(END OF SECTION B)
SECTION C
DESCRIPTION/SPECIFICATIONS
C.1. BACKGROUND
According to the “2015 - Inquérito de Indicadores de Imunização, Malária e HIV/SIDA em Moçambique (IMASIDA)”, the maternal mortality rate remains high at 408 deaths per 100,000 births. Global estimates suggest a steady decline since 2011; even so, the lifetime risk of maternal death for women in Mozambique remains high (1:67) compared to the global average (1:92.4). While that, since 2017, insurgency groups have committed violence acts in Mozambique’s northern provinces, which include killings, beheadings, rape, sexual slavery, village-wide arson, and child abduction and forced conscription. The terrorist group also indiscriminately destroyed schools, hospitals, and government buildings, contributing to a wave of approximately 800,000 internally displaced persons (IDPs), the majority fleeing to Cabo Delgado capital, Pemba, resulting in further pressure to the already diminished coverage of the health services.
Reduction of maternal mortality requires interventions that impact one or more of the following: healthy birth spacing practices, reduction of the number of pregnancy complications, and improvement of outcomes from complications.
USAID is one of the lead health partners in the northern region of Mozambique.
The Achieving Quality Health Services for Women and Children (Alcançar), 2019 - 2024, FHI360 project supports the GRM to prevent maternal, neonatal, and child mortality by partnering with Nampula Province to establish the province as a model for improving provision and increasing utilization of high-quality, high-impact, patient-centered MNCH health services. Although these projects will significantly contribute to improve the MCH and FP assistance, the reduction of the maternal mortality could not be effective if the infrastructures where the MCH and FP health care services including the supporting systems such as electrical and water are dysfunctional or substandard and/or inexistent.
USAID/Mozambique is planning to invest in improving Health Facilities to create an enabling environment for the implementation of the planned MCH and FP activities and promote the access of women and children to critical health services in the provinces of Nampula. Additionally, in line with this, USAID is willing to combine efforts with the ten-year United States Government (USG) Strategy to Prevent Conflict and Promote Stability (SPCPS) in Mozambique (designed to support the Government of Mozambique (GoM) reconstruction efforts in Cabo Delgado) to undertake construction, upgrade and rehabilitation of health facilities supported USAID in Cabo Delgado.
C.2. OBJECTIVE
The purpose of this solicitation is to obtain construction services from qualified and locally registered Construction Firms with presence and proven track record working in the northern region of Mozambique (specifically in Nampula and Cabo Delgado) to build or rehabilitate up to 10 (ten) Health Facilities (HFs) including supporting systems such as water supply, electrical and sewage, at different districts in the provinces of Nampula and Cabo Delgado. A one-year warranty period from the completion and reception date is required. The scope of work includes training of local health facility staff (plumbers and electricians) to ensure operation and maintenance of the systems (electrical and water) after the handover of the facilities.
The selected construction firm(s) will be responsible to build new maternity blocks or rehabilitate existing ones based on the scope of work provided herewith including the attached drawings and BOQs (attachments 00 through 10). The proposal must include provision for all necessary labor, material, tools, and equipment for the construction or rehabilitation of the Maternity Blocks ad outpatient building including the installation, as applicable, of: a) Solar panel array, batteries, distribution, and related control systems; and b) Construction of elevated water tank served by a borehole with an electric / solar water pump or feed by an existing supply grid, the distribution, and respective systems as applicable. The flush toilets, sinks, laundry areas and sluice (medical sink) will be connected to septic systems with drainage fields. Provision for tanks for rainwater collection is also considered in the projects. No furniture or appliances are part of this scope.
The construction or rehabilitation of the HFs will be implemented in different phases. The Base items represent construction activities with secured funding and will be implemented immediately after contract signature and issuance of Notice to Proceed. The option items represents construction activities that will be implemented upon availability of funds:
i.Base Activities (five (5) HFs as indicated in the schedule of price - Section B.4) Activities that are planned to be carried out immediately after contract(s) signature, and after issuance of the respective Notice to Proceed (NTP).
ii.Option activities (remaining up to five (5) HFs) Activities that are expected to be carried out after confirmation of availability of funds and issuance of the Notice to Proceed (NTP). These are likely to be exercised (authorized to commence) on an annual basis or less following the NTP.
The offerors must submit price proposals for all activities (5 Base Activities and 5 Option Activities) listed in B.4.
above and shortly listed below. USAID may choose to exercise or not exercise any or all of either base and option activities at its sole discretion. Likewise, USAID may opt to issue one or more contracts for the selected HFs depending on availability of funds.

C.3. HEALTH FACILITIES CONSTRUCTION ACTIVITIES
USAID Mozambique contracted an Architecture & Engineering (A&E) consultant who carried out a detailed survey of all the Nampula sites listed in C.2 above to determine the current operating conditions of the existing Health Facilities (HFs) and define the scope of the construction activities required at each site to meet the Ministry of Health (MoH) health services standards.
For the two health facilities located in Cabo Delgado a standard design of the Type II Rural Health Center was provided by the Provincial Directorate of Health of Cabo Delgado. This design will be used as illustrative design for pricing and award purposes. Following award, the selected contractor will be required to undertake design adjustment/refinement to ensure that the provided standard design is adapted to the local site conditions including other improvements on the workflow for a more efficient provision of health care services in both health facilities.
Therefore, for the two Cabo Delgado sites, the construction activities will be implemented through a Design-Build mechanism, where the first three (3) months following contract signature, will be dedicated to design refinement and site adaptation. Construction activities are expected to start three months after contract signature and approval of the final design. USAID CO will issue a Notice to Proceed after the approval of the design.
The construction documents attached to this solicitation includes but are not limited to the following:
i. Architectural drawings
ii. Structural drawings
iii. Hydraulic drawings iv.Electrical drawings
v. Detailed drawings
vi. Specifications
vii. Narratives
viii. Bill of Quantities
The selected offeror is required to perform the construction works at each site in accordance with the construction documents listed above. The offerors are also required to review the construction documents above and confirm whether it is complete, sound, and clear for the purpose of providing a complete and sound cost proposal and proceed with construction after award. If any clarification is required, the offerors must request it prior to submitting its cost proposal.
USAID does not expect any changes to be made to the project after the contract is signed. However, should any unforeseen situation arise unrelated to human errors or omissions and a change (in whole or in part) to the design is required, the contracted A&E consultant will be responsible for reviewing the design, making any necessary adjustments, and resubmitting the design and the related BOQ for appropriate adjustments.
USAID will appoint an A&E contractor to oversee the services that will be rendered by the selected Construction Firm(s) as result of this solicitation.
c.3.1 NEW CONSTRUCTIONS - NAMPULA PROVINCE Any site where a new construction is proposed, the standard design for the Maternity Block Model will be considered.
The design of the maternity block was conceived taking into account the request of the Ministry of Health to construct resilient buildings that can better respond to climate changes.
