Pre-proposal Meeting Minutes Solicitation No. 72066318R00001 November 29, 2017

FOR INFORMATION ONLY

1. The purpose of this solicitation is to provide water for eleven newly constructed health centers in SNNPR and Amhara region. Some of the health centers are still under construction.

2. Four of the eleven health centers have community water points – Kachena Gudie health center, Gult health center, Maksegnit health center, and Agumamit health center.

3. Offerors (or primes in case of JVs) MUST register on www.sam.gov as soon as possible as the process may take time. Registration in SAM is free of charge and is a mandatory requirement.

4. Amendments to the solicitations will be posted on FedBizOpps (www.fbo.gov) and offerors are expected to visit the website regularly. Drawings and associated empty BOQs will be posted for the amended sites. Offerors should verify they are referencing the most recent amendment and BOQs when submitting their proposal.

5. USAID anticipates the following amendments will be made:

a. The single community water point that was originally located by the fence of the health center (for the four sites listed above) is replaced with three public water points and possibly one cattle trough located further away from the health center.

b. The well originally located on the premises of Maksegnit health center compound will be relocated outside the health center compound at about 1000m distance.

c. The minimum water discharge for the sites with community water points will be increased to 1.2 liters per second.

d. Gulem Dejen has been added to the list of sites for power supply as an option.

6. Offerors must comply with USAID’s requirements of gender, environment, and marking and branding.

7. USAID has informed the Health Centers that offerors will be visiting the sites. It is the responsibility of Offerors to visit the sites and understand the context in which each is situated.

8. Offerors may submit a proposal for any or all CLINs/groups. However, proposals for a partial CLIN/group (for example, bids for only two sites in a group having three sites) will not be accepted.

9. Both the technical and financial proposals must be forwarded electronically to OAA at the same time, but as separate documents by the due date, December 29, 2017. Requirements such as page limits and other requirements outlined in Section L must be followed. Offerors will receive a confirmation e-mail when their offer is received by OAA.

10. A post-award conference will be conducted with the successful Offeror(s) after contract award in order to review the contract and administrative procedures. Changes to the contract can be effected if and only if in writing by the Contracting Officer. Neither the A-E Contractor nor the COR has authority to make contract changes.

11. The contract will be a Firm Fixed Price (FFP) contract in USD. Payment will be made in USD or equivalent local currency as per the rules and regulation of the US mission and the bi-lateral agreement with the host government.

12. Answers to questions forwarded by e-mails:

a. Offerors shall propose steel casing pipe and screen when the borehole depth is expected to exceed 140 meters. PVC casing and screen may be used in bore holes 140 meters and less. USAID has included the best available hydrogeological data for bidders’ information. Other assumptions must be made by the Offeror based on the provided data and professional experience. Cost is not the only determining factor for this bid and the bidders should indicate, in their proposal, the lengths and sizes of each of the casing types.

b. The minimum discharge for the health centers is 0.3 liters per second and the minimum discharge for the health centers involving community water points is 1.2 liters per second. The drilling depths will not change. The actual submersible pump shall be submitted to the Engineer/USAID for approval based on the best pump curve fit for the actual developed well conditions and based on the specifications. Undersized or oversized pumps will not be accepted.

c. There will be one mobilization and one demobilization for each site.

d. Even though there are two-price columns in the BOQ, Offeror shall submit prices in USD only.

e. Partnering (JVs) and subcontracting is possible. Partners should provide their legal document regarding the partnership signed by an authorized body. There is no special JV form.

13. The quantities provided in the BOQ are generated based on the best available information and may vary from actual conditions. It is the responsibility of the offeror to verify against the provided drawings and actual conditions.

14. Offerors are advised to go through the BOQs, specification, drawings, and hydrogeological study to gather sufficient information for the technical and cost proposals. The BOQ should not to be construed as having all necessary information.

15. Permitting, if required, will be the responsibility of the successful awardee(s).

16. Offers will be evaluated based on best value, rather than lowest price.
