Responses to Pre-Bid inquiries received to date are provided as follows:
Question #1: Please confirm that this will be the prevailing wage project.
Response #1: Please refer to paragraph I.29 FAR 52.222-6 CONSTRUCTION WAGE RATE REQUIREMENTS (OCT 2025)(DEVIATION 26-10) (Effective 3 NOV 2025) on page 42 of the solicitation.
Question #2: Please confirm that this will be a Tax-exempt quote. Item number 8 on the invitation to bid form states that “Bidder shall include all APPLICABLE Federal, State, and Local Taxes in their bid price.” Please clarify.
Response #2: Please refer to Item 8. , Notice to Bidder, on the face page of the solicitation, “Bidder shall include all APPLICABLE Federal, State, and Local taxes in their bid price. A tax-exempt number will not be provided. The Contracting Officer will issue a State of Connecticut Department of Revenue Services CERT-134 "Exempt Purchases by Qualifying Governmental Agencies" to advise the seller of taxable services that sales and use taxes do not apply to the purchase.” This certificate exempts the contractor awarded the contract from paying CT State sales tax on construction services. Please confer with your personal tax advisor for additional assistance.
Question #3: Please confirm that the bid is to hand- delivered and NOT emailed.
Response #3: Please refer to Item 5. , Notice to Bidder, on the face page of the solicitation, “Email, telegraphic, telephonic, or facsimile bids will not be accepted”. In addition, Paragraph L.5. Question #4: Please confirm the address to which the bid will be delivered to and to whom.
Response #4: Please refer to Block 8. of the Standard Form 1442, Solicitation, Offer, and Award, for the address to which you are to address your offer.
Question #5: Please clarify the start and end dates for this project. It was noted in Section F Deliveries or Performance indicates an on-site period of performance to be 1 April through 31 August 2026 and on page 6 of 29 Work restrictions item 1 states start date of June 1, 2026 until August 15th 2026, Response #5: Page 6 Spec Section 010000 paragarph J. Work Restrictions indicates “The preferred start date is June 1, 2026 until August 15, 2026”. May 1st is the earliest mobilization date which coincides with the end of finals week at the CGA, however, there is also a blackout week from May 17-22 for commencement week where no work shall occur under any circumstances. Work shall not extend past August 15, 2026 to coincide with the start of the academic year.
Question #6: The drawing shows what appears to be a stepped classroom area, if LVT is to be installed once the carpet is removed how do you want to address the steps, trim and bull nose? Or is the Mohawk carpet referred to for the transition areas.
Response #6: A bullnose compatible with LVT shall be used at each step in the auditorium.
Question #7: Can you verify that the slab or adhesive below the carpet has been tested for contaminants?
Response #7: The slab and adhesive below the carpet has not been tested and is not suspected of containing contaminants. If the contractor suspects contaminants they are responsible to test and abate, and a change order will be issued if unknown contaminants are found.
Question #8: Can you verify that the walls do not contain contaminants?
Response #8: The walls have not been tested and are not suspected of containing contaminants. If the contractor suspects contaminants they are responsible to test and abate, and a change order will be issued if unknown contaminants are found.
12/31/2025
Question #9: Is there a supporting document for testing those areas.
Response #9: No.
Question #10: If no testing has been done do you want us to carry a testing allowance?
Response #10: Yes, carry allowance as practicable.
Question #11: Are the Acoustical panels you describe above the wainscot, if so (are) they built in place. Please clarify that these are the ones to be replaced. The specifications listed are for those pieces.
Response #11: Yes, acoustic panels are to be replaced.
Question #12: The entire area measures on the drawing to be plus 4000 square feet this includes the entry, stair platform and the building entry area yet you stated work area is only in the auditorium itself. Are we addressing anything outside of the 40’-0 x 69’-0 area. If that is the case, please clarify what that scope would be; carpet, paint etc.
Response #12: No, only confines within auditorium.
