About this file

This is Amendment 0007 to Task Order Request for Proposal (RFP) 70Z08726RMISC13611688 for construction of Seward Housing, Project No. 13611688, issued by the U.S. Coast Guard (USCG) Civil Engineering Unit in Juneau, Alaska. The amendment responds to Requests for Information (RFI) submitted during the initial RFI period, which has now closed. Offerors who previously submitted proposals must resubmit their proposals with their best and final offers. The revised proposal submission deadline is May 21, 2026, at 1:00 PM Alaska Standard Time. The estimated award date remains June 6, 2026. A signed copy of this amendment must be returned with the resubmitted proposal.

The document includes a Questions and Answers section addressing six clarification inquiries from offerors. Key clarifications include: the superintendent, QC manager, and Site Safety and Health Officer (SSHO) must be onsite during all construction activities; dual-hatting is permitted with the superintendent or QC manager serving as the SSHO, though the superintendent and QC manager must be separate individuals; the QC manager must review and sign off on all submittals prior to USCG submission; government personnel do not object to these key personnel performing physical labor onsite; the pricing schedule from Amendment 0003 should be submitted with updated proposals; and the June 6, 2026, estimated award date is correct. The contracting officer is John W. Wright, USCG.
