About this file

This is Amendment A00002 to Solicitation 75H701-26-Q-00030 for the S. DeGoede Well (COW) project issued by the Indian Health Services (IHS) Division of Engineering Services in Dallas, Texas. The amendment, effective August 12, 2026, provides government responses to nine contractor questions submitted via email regarding the well construction and testing project. The proposal submission deadline remains unchanged at August 18, 2026 at 2:00 PM CST, and all other terms and conditions of the original solicitation remain in full effect.

The Q&A clarifications address critical technical and contractual scope issues: the current contract is limited to well construction and testing only, excluding water-service lines, pump installation, and site restoration; the sanitary grout seal minimum depth is 18 feet below ground surface per Washington Administrative Code 173-160-231; six-inch steel casing must extend through unconsolidated formations with a liner required below competent bedrock, with either casing or liner extending continuously to full well depth; the 15 gpm requirement refers to pump-testing equipment capacity, not minimum acceptable yield, and wells producing less than 15 gpm may be acceptable as determined by the Project Manager/Contracting Officer's Representative in the field; if satisfactory yield is not obtained at 400 feet, a contract modification or abandonment will be determined by the Project Manager/COR and Contracting Officer; if abandonment is necessary due to naturally occurring conditions, CLIN 0010 applies and all completed work remains payable, but no second well will be drilled under this contract; chemical or physical water-quality failures will be addressed under separate contract; a Washington State-certified laboratory is acceptable for testing; contractors must comply with local noise ordinances and work-hour requirements; the Safety Plan may be submitted with preconstruction submittals; and the drilling subcontractor's qualified onsite foreman may serve as Project Superintendent subject to Contracting Officer approval, with no Oxbow employee required onsite unless directed.

Contractor Questions and Government Responses (bolded below), Dated 11 August 2026, S. DeGoede

Well (COW):

1. Proposed and Existing Water-Service Lines

Sheet C-101 appears to show a proposed 264-foot, 1.25-inch PVC water-service line between the proposed well and the residence, as well as an existing water-service line identified as assumed to be abandoned.

Please confirm whether the current contract includes any of the following:

• Furnishing and installing the proposed PVC water-service line;

• Trenching, bedding, backfilling, pressure testing, and restoration;

• Connecting the proposed line to the residence or existing plumbing; or

• Disconnecting, capping, removing, or otherwise physically abandoning the existing water-service line.

If any of this work is included, please identify the applicable CLIN and technical requirements.

ANSWER: The current contract is limited to the construction and testing of the test well. It does not include furnishing or installing the proposed water-service line, trenching or related site restoration, installation of the well pump, connection to the residence or existing plumbing, or disconnection, capping, removal, or abandonment of any existing water-service line.

2. Sanitary Grout Quantity

CLIN 0004 lists 418 linear feet of sanitary grout, while TP 31.14 describes a minimum sanitary seal extending approximately 18 feet below the surface unless otherwise directed.

Please confirm:

• Whether 418 linear feet is the correct estimated quantity;

• The intended grout interval; and

• Whether full-depth grouting is required.

ANSWER: Per WAC 173-160-231, the required minimum depth of the sanitary seal is 18 feet below ground surface. No site-specific conditions are currently known that would require the sanitary seal to extend beyond this minimum depth.

3. Six-Inch Steel Casing and Bedrock Completion

Our licensed well-drilling subcontractor proposes to install the six-inch steel casing through the unconsolidated formations, drive and seat the casing into competent bedrock, seal and grout the casing-to-formation interface, and then continue drilling below the casing through the consolidated formation as an open borehole. A liner or screen would be installed only if field conditions require it.

This appears consistent with WAC 173-160-241 and TP 31.05 and TP 31.14. Please confirm:

• Whether this is the intended completion method;

• The required minimum casing penetration into competent bedrock;

• Whether the five-foot language in TP 31.14 controls;

• Whether open-hole drilling below the properly seated casing is acceptable; and

• Whether the 400 linear feet listed under CLIN 0003 is an estimating quantity rather than a requirement to install steel casing to the full completed well depth.

If IHS expects the six-inch steel casing to extend to the full well depth, please clarify that requirement.

ANSWER: The intended completion method requires six-inch steel casing to be installed through the unconsolidated formations and continued until competent bedrock is encountered. Once competent bedrock is reached, a liner is required below the steel casing. Except for where a well screen (5’) is required based on field conditions, either casing or liner shall extend continuously for the full completed depth of the well.

The 400 linear feet identified under CLIN 0003 is an estimated quantity and does not require installation of steel casing for the full 400 feet. Actual quantities will depend on the depth at which competent bedrock is encountered and the final completed depth of the well.

4. Minimum Acceptable Well Yield and Inability to Sustain 15 GPM

TP 31.13 requires pump-testing equipment capable of pumping 15 gallons per minute for a residential well, but it does not clearly state that 15 gpm is the minimum sustainable yield required for acceptance.

Your prior response used the term “min.” Please clarify whether this refers to minimum equipment capability, the required pump-test rate, or the minimum sustainable yield required for acceptance.

The nearby well information indicates that wells in the area may produce less than 15 gpm. Our licensed well-drilling subcontractor has advised that a lower-yield well, when paired with appropriately sized storage and pressure equipment, will still provide usable residential service.

