Dear Prospective Offerors:
The United States Agency for International Development (USAID) in Tanzania is seeking proposals from qualified U.S. or non-U.S., non-profit or for-profit organizations, interested in provision of construction services in accordance with the Statement of Work, Bill of Quantities, Technical Specifications, and Engineering Drawings for the proposed WASH infrastructures, as detailed in Section C of the RFP.
This amendment is in response to If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended. Any amendments to this solicitation are highlighted, and any additional amendments will be issued and posted on the https://sam.gov website. It is the
Offeror’s responsibility to check the site periodically for official updates and amendments to the solicitation.
USAID/Tanzania anticipates awarding one Firm Fixed Price (FFP) contract from this solicitation.
The anticipated period of performance is 30 months, subject to availability of funds and conclusion of successful negotiations. The activity covers the construction period of twenty-four (24) months followed by a six (6) month Defects Liability Period (DLP). The authorized geographic code for this procurement is 935 and the North American Industry Classification System (NAICS) 237110
“Water and Sewer Line and Related Structures Construction.”
This procurement is being conducted through full and open competition, pursuant to Part 6 and 15 of the Federal Acquisition Regulation (FAR). All types of organizations are eligible to compete, and local Tanzanian organizations are encouraged to submit offers. All organizations responding to this solicitation, must submit their proposal in accordance with Section L of this RFP. USAID expects that Offerors will have equal access to all local organizations needed to implement this contract and strongly discourages exclusivity agreements with local/regional organizations as this limits USAID' s ability to obtain Best Value.
Section L of the RFP sets forth all instructions for the preparation and submission of required proposal contents, including critical dates/times for the submission of questions, and the proposal submission closing date and time. Section M states the criteria by which proposals will be evaluated. Proposals must be submitted electronically to Acquisition and Assistance Specialist https://sam.gov/

This is a useful tool so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. Offerors must be fully registered in www.sam.gov on the date the proposal is due.
This solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the USAID reserves the right to reject any and all offers, if such action is in the best interest of the U.S

SECTION B – SERVICES/PRICES
B.1 PURPOSE
The purpose of the USAID WASH Infrastructure Support Activity is to improve both access to basic water and sanitation services and the management of water resources. These investments are key prerequisites to achieving and sustaining Tanzania’s long-term development goals, including enabling economic prosperity and social well-being. This activity is the continuation of a partnership with the GoT to expand and sustain the provision and governance of WASH services in accordance with Section C and the Attachments in Section J.
B.2 CONTRACT TYPE
This is a Firm Fixed-Price (FFP) construction contract. A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the Contractor’s cost experience in performing the contract. For the consideration set forth below, the Contractor must achieve the deliverables or outputs described in Sections C and F, and otherwise comply with all contract requirements.

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 BACKGROUND
USAID/Tanzania has a long-standing investment in the WASH sector, with activities emphasizing system strengthening. In 2022, Tanzania was re-designated as a High Priority Country under the
U.S. Government’s Global Water Strategy. To advance this strategy, USAID/Tanzania will continue to work with the Government of Tanzania (GoT) to increase access to sustainable water and sanitation services, to strengthen water sector governance, and to build the capacity of Water, Sanitation, and Hygiene (WASH) institutions which are responsible for the operation and maintenance of WASH infrastructure.
In this context, the USAID WASH Infrastructure Support Activity is a thirty (30) month infrastructure construction activity that will construct 43 water supply systems, drill 38 deep water wells (boreholes), as well as the optional service of constructing five fecal sludge treatment plants, to expand and sustain the access to improved WASH services in the regions of Rukwa, Njombe, Iringa, and Morogoro, in coordination with the Government of Tanzania (GoT) and the Rural
Water Supply and Sanitation Agency (RUWASA).
The USAID WASH Infrastructure Support Activity will construct designs developed under
USAID/Tanzania’s Maji na Usafi wa Mazingira Activity that focuses on expanding and sustaining the provision and governance of WASH services in Tanzania. USAID/Tanzania’s Maji na Usafi wa Mazingira Activity will also provide construction quality assurance of the USAID WASH
Infrastructure Support Activity.
C.2 GENERAL REQUIREMENTS
The Construction Contractor (henceforth ‘Contractor”) will construct 43 water supply systems in
Rukwa and Njombe regions, drill 38 deep water wells (boreholes) in the Rukwa region, and the optional service to construct five fecal sludge treatment systems for the small towns of Ifakara
(Morogoro region), Mafinga (Iringa region), Makete and Ludewa (Njombe region) and Namanyere
(Rukwa region); as specified in the Bills of Quantities (Attachment J.1), Technical Specifications
(Attachment J.2) and Engineering Drawings (Attachment J.3) in Section J.
