About this file
This document is a federal contract amendment for a renovation project at the Coast Guard Academy's McAllister Hall. The amendment provides clarification and basis of design details for key project components, including seating, acoustical panels, and a room divider for an auditorium renovation. Specific manufacturers are suggested for each component, such as KI, Hussey Seating, and Versteel for seating (targeting 100-140 seats), Armstrong and CertainTeed for acoustical panels, and Skyfold, Hufcor, and Modernfold for the operable room divider. The amendment also includes responses to pre-bid inquiries, providing technical details on acoustic underlayment options and specification requirements.
Additionally, the amendment introduces REAL ID requirements for accessing the Coast Guard Academy, effective May 7, 2025, which mandate that visitors 18 and older must present approved forms of identification. The bid opening date remains January 6, 2026 at 2:00 p.m., and the solicitation number is 70Z0G126BCGA0TL01. The project involves detailed specifications for creating a flexible, acoustically sophisticated auditorium space that can be divided into two distinct classrooms while maintaining high aesthetic and functional standards.

Amendment 0002
1.a. (continued)
Responses to Pre-Bid inquiries received to date are provided as follows:
Question #1: If chairs are to be selected by the Coast Guard, GC is only responsible for the installation?
Response #1: No, GC will provide submittals of potential chairs, Coast Guard will select, and GC will procure and install.
Question #2: What is Acoustic Underlayment? Is this to be a Self-Leveling Underlayment?
Response #2: There are self-leveling compounds specifically designed to also serve as acoustic underlayment. These products are typically more specialized than standard self-leveling compounds, which are primarily used just to create a flat surface. Options for basis of design (there is also rubber, felt, cork, or foam materials):
1. Specialized All-in-One Acoustic Compounds - Products engineered to provide both leveling and significant sound damping.
Product Example Description How It Works
Decidamp®
SLC
A two-component, polyurethane-based, viscoelastic self-leveling compound.
It is specifically designed to reduce structural noise and vibration. It acts as a "constrained layer damper" when installed between two rigid surfaces (like a subfloor and the final flooring), which is highly effective at enhancing acoustic properties and reducing impact noise.
Acoustiflor
A two-pack flexible, seamless, self-leveling underlay designed for noise reduction and as an anti-fracture membrane.
This product is tested for impact sound reduction and can be applied in a 6mm layer. It is designed to exceed the acoustic requirements of the Building Code of Australia and is often used for inter-apartment noise reduction.
2. System-Based Approaches with Standard Compounds - A more common method is to use a high-quality self-leveling underlayment as part of a multi-layer acoustic system. In this case, the compound itself contributes to the system's performance, primarily by adding mass.
Method Description How It Works
Compound Over an Acoustic Mat
A sound-attenuating mat (like rubber or a 3D mesh) is laid on the subfloor first, and then the self-leveling compound is poured on top.
The mat provides the primary impact noise reduction, while the self-leveling compound creates a smooth, durable surface and adds mass to the system, which helps to block airborne sound. Products like Mapei's leveling compounds are often used in conjunction with their sound-absorbing underlays. Similarly, the Schönox Renotex 3D system pairs a sound insulation sheet with a self-leveling compound.
Adding Mass with a Thick Pour
A thick layer (e.g., 1.5 inches or more) of a cementitious or gypsum-based self-leveling underlayment is poured over the subfloor.
This method works by adding significant mass to the floor assembly. Mass is a key component in soundproofing, as it makes it harder for sound vibrations (especially low-frequency sounds like bass or footfalls) to travel through the structure. Products like Ardex V 1200 and USG Durock™ Multi-Use Self-Leveling Underlayment are cementitious underlayments that can be used in this way.
Question #3: Scope is vague on seating product to be provided, is there a basis of design we can match? Will the number of seats match the drawings? Tables request seating for 100-140.
Response #3: Below
Basis of Design While the scope is broad, the intent is to install a top-tier seating solution that is both durable and aesthetically pleasing, befitting a modern university lecture hall. For a basis of design, products from the following manufacturers, who are well-regarded for their quality and use in academic settings, are acceptable:
Manufacturer Suggested Series
KI Torsion on the Go!
Hussey Seating Quattro Collection
Versteel Tier
These product lines offer the durability and functionality required for a high-use academic environment, while also providing a modern and professional aesthetic. The final selection will be made in consultation with the Coast Guard to determine the best fit for the space.
Seat Count The goal is to maximize the seating capacity of the auditorium within the 100-140 seat range specified in the scope. The final number of seats will be determined by a few factors:
• The specific seating model chosen: Different chairs have different dimensions, which will affect the layout.
• The final layout: We will need to ensure that the layout meets all accessibility and safety codes, which may affect the total number of seats.
The drawings should be used as a guide for the layout, but the final seat count will be confirmed once a seating product is selected and a final layout is approved by the Coast Guard.
Question #4: Scope is vague on acoustical panel product to be provided, is there a basis of design we can match?
Response #4: Below
Basis of Design for Acoustical Panels You are correct that the scope is broad to allow for a solution that best fits the final design of the space. The intent is to utilize a product that not only meets the specified performance metrics but also contributes to the high-end aesthetic of a modern university auditorium. For a basis of design, products from the following leading manufacturers in architectural acoustics are acceptable:
Manufacturer Suggested Series
Armstrong SoundScapes®, Tectum®
CertainTeed Ecophon® Solo, Gyptone®
Arktura SoftGrid®, SoundStar®
These product lines are exemplary of the quality and finish we envision for the space. They all offer products that will meet or significantly exceed the minimum Class A fire rating, STC > 10, and NRC > 0.5 values required by the scope. The final selection will be made in coordination with the Coast Guard, taking into account the overall interior design, color palette, and specific acoustic goals of the renovated auditorium.
Question #5: Scope is vague on room divider product to be provided, is there a basis of design we can match?
Response #5: Below
Basis of Design for Room Divider The objective is to install a high-performance, operable partition that can effectively divide the single auditorium into two distinct, acoustically isolated classrooms. The system must be durable, easy to operate, and integrate seamlessly with the sophisticated design of the renovated space. For a basis of design, products from the following industry-leading manufacturers, known for their application in premier university and conference settings are accetpable:
12/17/2025
Manufacturer Suggested Series/Type
Skyfold Classic™ or Zenith® Series
Hufcor Summit® Vertical Lift
Modernfold Acousti-Seal® Encore®
Key Performance Criteria:
A critical performance requirement for this application is the Sound Transmission Class (STC) rating. To ensure effective acoustic separation between the two resulting classrooms, we recommend specifying a partition with a minimum rating of STC 52 or higher. This will prevent lectures and discussions in one room from disrupting the activities in the adjacent room. The final selection will be made in consultation with the Coast Guard, with a focus on the system that provides the best combination of acoustic performance, operational reliability, and aesthetic integration for the McAllister Hall project.
Question #6: After reviewing the drawings and specifications, it was noticed that there are no specifications for the chairs, tables, millwork, or sound panels. To provide fair and accurate pricing between contractors, can the Government provide specifications for these products?
Response #5: See responses to Questions #3, #4, and #5 provided herein.
