About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for solicitation 75H701-26-Q-00030, Amendment A00001, issued by Indian Health Services (IHS) Division of Engineering Services (DES) in Dallas, Texas on August 5, 2026. The amendment pertains to Project No. PO-21-C87, S. DeGoede Well (COW).

The amendment provides government responses to three contractor questions received via email regarding the well drilling project and supplies three previously missing attachments: Local Well Logs, Pump Test Field Data Recording Form, and Water Quality Testing Requirements. In response to inquiries about anticipated well depth and ground composition, the government references the Statement of Work, indicating that existing well logs from surrounding areas are provided and the contractor is responsible for locating additional local well logs and investigating the site. Regarding utility surveys, the government clarifies that the proposed well location is indicated in the drawings and the contractor is responsible for determining the exact location of all utilities and protecting them from damage. Regarding depth limitations, the government states the Contracting Officer Representative will discuss with the Contracting Officer/Contracting Officer's Representative if drilling approaches or exceeds the 400-foot capability mark and will likely either grant permission or direct cessation of work. The proposal submission date remains unchanged at August 18, 2026 at 2:00 p.m. CST. Offerors must acknowledge receipt of this amendment by number and date on their cover letter or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged and in full effect.

Contractor Questions and Government Responses (bolded below), Dated 5 August 2026, S. DeGoede

Well (COW):

1. I am wondering the anticipated depth of the well. Is there any geographical data or something similar that outlines what depth we may find water? I am also curious of the ground composition as Samantha has told me that 10-20 feet down, we may begin to hit solid rock. Any clarification on this matter would be greatly appreciated?

Answer: Statement of Work, A. Project Description: “Existing well logs from the surrounding area are provided (see Attachments). Further investigation of the site and locating other local well logs is the responsibility of the Contractor.”

2. Has the ground already been surveyed? I ask this only because I do not want the sub-contractor we choose to go out there and start drilling blindly as they may hit a water line or some other underground pipes/wiring?

Answer: Statement of Work, D. Scope of Work: “The proposed well location is indicated in the drawings.” AND Statement of Work, E. Scope of Work, 4. Work Execution Requirements, iii.: “The

Contractor is responsible for determining the exact location of any and all utilities. The Contractor is responsible for protecting utilities from damage during construction.”

3. I spoke to Samantha and she says some of the neighbors up there have wells that have ranged from 250ft-

450ft. The contract says to have capability to go 400ft. Will we need to get approval from you if we end up having to go past our 400ft mark?

Answer: COR will discuss with CS/CO, at time of occurrence/when getting close, and more than likely either give permission or tell to stop.

*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 11

August 2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*

NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
