About this file

This document is a Technical Experience Project Template that is part of a Request for Proposal (RFP) for a federal contract opportunity. The RFP is for a Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract to provide legal representation and related services for unaccompanied children post-release from the Office of Refugee Resettlement (ORR) care and custody, as well as other populations eligible for ORR-funded legal services.

The template requires offerors to provide details on their relevant experience, including providing immigration legal services, services for unaccompanied children, data collection and reporting, coordination of national legal or social services projects, recruitment and retention of legal service providers, and developing community outreach programs. Offerors must demonstrate a minimum of 1 year of unbroken performance and an annual average of at least 200 immigration cases per year, with an annual project value between $400,000 to $1.5 million. Offerors may use a combination of contracting vehicles and subcontractors to meet the experience requirements. The government will evaluate the technical experience based on the information provided in the template and supporting documentation.

GENERAL INSTRUCTIONS:

Contractors must have experience in the provision of legal services, specifically immigration legal services, and must demonstrate knowledge of and familiarity with immigration law. Contractors must employ legal service providers who are licensed to practice law in the location in which unaccompanied children legal services are needed.

In order to effectively implement these services, Contractors, as well as any subrecipient(s), must have prior experience in the provision of services to foreign-born immigrant children and families, and more specifically, with individuals who may not have legal status in the U.S. Possessing expertise serving unaccompanied children and/or similarly situated at-risk, minor and/or migrant populations is critical to the success of this effort. In addition, Contractors are required to have staff that are highly proficient in Spanish or must have access to qualified interpreters, who are bilingual in English and Spanish, and must have access to other language speakers or interpreters in the event that an unaccompanied child speaks a language other than Spanish.

The Contractors shall deploy in-person and remote services (as appropriate) using various assistive devices. Contractors will ensure that services can be provided to unaccompanied children throughout the United States. Partnerships with local, regional, and national legal and social service organizations including universities, educational institutions, and alumni associations is highly encouraged.

The successful Contractors will draw on existing volunteer, pro bono legal services networks, and develop an effective recruitment and retention strategy designed to grow and expand the network of volunteer and pro bono representatives without direct ORR funding to service unaccompanied children released from ORR custody.
