About this file
This document contains pre-proposal inquiries and responses related to a solicitation for construction services for the Monacan Health Clinic project. The solicitation seeks a contractor to provide all labor, tools, equipment, and other necessary resources for the expansion and renovation of an existing 5,000 square foot building leased from the Monacan Nation to serve as a health clinic. The basic health services to be provided include primary care, behavioral health, outpatient pharmacy, optometry, preventive care, patient registration, information technology, housekeeping, and facility management. The solicitation was issued by the Department of Health and Human Services Indian Health Service. Several amendments were made extending the question submission deadline and proposal due date in response to inquiries about scheduling impacts from an approaching storm. Clarification was also provided around experience requirements, page limits, and other solicitation details.

Amendment A00001 dated 07/07/2021
1. RFP Section L.11, Volume 1, Factor 1. Will the Government consider experience and past performance exceeds $10 Million as relevant? CO
Each project submitted is evaluated as a whole when determining relevancy and the project cost is only one part of determining relevancy. As stated in this paragraph, “Relevant” is defined as experience with managing renovation/expansion projects that are similar to those as described in the Scope of Work (See Section C of this solicitation).” So while the range is stated of submitting projects between $5M and $10M, any project submitted outside this range will be determined relevant or not relevant based on the project as a whole.
2. RFP Section L.11, Volume 1, Factor 1. Will the Government accept sister subsidiary past performance? CO
Factor 1 is Specialized Experience and Factor 4 is Past Performance. Unless the sister subsidiary is the Offeror or part of a Joint Venture (JV) entity as described in this Factor, their experience or past performance will not be considered.
Please refer to Factor 1 and Factor 4 submission requirements.
3. RFP
Section L.11, Volume 1, Factor 1. Will the Government consider experience and past performance on an IDIQ contract with multiple, concurrent renovation and alteration projects in support of healthcare facilities to be relevant if the total contract volume falls within or exceeds a size range of $5-10 Million
CO
It does not matter if the projects were stand alone projects or projects off an IDIQ as long as they individually meet the submission requirements of relevancy as stated in this Factor.
In other words, it is the individual relevant projects to be submitted within this range, not multiple smaller projects that add up to the range requested.
4. RFP
Section L.11, Volume 1, Factor 4. Will the Government allow previously completed PPQs that are substantially the same format at Attachment 09?
CO
Yes, as long as they are not incorporated by reference as stated in the submission requirements under this Factor.
Please refer to the submission requirements of this Factor.

5. RFP
General. If the offeror is proposing as a Joint Venture does the Agreement need to be included in the submittal? And if so, which Volume/Section?
CO
Volume I, Technical Proposal: As stated in Factor 1, “If the Offeror is a Joint Venture (JV), relevant experience should be submitted by that JV entity. If the JV does not have shared experience, projects shall be submitted for each JV partner relevant to their overall JV partnership. Offerors who fail to submit experience for all JV partners may be rated less favorably.” The JV agreement shall be included in this section. Please ensure any JV agreement submitted meets this definition.
6. RFP
The scheduled site visit for this project is tomorrow. Hurricane Else will also be here tomorrow. The forecast for Amherst is 100% rain. It is not safe to be traveling or outside in Virginia. For safety reasons, I recommend we reschedule the site visit for next week.
CO
Since Hurricane Elsa has weakened to a tropical storm, IHS has decided to keep the scheduled site visit for tomorrow.
The contingency plan is to move the site visit indoors in the event of rain. IHS personnel will be there to guide the attendees to the indoor location.
7. RFP
While you are considering the weather impacts for tomorrow, I recommend that you also reconsider the schedule for the Questions submittal and the bid due date. The project documents were published the Friday before a major holiday week. Only half the US population working last week or this week. Getting prices from equipment vendors and service trades has been very slow. Some vendors and trades also have people still working at home because of COVID. With out current pricing from vendors and service trades all bids on this project will be substantially higher. There is a lot of specialized equipment and service trades for this project. We recommend that you add 7 business days to the remaining bid scheduled items.
CO
The question due date and proposal due date has been extended per this Amendment. See page 3 of SF30 for further details.
8. RFP
We are planning on attending the site visit this Thursday at 10 AM. If there is any chance that the site would move do to weather from the storm coming, could you let us know? We are following the project on
BETA.SAM.

