About this file

This document contains pre-proposal inquiries and responses for a federal solicitation to provide construction services for the expansion and renovation of the Monacan Health Clinic in Madison Heights, Virginia. The contractor will be required to provide all labor, materials, equipment, and incidentals necessary to expand an existing 5,000 square foot building currently used for warehouse operations to provide primary care, behavioral health, pharmacy, optometry, preventive care, and administrative services to Native American patients. The Indian Health Service has extended the question submission deadline and proposal due date in response to inquiries about limited vendor availability due to holidays and ongoing pandemic impacts. The site visit will proceed as scheduled on July 8th with indoor contingency plans in place depending on weather from the approaching tropical storm.

Amendment A00001 dated 07/07/2021

1. RFP Section L.11, Volume 1, Factor 1. Will the Government consider experience and past performance exceeds $10 Million as relevant? CO

Each project submitted is evaluated as a whole when determining relevancy and the project cost is only one part of determining relevancy. As stated in this paragraph, “Relevant” is defined as experience with managing renovation/expansion projects that are similar to those as described in the Scope of Work (See Section C of this solicitation).” So while the range is stated of submitting projects between $5M and $10M, any project submitted outside this range will be determined relevant or not relevant based on the project as a whole.

2. RFP Section L.11, Volume 1, Factor 1. Will the Government accept sister subsidiary past performance? CO

Factor 1 is Specialized Experience and Factor 4 is Past Performance. Unless the sister subsidiary is the Offeror or part of a Joint Venture (JV) entity as described in this Factor, their experience or past performance will not be considered.

Please refer to Factor 1 and Factor 4 submission requirements.

3. RFP

Section L.11, Volume 1, Factor 1. Will the Government consider experience and past performance on an IDIQ contract with multiple, concurrent renovation and alteration projects in support of healthcare facilities to be relevant if the total contract volume falls within or exceeds a size range of $5-10 Million

CO

It does not matter if the projects were stand alone projects or projects off an IDIQ as long as they individually meet the submission requirements of relevancy as stated in this Factor.

In other words, it is the individual relevant projects to be submitted within this range, not multiple smaller projects that add up to the range requested.

4. RFP

Section L.11, Volume 1, Factor 4. Will the Government allow previously completed PPQs that are substantially the same format at Attachment 09?

CO

Yes, as long as they are not incorporated by reference as stated in the submission requirements under this Factor.

Please refer to the submission requirements of this Factor.

5. RFP

General. If the offeror is proposing as a Joint Venture does the Agreement need to be included in the submittal? And if so, which Volume/Section?

CO

Volume I, Technical Proposal: As stated in Factor 1, “If the Offeror is a Joint Venture (JV), relevant experience should be submitted by that JV entity. If the JV does not have shared experience, projects shall be submitted for each JV partner relevant to their overall JV partnership. Offerors who fail to submit experience for all JV partners may be rated less favorably.” The JV agreement shall be included in this section. Please ensure any JV agreement submitted meets this definition.

6. RFP

The scheduled site visit for this project is tomorrow. Hurricane Else will also be here tomorrow. The forecast for Amherst is 100% rain. It is not safe to be traveling or outside in Virginia. For safety reasons, I recommend we reschedule the site visit for next week.

Since Hurricane Elsa has weakened to a tropical storm, IHS has decided to keep the scheduled site visit for tomorrow.

The contingency plan is to move the site visit indoors in the event of rain. IHS personnel will be there to guide the attendees to the indoor location.

7. RFP

While you are considering the weather impacts for tomorrow, I recommend that you also reconsider the schedule for the Questions submittal and the bid due date. The project documents were published the Friday before a major holiday week. Only half the US population working last week or this week. Getting prices from equipment vendors and service trades has been very slow. Some vendors and trades also have people still working at home because of COVID. With out current pricing from vendors and service trades all bids on this project will be substantially higher. There is a lot of specialized equipment and service trades for this project. We recommend that you add 7 business days to the remaining bid scheduled items.

The question due date and proposal due date has been extended per this Amendment. See page 3 of SF30 for further details.

8. RFP

We are planning on attending the site visit this Thursday at 10 AM. If there is any chance that the site would move do to weather from the storm coming, could you let us know? We are following the project on

BETA.SAM.