Please confirm:

• The minimum sustainable yield required for acceptance;

• Whether a well that cannot sustain 15 gpm but provides a lower usable yield may be accepted;

• Whether the designated pump-test rate will be adjusted to the well’s stabilized capacity;

• What action IHS will require if the well does not sustain the desired rate, such as additional development, deeper drilling, acceptance at the lower rate, abandonment, or another corrective action;

and

• Whether the separately contracted storage and pressure system may be designed to accommodate a lower-yield well.

If IHS determines that more than one well is needed to meet the required capacity, please confirm that any additional wells and connections to a common storage or pressure system would be added scope authorized and compensated through a written contract modification.

ANSWER: The 15 gpm requirement in TP 31.13 refers to the minimum pumping capacity of the pump-testing equipment and is not a minimum sustainable well yield required for acceptance.

A well producing less than 15 gpm may be acceptable. The contract does not establish a specific minimum sustainable yield for the completed well. A satisfactory yield will be determined in the field by the Project

Manager/Contracting Officer’s Representative (COR) based on conditions encountered during drilling and testing. Drilling shall cease once a satisfactory yield has been achieved, as determined by the Project

Manager/COR.

If a satisfactory yield is not obtained before reaching the 400-foot contract depth, the Project Manager/COR, in coordination with the Contracting Officer (CO), will determine the appropriate course of action. This may include consideration of a contract modification to authorize drilling beyond 400 feet or abandonment of the well.

If abandonment of the well is determined to be necessary, a second well will not be drilled under this contract.

5. Unsuccessful Well and Replacement Drilling

If the initial well is unusable because of naturally occurring geology, insufficient capacity, or naturally occurring water quality through no fault of the contractor, please confirm:

• Whether CLIN 0010 covers only abandonment of the unsuccessful well;

• Whether the drilling, casing, grout, and other completed quantities in that well remain payable;

• Whether the contractor would be required to drill a replacement well under the original firm-fixed price; and

• How a second mobilization, replacement well, additional materials, testing, and related work would be authorized and compensated.

ANSWER: If the initial well is determined to be unusable due to naturally occurring geology, insufficient capacity, or naturally occurring water quality through no fault of the Contractor, and abandonment is required, CLIN 0010 will apply to the abandonment work.

All actual quantities of work satisfactorily completed prior to abandonment, including drilling, casing, grout, will remain payable in accordance with the contract.

A replacement or second well is not included within the current contract scope.

6. Chemical or Physical Water-Quality Failures and Laboratory Certification

Attachment 3 identifies the required testing parameters and applicable contaminant limits. TP 31.17 explains the required response to a positive bacteriological result but does not state what happens when a naturally occurring chemical or physical result exceeds an applicable limit.

Please identify whether the required response would be:

• Resampling;

• Additional well development;

• Treatment under a separate contract;

• Abandonment of the well; or

• Another Government-directed action.

TP 31.17 permits a State- or EPA-certified laboratory, while the Measurement and Payment document refers to an EPA-certified laboratory. Please confirm that a Washington State-certified laboratory approved for all required analyses is acceptable.

ANSWER: If a chemical or physical water-quality result exceeds an applicable standard due to naturally occurring conditions, any required treatment will be addressed under a separate contract and is not included in the current contract scope.

A Washington State-certified laboratory that is approved to perform all required analyses identified in

Attachment 3 is acceptable for the required water-quality testing.

7. Work Hours and Physical Barriers

Please confirm whether the occupied-facility work-hour restrictions apply to this private residence and identify any homeowner-specific work-hour or noise restrictions.

Please also confirm whether the Physical Barrier and Access Control requirement applies to this project. If it applies, please describe the required barrier and access-control standard for the residential property.

ANSWER: The Contractor shall comply with applicable local construction noise ordinances and work-hour requirements for the project location.

The Physical Barrier and Access Control requirement applies only when site conditions necessitate barriers or access controls to protect occupants, the public, or the work area. The type and extent of any required barriers or access controls shall be appropriate to the conditions encountered at the residential property.

8. Safety Plan and Preconstruction Submittal Review

H.7 requires an approved Safety and Accident Prevention Plan but does not identify a specific submission deadline.

Please confirm:

• Whether the Safety and Accident Prevention Plan must be submitted with the preconstruction submittals due five days before construction;

• Whether approval must be received before mobilization; and

• The anticipated Government review period for the Safety Plan, drilling method, casing, liner, and other required submittals.

ANSWER: The Safety and Accident Prevention Plan may be submitted with the other required preconstruction submittals and will be reviewed and approved at the same time as the preconstruction submittal package.

9. Project Superintendent

Please confirm whether the drilling subcontractor’s qualified onsite foreman may serve as the Project

Superintendent, provided that the individual:

• Remains onsite whenever work is occurring;

• Oversees lower-tier subcontractors;

• Enforces labor and safety requirements;

• Coordinates day-to-day workmanship with IHS; and

• Is designated in writing with authority to act on Oxbow’s behalf as required by the contract.

Please also clarify whether an Oxbow employee must be physically onsite whenever subcontractor or lower-tier personnel are performing work.

ANSWER: Subject to approval by the Contracting Officer (CO), the drilling subcontractor’s qualified onsite foreman may serve as the Project Superintendent., provided the individual remains onsite whenever work is occurring, oversees lower-tier subcontractors, enforces applicable labor and safety requirements, coordinates day-to-day workmanship with IHS, and is designated in writing with authority to act on Oxbow’s behalf as required by the contract.

An Oxbow employee is not required to be physically onsite whenever subcontractor or lower-tier personnel are performing work, unless otherwise directed by the Contracting Officer.

*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 11

August 2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*

NOTICE TO OFFERORS: Offerors must acknowledge receipt of all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