“Technical Works’’ is defined as both the Permanent Works proposed in the contract and the
Temporary Works, required to complete the Permanent Work. Technical Works (TW) for all projects will include the procurement, delivery, handling, installation, construction, testing, disinfection of new water pipes; construction of water tanks, toilets, septic tanks; drilling of boreholes; and the optional service of the construction of fecal sludge treatment systems; as further specified in the Bills of Quantities (Attachment J.1), Technical Specifications (Attachment J.2) and Engineering Drawings (Attachment J.3) in Section J.
The Contractor must be capable of assembling and mobilizing an experienced team of site managers, skilled laborers, and support personnel to procure the correct materials and deliver to the site on time; install and construct water pipe and appurtenances according to accepted workmanship practice; conduct quality control according to the approved plan; and provide required equipment, tools and materials to complete the required Technical Works correctly. The
Contractor must also provide a management team to manage and coordinate each project team and site, potential subcontractors, suppliers and other stakeholders for the completion of the required
Technical Works. The Contractor must be financially capable to procure project materials and pay potential subcontractors in advance of being reimbursed by USAID. The complete description of the proposed Technical Works and Contractor responsibilities are specified in the Bill of Quantities
(Attachment J.1), Technical Specifications (Attachment J.2) and Engineering Drawings
(Attachment J.3).
USAID will be represented by the Contracting Officer (CO) who will be responsible for all final approvals and overall contract administration and management of the Technical Works. An
Oversight Contractor (Tetra Tech ARD) will serve as the Quality Assurance Contractor (QAC).
The Contracting Officer's Representative (COR) will be responsible for the technical requirements of the project and coordination with the QAC and the Contractor.
The Rural Water Supply and Sanitation Agency (RUWASA) will provide site inspectors in each
District where the infrastructure activity is taking place, to provide oversight alongside the QAC while they build up their knowledge and understanding of the constructed infrastructures in preparation of their roles in the long-term Operation and Maintenance (O&M) of the system.
Similarly, the GoT urban water utilities will provide inspectors to help coordinate the optional fecal sludge construction and help in the oversight effort during construction.
The completed WASH infrastructure will be handed over to the GoT Community Based Water and Sanitation Organization (CBWSO) upon successful construction completion, testing and commissioning. The optional fecal sludge treatment infrastructure facilities will be handed over to the GoT Urban Water Supply and Sanitation Authorities of the respective towns.
The Contractor acknowledges its familiarity with the existing site conditions, the quality and quantity of the materials furnished insofar as this information is reasonably ascertainable from an inspection of the sites, as well as from information presented by the drawings, bills of quantities and specifications. Any failure of the Contractor to acquaint itself with available information will not relieve the Contractor from the responsibility for properly estimating the difficulty or costs of successfully performing the technical work. USAID assumes no responsibility for any conclusion or interpretation made by the Contractor based on the information made available by USAID.
The Contractor shall be responsible for the proper fitting and rehabilitation of the proposed
Technical Works and for the coordination of the operations of all trades, subcontractors, materials and laborers engaged in the project. The Contractor’s attention is specifically directed to the fact that the level and locations of the components of the proposed infrastructure reflected on dated drawings are diagrammatic and the Contractor is totally responsible for coordinating the actual installation to avoid conflicts.
The Contractor shall refer to the technical specifications, Bills of Quantities (BOQ) and drawings of the proposed WASH infrastructures to ascertain the requirement for the construction of the overall 43 Water systems, 38 boreholes and the 5 fecal sludge infrastructure, The Contractor shall also refer to these documents to determine the detailed description of the intended physical
Technical works required to be furnished, constructed and installed, as well as the nonphysical work required to properly report, communicate and manage the project.
The Contractor must repair, without expense to USAID, any part of the technical works which may become inoperative on account of leaving the works unprotected or unsupervised during the construction phase, including theft of materials or equipment.
The Contractor is responsible for the Warranty of Construction for the proposed infrastructure
Facilities as specified in FAR 52.246-21.
C2.1 GEOGRAPHIC COVERAGE
This activity is targeting the Southern Highlands - specifically the Rukwa, Njombe, Morogoro and
Iringa regions to maximize impact in areas where there is higher need for access to drinking water and sanitation services. The geographic focus takes into consideration the need for access to drinking water and sanitation in these areas, activities of other donors, previous USAID investments, and GOT plans for the regions.

