is restrained.
2. Section J Attachment J09 Section B Price Schedule (OFFEROR FILL-IN) is revised to correct the description of Item 10:
FROM: D.I. Butterfly Valve, 1" Diameter
TO: D.I. Butterfly Valve, 16" Diameter
3. The proposal due date is extended to Wednesday, June 22, 2022 at 2:00 PM PT.
4. All other terms and conditions remain unchanged.
Offerors are reminded to acknowledge all amendments on the SF1442 when submitting a proposal in accordance with the RFP requirements.