Question #13: Do you have the vendors name for the Room panel dividers. Will these be powered? They do appear to be ceiling supported; this may require removal and installation of new track unless the original vendor can quote the replacement panels.
Response #13: The manufacturer of the existing room panel dividers is Modernfold. The room panel dividers will be manually operated. To determine if the existing grid can be reused, you will have to consult with your manufacturer of choice*. *Manufacturers are not specified in the products paragraphs of our specifications. We may refer to a “Basis of Design”, but do not mandate a specific make and model of products to be provided.
Question #14: Do you have a manufacturer that we may contact for the seating and desk requirements.
Response #14: Duplicate question. Refer to Question #3 Amendment 0002 posted on 17 December 2025 for response.
Question #15: With regards to the painting, will it be all surfaces full height to the ceiling.
Response #15: Yes
Question #16: With regards to the shown wainscot, it appears to be chair rail cap, a flat wall panel and base trim, will this need to be removed and replaced? And if so with what?
Response #16: Trim can remain. The intent is to provide additional accoustic panels in place of the existing burlap wall paper. Depth of trim is ¾” so any acoustic panel will have a maximum thickness of ¾”. If this cannot be found, then remove burlap, prep, prime, and paint wall to match existing.
Question #17: Will we be addressing anything at the ceiling, or only what is shown as scope on the project summary.
Response #17: Replace entire grid as part of work, Basis of design is Armstrong Cortega ® Ang Teg 15/15” Grid with Armstrong 24”x24” tiles to be approved by COR prior to install.
Question #18: Your notes include a reference to cleaning; can you be more specific as to the extent of the cleaning.
Are you referring to complete cleaning, of lights, fixtures, projectors, etc. or something else Response #18: Clean all equipment and site limits following the completion of construction to remove all debris and dust generated by the work. CGA will perform final inspection and acceptance of cleanliness.
Question #19: Please identify the designated laydown area for dumpster placement. We anticipate requiring multiple dumpsters for disposal of tables, chairs, and carpeting; however, only one dumpster will be on site at a time to minimize site impact. Please confirm the preferred location for a 30-yard dumpster and the approved access route for delivery and pickup (main gate versus an alternate gate).
Response #19: Designated Laydown area will be adjacent to MacAllister Hall and be coordinated by the COR once contract is awarded. Access will coordinated through the COR as well and there are multiple gates that can be used for removal and delivery of a dumpster depending on the day and time.
Question #20: Due to ongoing testing during the site visit, we were unable to access the remaining portion of the auditorium. Please provide photographs of the inaccessible area or confirm whether it is substantially identical (mirror image) to the portion observed, so that material quantities can be accurately accounted for.
Response #21: Photos included and labelled in attachment.
Question #22: The existing acoustical tiles are installed within a wood framing system. Please confirm whether the replacement tiles are required to include a similar wood frame, or if standard acoustical tiles without framing are acceptable.
Response #22: Standard tiles without framing system are acceptable and preferred, goal is to modernize the look of the space.
Question #23: Please advise whether the USCG has a preferred manufacturer or basis-of-design for the new tables and chairs. Pricing varies significantly by brand, and designation of a preferred product would allow for more accurate material pricing.
Response #23: Duplicate question. Refer to Question #3 Amendment 0002 posted on 17 December 2025 for response.
Question #23: Please confirm the full extent of the painting scope. Page 4 of the documents states, “Install new luxury vinyl tile flooring, wall base and new paint.” Please clarify whether “new paint” includes walls, crown molding, columns, and any other architectural elements.
Response #23: Entirety of space should be repainted, basis of design is Sherwin Williams Duration Interior System, or Sherwin Williams Pro Industrial Interior System. Expected application is prep surface, prime, first coat, top coat.
Question #24: Can a basis of design of design be provided for the seating in the lecture hall.
Response #24: Duplicate question. Refer to Question #3 Amendment 0002 posted on 17 December 2025 for response.
