About this file
This is a Measurement and Payment document that establishes the pricing structure and compensation methodology for a well construction contract with the Indian Health Service under Solicitation Number 75H7012 for the S. DeGoede Well project.
The contract employs a combination of lump sum and unit price payment mechanisms across multiple work items. Mobilization and demobilization are compensated at a lump sum price and include transportation of equipment, materials, and personnel, permits, and fees. Well drilling is paid at a unit price per linear foot based on actual drilling depth, with no compensation for depths exceeding the bid schedule estimate without Contracting Officer approval. Six-inch well casing installation is compensated at a unit price per linear foot for materials and labor including steel casing, welding, and formation stabilizers. Sanitary grout installation is paid at a unit price per linear foot, excluding grout required to fill open holes beyond the grouting depth. Well screen installation, when required, is compensated at a unit price per linear foot covering screen, gravel pack, and related fittings. Well development is paid on an hourly basis for actual development time in the water production zone. Test pumping is a lump sum payment covering a minimum four-hour pumping period followed by two-hour recovery measurements. Disinfection and water quality analysis are compensated at a lump sum price including chlorination, laboratory testing with an EPA-certified lab, and repeat testing if necessary. The document also addresses optional line items for PVC well liners at unit prices per linear foot and well abandonment at a lump sum price, with contractor liability provisions for abandonment caused by contractor actions versus force majeure events. The contract incorporates FAR 52.211-18 regarding variation in estimated quantities and establishes that geological variations and groundwater conditions are not considered differing site conditions.

MEASUREMENT AND PAYMENT FOR BID SCHEDULE LINE ITEMS
For all line items:
Well drilling and the presence of groundwater is inherently unpredictable. Geological strata, presence of groundwater and other below ground conditions that vary from nearby well logs are not considered differing site conditions or justification for changes to the contract line item unit prices.
FAR 52.211-18 Variation in Estimated Quantities is incorporated by reference into this contract. Any increase in the bid schedule quantities must be approved by the Contracting Officer.
MOBILIZATION AND DEMOBILIZATION
Payment shall be made at the contract lump sum price. Compensation for mobilization and demobilization for well construction shall include transportation of equipment, material, and personnel to and from the job site location (regardless of trips required), required permits and fees, and all other necessary items to complete the work.
WELL DRILLING FOR 6” CASING
Payment for well drilling as specified in Technical Provision 31.0 shall be made at the contract unit price for the diameter of drilling required based on the actual number of linear feet drilled. No payment will be made for any quantity deeper than estimated on the bid schedule unless pre-approved by the Contracting Officer. Compensation shall include payment for drilling, completion of well log, alignment tests, and all other necessary items required for well drilling.
6” WELL CASING
Payment for well casing as specified in Technical Provision 31.0 shall be made at the contract unit price for the diameter of casing listed based on the actual number of linear feet installed. Compensation shall include payment for steel casing, welding, formation stabilizer, drive shoes, temporary welded well cap and marking, and all other necessary items required for a complete casing installation. No payment shall be made for oversized diameter surface casing used as temporary construction aid, whether withdrawn or not.
SANITARY GROUT (SURFACE SEAL)
Payment for sanitary grout as specified in Technical Provision 31.0 shall be made at the contract unit price based on the length in linear feet of grouting installed. No payment shall be made for grout required to fill an open hole drilled below the depth to which grouting was directed by the Project Engineer. The unit price shall include all material and labor to install the grout, including drilling bore hole of sufficient diameter to allow placement of grout at specified annular thickness, placement and/or removal of temporary casing, grout, bentonite, tremie pipes and machinery, spacer plugs, down-time while grout sets, and all other necessary items required for installation of the sanitary seal.
WELL SCREEN (AS NEEDED)
Payment for well screen as specified in Technical Provision 31.0 shall be made at the contract unit price based on the number of linear feet of screen installed. Compensation shall include payment for continuous slot screen, gravel pack as needed, packer, seals, couplings, blank riser and bottom section as needed, fittings, and all other necessary items required for a complete well screen installation.
WELL DEVELOPMENT
Payment for well development as specified in Technical Provision 31.0 shall be made at the contract unit price based on the length of time of actual well development in hours. Measurement shall be on an hourly basis beginning with action (surge plunger, compressed air, or high velocity water jetting) in the water production zone and ending upon completion of such action. Time required for hauling water, rigging up, running tools and other preparatory and disassembly work shall not be included in the basis for payment.
TEST PUMPING
Payment for test pumping shall be made at the contract lump sum price. Test pumping shall include a minimum of four hours of pumping to assess the sustainable yield of the aquifer, followed by recovery measurements. Recovery measurements shall continue for two hours, or until the water level is within two feet of the static water level, whichever comes first. Compensation shall include payment for setting and removing the pump, setting up valves, piping and measuring devices, data recording, a copy of the written test pumping log sent to IHS, and all other necessary items for a complete pumping test. If for any reason the pump or depth measuring equipment fails prior to completion of the specified test period, no payment will be made for the partial test.
DISINFECTION AND WATER QUALITY ANALYSIS
Payment for well disinfection and water analysis as specified in Technical Provision 31.0 and Attachment: Water Quality Testing Requirements shall be made at the contract lump sum price. Compensation shall include payment for disinfection, including introduction of chlorine solution, dichlorination and flushing, sampling the water strata, performing all tests specified in the Technical Provisions and Attachments with an EPA-certified laboratory, submitting the results to the Government, repeating the disinfection and bacteriological test if positive results are obtained until negative results are obtained, and all other necessary items required for a complete disinfection and analysis.
4.5” PVC WELL LINER (AS NEEDED)
Payment for well liner shall be made at the contract unit price for the diameter of liner listed based on the number of linear feet installed. Compensation shall include payment for PVC liner, drive shoes, fittings, and all other necessary items required for a complete liner installation.
WELL ABANDONMENT (AS NEEDED)
If the new well is abandoned due to contamination, poor alignment, loss of tools, or any other cause attributable to the Contractor, the well shall be sealed at the Contractor’s expense. If new well is abandoned due to no fault of the Contractor, they shall be reimbursed at the contract lump sum price. Compensation shall include payment for mobilization/demobilization, all cutting and perforation of the well casing, grouting and sealing of the well, removal of excess materials from the site, cleanup work to restore the original geological conditions, and all other equipment and work required for a complete abandonment.
