F. QUESTION & ANSWERS

1. Given the huge price difference between PVC and steel casings, the BOQ does not specify which casing type we should use. This ambiguity is likely to result in price difference between offerors.

Response: Offerors shall propose steel casing pipe and screen when the borehole depth is expected to exceed 140 meters. PVC casing and screen may be used in bore holes 140 meters and less. This note has also been added on revised Drawing Sheet C-501 (Section J.2), included as part of this amendment.

2. As per common practice the pump issue should have been decided once the well discharging capacity is known. The pump capacity, size and other parameters are dependent on the well discharge and depth. To be competitive, we can offer our price based on minimum discharge; however, this is likely to result in price variations later when we exactly know the well discharge.

Response: The minimum discharge for the health centers is 0.3 liters per second and the minimum discharge for the health centers involving community water points is

1.2 liters per second. The drilling depths will not change. The actual submersible pump shall be submitted to the Engineer/USAID for approval based on the best pump curve fit for the actual developed well conditions and based on the specifications.

Undersized or oversized pumps will not be accepted.

3. The mobilization and demobilization cost would be filled in case if a well is productive.

But if the bore hole is abandoned should we quote again for mobilization and demobilization separately or would the same price we quoted for the productive well be used?

6 | P a g e

Response: This solicitation requests a proposal for one mobilization and one de-mobilization. Offerors shall propose the price as such.

4. The BOQ has two price columns, USD and Birr. For items that are to be imported from abroad like pumps, PV panels etc., do we need to fill our price in Birr? Or in USD only?

Response: Offerors shall submit price in USD, only.

5. We are planning to work with a subcontractor for the drilling and pump installation activities. Our company who is the main offeror is SAM registered. Does this subcontractor need to register with SAM? Can we form a joint venture (JV) with an organization who is not SAM registered? If so, does USAID has a specific JV form we should use?

Response: Partnering is acceptable for this RFP. Partners should provide their legal document regarding the partnership signed by an authorized body. There is no special JV form. Only the Prime Contractor shall be required to register in SAM.