Question #25: The existing wainscot is not an acoustic panel. It is a fabric wall covering that is installed between the top chair rail and the wood base. It appears to be applied to the wall surface. Please advise what treatment is to be provided. Adding thickness to the wainscot will put you beyond The trim.
Response #25: It is intended that the acoustic panel will replace the wainscot. However, if the thickness of the acoustic panel extends beyond the trim, the intention is for the wall to return to a standard, white wall.
Once the wainscoting is removed, the wall will likely need some repairs to create a smooth surface for painting.
(Continued page 5)
Task Description
Assess Wall Damage
Inspect the wall for any damage, such as torn drywall paper, holes, or gouges that may have occurred during removal.
Repair Drywall
Fill any holes, cracks, or gouges with drywall mud or spackling paste.
Use a putty knife to apply the compound and create a smooth patch. Allow it to dry completely.
Sand the Patches
Once the patching compound is dry, sand the repaired areas with fine-grit sandpaper until they are smooth and level with the rest of the wall.
Clean the Walls
Wipe down the entire wall surface with a damp cloth to remove any dust from sanding. Allow the wall to dry completely before priming.
Priming and Painting
Task Description
Apply Primer
Apply a coat of high-quality latex primer to the entire wall surface. This will seal the new drywall patches and create a uniform base for the paint.
Caulk Gaps
If there are any gaps between the wall and existing trim (like baseboards or door frames), apply a bead of paintable caulk for a seamless look.
Paint the Wall
Once the primer is dry, apply two coats of your chosen paint color. Allow the first coat to dry completely before applying the second.
Final Touches
After the second coat of paint is dry, carefully remove any painter's tape.
Touch up any areas as needed.
Question #26: The floor plan that was provided is missing a riser at the lower hall seating tier.
The plan shows 4 risers. There are 5 risers, the last row of seating on the lower section is not on the platform that includes the folding partition as shown.
Response #26: There are 5 risers.
Question #27: Are the existing rectangular acoustic wall panels located above the wainscots existing to remain or are they to be replaced in kind. A-001 mentions panel replacement, is that related to the panels above the wainscot.
Response #27: Correct, the acoustic panels shall be replaced. Refer to Question #4 Amendment 0002 posted on 17 December 2025 for response for Basis of Design.
Question #28: Is it the intent to install the new vinyl base over the existing flat trim portion of the existing wood built up base? This flat wood base is between 3 and 3.5 inches tall.
Response #28: The intent is to replace the existing trim, with new vinyl cove base, not to put the cove base over the existing trim.
Question #29: The existing folding partition contains two doors not indicated on the drawing or description. It also has whiteboard panels facing the upper tier of the hall. Please confirm if the new partition is To have these items.
Response #29: Confirmed. The new partition should have these items.
Question #30: Paragraph 1.1Project Summery, item F (b). Please clarify "Acoustic Underlayment the Floor Base" Is this just floor leveling product?
Response #30: Duplicate question. Refer to Question #2 Amendment 0002 posted on 17 December 2025 for response.
Question #31: Is there a basis of design for the new tables and seating. The current seating and tables are a connected unit. Is it the intent to replace these in kind.
Response #31: Duplicate question. Refer to Question #3 Amendment 0002 posted on 17 December 2025 for response.
Question #32: Please confirm that painting is not part of the project.
Response #32: Painting as required for touch up and ensure the wall appears like a top university auditorium.
Question #33: Can a scalable drawing be provided. Even with the graphic scale at the 11x17 size it is difficult to scale. There is only one width dimension provided.
Response #33: Scalable drawing cannot be provided at this time.
Question #34: Drawing A-122 under Flooring Notes references Mohawk Carpet, is this an error? The other notes are for LVP.
Response #34: It is an error.
Question #35: The plan does not address any desk or seating for handi-cap person use. Will this be a requirement?
Response #35: No handicap is required.
