2N/AN/AN/AN/AAnswers to the submitted questions could materially change the ability to respond to this solicitation.
Can the SBA extend the deadlines to account for the impact of answers to the submitted questions? The date has been extended to August 16, 2024
3111N/A2Attachment 11 states "Affirm that you are opting into this evaluation and submitting to be considered as an offeror in response to the Disaster Recovery, Mitigation, Policy Support Services Request for Proposal (RFP) on [ MM/DD/YYYY]."

Should Attachment 11 be ammended to state "Affirm that you are opting into this evaluation and submitting to be considered as an offeror in response to the ODR&R Data Analytics Product and Support Services

Solicitation RFP-73351024R0015 on [ MM/DD/YYYY]"?corrected
411221Must the project submitted for the "Best Project your company was responsible for similar to the following capabilities" have been performed in the past three years as is required for past performance questionnaires (attachment 9)?Yes
5186M.1.22 and 5For "Past Performance and Experience (Attachment 9)", the PWS states "relevant past performance must be recent, which has been defined as any work that has been performed within the last three (3) years prior to the due date and time for receipt of proposals".
Does this also apply to the "Best Project your company was responsible for" requested for Attachment 11?Yes
691N/A1Attachment 9 states "Each offeror must submit (as part of the technical quote) Past Performance Information. The technical quote appears to refer to the Proposal Phase 3 Factors 3 and 4 -Technical Approach (pg 87-88) of the PWS which is due on August 28, 2024.
Due to logistical challenges of requesting customers to complete past performance questionnaires, can the SBA shift "Past Performance and Experience (Attachment 9)" to Phase 3 with a deadline of August 28, 2024?No, the PPQ need to be submitted by August 9, 2024, CPARs can also be utilized for past performance
7Attachment 9 includes a Past Performance Questionnaire (PPQ) for offerors to share with previous clients for clients to then provide responses direct to SBA. However, Attachment 1 provides no instructions regarding PPQs. Are PPQs required and, if so, can SBA please provide clear instructions to offerors, including deadlines and submission instructions? It is clear as to what needs to occur for the PPQ.

1. The "offeror" (you) shall complete the company specific information on the form

2. Send the form (Attachment 9 Past Performance Questionnaire) to the client (the COR)

3. Request that the client (COR) complete the form

4. Send the complete form via email to the CO/CS

The dates for submission are in the solicitation:

1N/AWill the government consider the past performance of subcontractor teammates?Yes
10186M.1.21Would the government consider CPARS in lieu of PPQs?Yes
11Attach 9Pgs 3 - 6N/AAllPlease confirm that pages 3 -6 of the PPQ to be completed by government references and returned to the SBA are not due until August 28th.You will also provide past performance at Phase I and Phase II, CPARS can be utilized
12Attach 9Pgs 3 - 6N/AAllIf a past performance reference has a CPARs report would the government consider excepting the need to also have a PPQ completed?CPARS may be submitted in lieu of PPQ
13Attach 9Pgs 3 - 6N/AAllCan the government confirm that Attachment 9's Phase 2 down select submission will only be evaluated based on the Offeror's response to page 1 & 2 for a minimum of 3 past performance references? You will also provide past performance at Phase I and Phase II, CPARS can be utilized
14N/AN/AN/AN/ATo inform our Go/No-Go decision for Phase Three, can the government clarify if there is currently and incumbent contractor performing the scope of services described in this solicitation?

If so, can you provide the name of the contractor? 1. Phase 3 is not a Go/No Go, please read the entire solicitation

• Phase One: Compliance Review: Go/No Go

2. J&M Global Solutions, LLC

15Is there an incumbent? If so, what is their contract number and company name?Reference Line Item 17, Question 14
16Attach 2Cover PageCover Page1Is there an incumbent contractor? If so, can the SBA share the incumbent contractor name?Reference Line Item 17, Question 14
17Attach 2Cover PageCover Page1If there is an incumbent contractor, can the SBA share the size of the current contract?1. Reference Line Item 17, Question 14

2. Every acquistion is different, therefore, the value of the current action is different than this acquisition

18What is the correct due date for Phase One and Phase Two submissions? The Attachment 1 RFP cover page states the due date is August 5 at 1pm ET. However, Attachment 1 RFP page 82 states August 9 at 1pm ET.This has been corrected in Amendment 1 that was posted to SAM.gov
19What is the correct due date for Phase Three submissions? The Attachment 1 RFP cover page states August 26 at 1pm ET. However, Attachment 1 RFP page 82 states August 28 at 1pm ET.This has been corrected in Amendment 1 that was posted to SAM.gov
20Attachment 1 page 84 seems to have a misnumbering of attachments and evaluation factors when SBA is describing the contents of the redacted and unredacted volumes. Can SBA please validate the description of what comprises Volume 1-1 and Volume 1-2? "Attachment 2" appears twice, but references different evaluation factors ("Attachment 2-Factor 4" in Volume 1-1 and "Attachment 2-Factor 3" in Volume 1-2). If SBA's instruction that the volumes must be identical except for Volume 1-2 needing to be redacted, then the alignment of different evaluation factors is confusing. It states: The only difference in the first technical volume (Volume 1-1) is that contractor names or other identifying information must be redacted. The evaluation factors are exactly the same except one volume (1-1) will not have names, companie information, email addresses etc.