Page 66, Section L.11 indicates “Preference may be given to firms that are Indian Economic Enterprises or propose Indian Economic Enterprises as subcontractors.” Please quantify to which section(s) (e.g., price and/or technical) and how this preference will be applied.
CO Reference Section M, Clause M.4.1, Factor 1
11. RFP
Page 65, L.11 Proposal Preparation Instructions states that Factors 1, 2 and 3 of Volume I are limited to 30 pages (front and back) total. The page limitations on subsections indicate one page is defined as an 8 ½ “ x 11” single-sided sheet. Please confirm that the overall limitation of Factors 1, 2, and 3 of Volume I combined is 30 double-sided sheets (60 single-sided pages).
CO
30 pages total for Factors 1, 2 and 3 (not 60). These references to page sizes have been deleted from the solicitation.
12. RFP
L.11 Proposal Preparation Instructions. If offerors elect to use a schedule or any other graphic, chart, or table, to define our management plan, may an 11” x 17” sheet be used, and if so, how will it be counted toward the page limitation?
CO
Yes, it will be counted as one page towards the page limitation. References to size of pages have been deleted from solicitation.
13. RFP Page 66, L.11 Proposal Preparation Instructions. Please confirm that a Joint Venture Agreement is excluded from any stated page limitations. CO

L.11. Proposal Preparation Instructions states, “There is no page limit for the submission of Factor 4 if submitting PPQs.” Please confirm that any information submitted in support of Factor 4, such as performance awards information or problems encountered and the corrective actions taken, is not subject to any overall page limitation on the Factor.
CO Confirmed.
16. RFP
Page 67, L.11 Proposal Preparation Instructions. The solicitation indicates that a dual-hatted Superintendent and Safety Manager must have and demonstrate relevant experience on projects as both the Superintendent and Safety Officer separately. Please clarify this requirement – Does this mean that they must have 7 years of experience as a Superintendent AND 7 years as a Safety Officer separately, or that they must have a combined 7 years of experience during which they served as both a Superintendent and a Safety Officer?
• If experience may be combined, would 7 years of serving in a dual-hatted role as Superintendent/Safety Officer satisfy the requirement, or must the roles of Superintendent and Safety Officer roles have been served independently?
CO
To clarify the intent of this paragraph, the experience can be either as stated in your question, as long as relevant experience is demonstrated separately. In other words, that person must have at least 7 years in either position separately/independently [demonstrated on relevant project experience], or if that person served both roles (dual-hatted) for at least 7 years, then that suffices as well, as long as the relevant experience in both roles (dual-hatted) is demonstrated [on relevant projects for both roles], but remember that as stated in the solicitation, “if submitting the same person for both roles, that individual must have and demonstrate relevant experience on projects as both the Superintendent and Safety Officer separately.”
17. RFP
Page 67, L.11 Proposal Preparation Instructions. Would experience as a dual-hatted Safety Officer / Quality Control Manager or Safety Officer / Quality Control Inspector be acceptable as experience as a Safety Officer?
COR It will not be acceptable.
18. RFP
Page 67, L.11 Proposal Preparation Instructions. If the Safety Officer and Quality Control Manager are not dual-hatted, is the Safety Officer required to be on site full time
COR No, only the superintendent is required to be onsite full time.
19. RFP
Please confirm that any tabs or dividers used to aid in the organization and evaluation of our proposal are excluded from the page limitation on Factor 1.
CO Confirmed. Table of Contents, tabs/dividers between sections/factors are not included in the page limitation.

20. RFP
The requirements for FACTOR 1: Specialized Experience Submission Requirements states “Offerors are required to submit a comprehensive and complete technical proposal that demonstrates their ability to perform the work described in this solicitation and demonstrate a minimum of 7 years’ experience doing work of similar scope and complexity.” Are offerors limited to the 3 to 5 projects submitted within this Factor to establish 7 years of relevant experience or are offerors allowed to provide an additional narrative in response to Factor 1 to demonstrate this breadth of experience?
CO
Narratives are encouraged as the submittal requirements state, as long as they’re relevant to the 3 to 5 projects stated under this factor. As this factor states, “The submitted narratives shall explain the work involved in sufficient detail for the Government to evaluate the depth and breadth of experience represented in that project, along with an assessment of the technical capabilities utilized to accomplish the work.”