Prioritization of Construction Sites:
The Contractor must prioritize the construction sites as follows:
Phase 1: All sites (borehole drilling and water supply systems) in Sumbawanga, Nkasi, Kalambo and Ludewa.
Phase 2: Six water supply sites in Makete Districts
Phase 3: Optional services after receiving the approval to proceed from the contracting officer.
Project management for both Water Supply and Wastewater activities: The Contractor must provide a construction work schedule that details each site activities, deliverables, and milestones.
Contractor must coordinate the work schedule with the quality assurance contractor (QAC) to ensure adequate notification is provided for inspections and onsite observation of work. USAID must review and approve shop drawings prior to the procurement of water watermain and connection materials. Project management deliverables are listed in this contract (section F.11).
As-built record drawings: The Contractor is required to complete as-built record drawings depicting the where the water pipe alignment for the network expansion component is installed with relation to permanent above ground structures and features, the actual drilled borehole indicating the geological formation and the actual layout of the constructed wastewater treatment system. The Contractor shall deliver final as-built drawings reflecting the details of the final
Technical Works installed or constructed. The Contractor shall update the contract drawings to reflect the approved final as-built conditions and shall furnish those updated drawings to the
Contracting Officer representative.
1. Existing drawings shall be updated to reflect as-built conditions. The modifications shall be made by additions and deletions to the original drawings and with additional drawings as necessary.
2. The Contractor shall check all final as-built drawings for accuracy and conformance to the initial drawing scheme. The Contracting Officer Representative will review the drawings for conformance to these standards.
3. As-built drawings shall be furnished to the Contracting Officer Representative with a transmittal sheet containing an index of all drawings by the delivery date in Contract.
Personnel: The Contractor shall provide experienced managers, site supervisors, engineers, foremen, surveyors, materials technicians, equipment operators, skilled and unskilled labor, as well as other technical staff, together with all transport, instruments and equipment, to ensure adequate supervision and execution of the Technical Works at all times.
Deliverables: The Contractor shall submit project deliverables as specified in SECTION
F.11 SCHEDULE OF DELIVERABLES AND REPORTS.
Substantial completion: USAID, the QAC, the Contractor, and RUWASA will conduct a joint substantial completion inspection at the end of the construction period. Substantial completion will be granted by USAID upon correct and complete installation, testing and disinfection of all pipes and all technical works under the WASH infrastructure activity so that the new system and infrastructure can be placed into operation. Punch list items after substantial completion may include minor site work and minor repairs.
Defects Liability Period (DLP) and Warranty: The Contractor shall provide separate Defects
Liability Period (DLP) maintenance for six months starting at the end of the construction as specified in Section F.10.10 for both the Water supply system and fecal sludge infrastructures.
C.2.2 CONSTRUCTION REQUIREMENTS
A. Construction of 43 Water Supply Systems
Existing Site Conditions:
Although the site plan indicates the proposed location of the various WASH infrastructures, the
Contractor is expected to visit the sites and get clear site-specific information prior to tender submission.
Due to the nature of underground pipe installation and the unknowns associated with the underground conditions as well as the potential of above ground obstacles, the Contractor must visit the sites and determine the proposed alignment during the pre-bid site visit. Special attention must be given to above ground obstructions, potential underground obstacles, and culvert stream crossings so that the Contractor can adequately price the project.
The selected 43 water supply systems for rural communities are scattered throughout the two regions of Rukwa and Njombe in Tanzania. These 43 water supply systems are planned in all three districts of the Rukwa region (Sumbawanga, Kalambo, and Nkasi) and only two of the districts of the Njombe region (Ludewa and Makete), as indicated below in Map A. The Contractor will be required to construct a new water supply system not limited to water source development, piping systems and related fittings, pumping system, storage tanks and operation buildings as specified in the Bill of Quantities (Attachment J.1), Technical Specifications (AttachmentJ.2) and
Engineering Drawings (Attachment J.3).

B. Water Supply System
i. Intake Construction
The construction of a water intake intends to collect a specified volume of water from the water source and transport that volume through a water pipe to the consumer point. The Contractor will liaise with appropriate authority not limited to RUWASA, LGA, BWB and the community to understand the requirement before abstracting water from the proposed intake. The scope of water intake construction and installation shall include construction of spring intakes, intakes from the river or stream and the intakes abstracting water from the lake.