It has been further clarified

21Attach 12B.5.01The description of services indicates the Contractor will be providing grants management support, improvement of financial management systems, special cost studies, actuarial studies and other tasks that are not further mentioned in the PWS. Can the SBA clarify expectations to perform these tasks? This has been corrected
22115C.4.0 Labor CatsCan the contractor provide more than one resume for each of the key personnel labor categories? No
23Attachment 2 states that Task Order 1 is to be awarded as a Labor Hour (LH) task order with fixed labor rates. A firm-fixed price approach would afford SBA price certainty, requiring the successful vendor to collaborate with SBA to deliver discrete, defined, measurable results. To maximize efficient delivery of support to SBA at a bounded, competitive cost, will the Government consider providing additional detail about required deliverables and awarding Task Order 1 on a firm-fixed price basis? It is difficult to solidfy the deliverables based on the disaster that is being analyzed, therefore, the Task Order will remain at Labor Hour with fixed labor rates
24Attach 15C.3.0.11Given the scope of Task C.3.0.1, can the SBA provide information on the data and system architecture currently in place? For example are systems in the cloud or on prem? If on the cloud, can the SBA specify which cloud platform is used (Azure, AWS, etc)?Cloud based systems for the most part and some are on prem right now but will be moved to the cloud based system in the future. It is both Azure and AWS
25Attach 15C.3.0.11Will the O&M support required as part of Task C.3.0.1 encompass all ODR&R ITDAD systems or specific ones? Can ODR&R clarify which systems will require O&M support? No, just specific systems

i.AGOL,
ii.ArcGIS Hub,
iii.Tableau,
iv.MS Azure,
v.MS 365, and/or PowerBI workspace(s).

Yes, O&M will be required mostly on AGOL and ArcGIS Hub but may also include the remaining software

26Attach 15C.3.0.11As part of O&M support in Task C.3.0.1, will the SBA need IT staff to augment their current capacity or does the SBA anticipate the Contractor will manage and perform all O&M suppor required within ODR&R ITDAD?No, the O&M will not support all of ITDAD, however, the contractor will support O&M on AGOL, ArcGIS Hub, however some support will be required on Tableau, MS Azure, and MS 365 and/or PowerBI workspace(s)
27Attach 15C.3.0.11Are there AI or ML tools currently being developed? If so, in what context?Reference: 1. May include AGOL, ArcGIS Hub, Tableau, MS Azure, MS 365, and/or PowerBI workspace(s).

2. See, Exec. Order No. 14110, 88 FR 75191 (2023), At pp. 75191-75226 (36 pages); available at https://www.federalregister.gov/documents/2023/11/01/2023-24283/safe-secure-and-trustworthy-development-and-use-of-artificial-intelligence .

3. May include Python, R, SQL, Arcade, VisQL, M, Power Query, and/or DAX.

28Attach 16C.3.0.11Task C.3.0.1 Letter m states the Contractor will assess opportunities ot incorporate AI and ML into ODR&R's efforts. Does the SBA expect the Contractor to develop such AI and ML tools identified?Reference Line Item 30 Question 27

35Attach 21Sec 3, Task 11How many ODR&R staff and other stakeholders will have access to the data visualization and GIS mapping tools?Reference Line Item 36 Question 33
36Section C.3.0.2 of Attachment 1, Standardization of Field Operations Center Policy and Procedures, is very similar to Section C.3.0.2 in SBA's recent IDIQ solicitation "Disaster Recovery, Mitigation, Policy Support Services." In light of the fact that specific work under C.3.0.2 was competed in the Disaster Recovery, Mitigation, Policy Support Services IDIQ - including with a plan to award such work in Task Order 1 of that IDIQ - can the Government explain the inclusion of this Task Area in this ODR&R Data Analytics Product and Support Services IDIQ solicitation? This IDIQ is for the analysis and interpertation (applied analyis) that will lay the groundwork for the parallel implementation.
37Attach 17C.3.0.21Does the SBA have standard templates, forms, etc. to which all FOCE and FOCW must comply with? Or is the SBA expecting the Contractor to develop the standardized documents?Yes SBA has standard templates/forms that shall be completed and the contractor shall advise concerning development of standardization methods and processes
38Attach 18C.3.0.3.2 and C.3.0.3.31Does the SBA prefer a data analytics/programming language, such as R, Python, SAS or Stata? The reference programming languages have different capabilities and some provide for statistical calculation and data visualization. While other languages provide for big data cleaning and pre-processing.
39Attach 110C.3.0.45The SBA states "The Vendor will have the capacity to perform an Economic Impact Assessment anywhere in the United States and its territories when required by SBA." Is travel required to conduct the Economic Impact Assessments or can the assessments be performed remotely? It will depend on the requirement and it will be identified at the task order level

Does this mean that years' of experience can only substitute for Graduate level OR can you use years of experience to replace bachelors degrees? Our experience has been that it's common to allow for replacemnt of relevant years of experience for bachelors degrees as well.