The contractor will construct Spring water intake, install a rock bed to form an interception reservoir of the infiltration gallery, build a collecting wall of concrete and/or block wall. The contractor will install a pipe low in the collecting wall to direct the water from the interception reservoir to a spring box connected to the gravity main pipe designed to transport water to the
Community storage tanks. The contractor will take all acceptable measures to avoid water contamination, work within the design boundaries indicated in the drawings, and protect the existing trees and vegetation outside the construction boundaries.
Other surface water intakes on Rivers, stream and lake must adhere to the best practices in
Construction. The contractor will excavate and install required structures without disturbing the environments outside the construction area, remedial measures to the distracted environment and the water in the river, stream and lake should not be contaminated during intake construction.
ii. Water Pipe Installation
The water pipe installation will connect to the Constructed intake and extend a new pipe network along existing public works right of way (adjacent to roadway). This will be coordinated through the RUWASA, TAURA and/or the local government authority (LGA). The scope of water pipe installation shall include plastic (PVC), high-density polyethylene (HDPE) and Galvanized Steel
(GS) pipes, gate valves and valve boxes, air release/blow-off valves, PVC pipe fittings and HDPE pipe fittings, all GS fittings (socket, Union, Elbow, Tee, hexagon Union and appurtenances. All bolts buried underground or in contact with water must be stainless steel, applicable for all gate valves, blowoff / air release valves, stream crossing and more. The water pipe will include GS pipe stream crossings, complete with concrete anchor and supports, to securely install water pipe over existing streams at culvert crossings. Water pipe work includes all clearing and grubbing along the proposed water pipe alignment to allow for excavation; all trench excavation, pipe bedding and select material, compaction during backfill, and resorting drainage patterns and above ground conditions. Water pipe installation may require dewatering and control of water during excavation to allow for water pipe to be installed in dry conditions.
The proposed pipe network installation will include public domestic point connections that tap from new watermain and extend a small diameter service line to public domestic water points. The drawings include details on the Public domestic water point connections and the BOQ includes the proposed quantity of materials and number of connections for each Community.
The following describes general technical requirements; however, the attached technical specifications provide detailed information and requirements. The finished trenches will be to the correct depth and width to suit the pipe diameter, including sand bedding and compacted pipe cover as defined in the drawings and technical specifications. The trench should be in a straight line so that the pipe can lay central in the trench without touching the trench sides. All loose and jagged outcrops, which could come into contact with the pipe during installation, must be removed.
Trench backfill must start immediately after the placement of the pipe in the trench and after the
QAC has observed the correct bedding, pipe installation, cover over the pipe, and backfill compaction equipment is onsite.
The Contractor shall take all measures to avoid the disturbance of existing structures and trees while excavating and installation of the pipeline. No disturbance of private property shall occur without prior written permission from the property owner and local authorities – any damage that occurs to private property or to public property in the Communities will be the responsibility of the Contractor and it will be his/her responsibility to compensate or rectify the situation.
The water pipe installation shall include all materials and work required to furnish and install complete in place, the pipeline, including bends, fittings and appurtenances and testing as specified in the drawings and technical specification. All spare parts and extra materials listed in the specifications must be furnished and provided to (RUWASA) prior to substantial completion.
The Contractor must commission the completed water pipe. Completion of the water pipe will be attained upon correct and complete installation of all water pipes and components; pressure testing of all water pipes installed; and disinfection of all water pipes installed. The Contractor must provide a method statement for approval by USAID prior to pressure testing and disinfection of the new water pipe. Pressure testing and disinfection are components of the BOQ; pressure testing and disinfection must be completed and approved prior to substantial completion of the award.
The Contractor must complete compaction testing during trench backfilling as per the technical specifications. The Contractor must complete the tests as requested and reflected under the BOQ allowance for compaction testing. A percentage of the budget line item will be paid during pipeline installation if testing is done correctly, and compaction meets the specifications.
The Contractor shall identify the most expeditious alignment for the pipeline based on the schematic route provided in the drawings. Most expeditious alignment must be within the agreed private land and/or Public Works right of way and minimize disruption to above grade structures.
Contractor shall repair and replace structures and elements removed or damaged during trench excavation, water pipe installation and other associated technical works specified in this contract.
Repairs to any damage caused by the Contractor must be completed prior to payment for that portion of pipeline installed.
When making connections to existing water pipe infrastructure (where applicable), the Contractor shall excavate carefully to identify and locate existing underground infrastructure. Subsurface exploration to identify the existing infrastructure will be paid for under the contract as part of the test pit as directed by the QAC. Contractor must verify existing conditions and proposed connection points in order to procure the correct connection materials (only if not included in the
BOQ).
The proposed GS pipe water pipe stream crossings or appropriately proposed sections are intended for existing streams that may be seasonal or flowing at the time of construction. The preference for stream crossings is to maintain the pipeline within the right of way section, a minimum of three feet below the road surface and a minimum of 18 inches above the existing culvert. If the roadway condition cannot be met, an alternative for low flow or seasonal streams is to install the GS stream crossing under the stream bed.
If neither the roadway or under the stream are appropriate crossings, the Contractor shall install the water pipe over the stream with supports as shown in the supplied technical drawings. All stream crossing must be completed with GS pipe, whether underground or above ground. The
Contractor shall visit the site prior to fully understanding the existing conditions. Test pit allowances included in the Contract are intended to investigate subsurface conditions at stream crossing locations and are to only be used when approved by the QAC Engineer. Each test pit will be paid only for those approved by the Engineer and completed by the Contractor.
iii. Vertical construction
The vertical installation is not limited to the construction of Pump house, Operation building and
CBWSO Office buildings. The QAC has completed the first stage on site analysis, feasibility studies, creating project timelines, which lays the foundation for a successful construction process and helps identify potential challenges or risk. The Construction Contractor will be required to complete the site preparation, Site clearance before beginning excavation. Site clearance includes the removal of all trees, stumps, bushes and other vegetation and the grubbing out of all roots and the removal of all boulders. The limits of the areas to be cleared shall be as indicated on the drawings or as will be defined by the Engineer.
The Contractor shall always take particular care to prevent erosion on every site and elsewhere on land which may be affected by contractor operations. The Contractor shall be responsible in verifying the foundation settings points based on the project's architectural plans and structural engineering designs indicated in the design drawings. The sides of all excavations shall be kept true and shall where necessary be adequately supported, kept free from water, and/or maintain temporary diversion and drainage technical works to carry water.
The contractor will also construct the superstructure not limited to laying of bricks, pouring concrete footings, and building the foundation walls and block walling. The Contractor shall observe the required safety measures for employees and the environmental requirements, the superstructure construction materials shall be as indicated in the drawings, bills of quantities and the quality of these materials shall adhere to the technical specifications.
Also the contractor will liaise with respective authority for water supply and Electricity (where applicable) to be connected to the constructed building. Hiring licensed electricians and plumbers ensures the installations are done safely and comply with building codes. The electrical and plumbing requirements are found in the bills of quantities, drawings and technical specifications.
The Contractor must provide shop drawings of the equipment intended to be installed and demonstrated proper fit in the constructed buildings.
The finishing work, which is not limited to flooring, painting, and installing doors, windows, and fixtures and exterior cladding. The contractor will essentially consider the design and functionality aspects while selecting materials and finishes to meet the technical specification, the QAC will certify the finishing materials before being used.
iv. Storage Tanks
The proposed storage tanks under this activity include on the ground tank, under the ground tank and the overhead tanks. The Contractor will be required to verify the tank locations and set out the tank as indicated in the drawing. Then do site clearance technical works before beginning foundation excavation. Site clearance includes the removal of all trees, stumps, bushes and other vegetation and the grubbing out of all roots and the removal of all boulders.
Contractor is required to apply the necessary acceptable means of excavation for foundation and underground storage tanks. The sides of all excavations shall be kept true and shall where necessary be adequately supported, it shall always be the Contractor’s responsibility to ensure the stability and safety of excavations to avoid collapse of excavated sides. Contractor shall ensure that all material suitable for reuse and which he intends for re use are kept separate and set aside and protected as necessary to prevent loss or deterioration. All surplus demolition or excavated materials shall be disposed of by the Contractor to tips provided by the Contractor and approved by the QAC.
The actual construction of the storage tank will include foundation excavations, pouring of concrete, laying of blocks, steel structure for column and slabs, proper jointing, internal and external finishes. Contractor shall procure, transport and store all the construction materials to the acceptable standards to the technical specifications. Materials which will be damaged, contaminated or deteriorated and not comply in any way with the requirements of the technical specification shall be rejected and shall be removed immediately from the site at the Contractor’s own expense.
The Contractor shall include for all labor, materials, water, and equipment for conducting the tests and for proving the performance of the completed structures.
