About this file
This is Amendment 0004 to Request for Proposal 70Z08726RMISC13611688 for the Construct Seward Housing project (Project No. 13611688) issued by the U.S. Coast Guard Civil Engineering Unit Juneau on April 10, 2026. The amendment provides answers to Solicitation Questions 29-51 submitted by prospective contractors. The proposal due date remains April 21, 2026, with the question period ending April 7, 2026 at 12:00 PM AST. The RFI period has closed and questions submitted after that period may not be answered. Contractors must acknowledge receipt of this amendment prior to submission and return a signed copy with their proposal.
The Q&A responses address technical specifications and clarifications across multiple construction disciplines. For overhead sectional doors, contractors must provide insulated residential doors with manufacturers' standard gauges and factory-applied finishes rather than shop-primed products. The ADA duplex garage door is specified as 16'x8'. Drawing A-311 is deleted from requirements, and finish floor elevation for the ADA 4-Bedroom Duplex mechanical room is 0'-0" with deck details on sheet S-507. Upgraded products for metal roofing, premium vinyl siding, and plywood casework are identified as design basis only, allowing contractor-provided equal products installed per manufacturer specifications. The retaining wall shall be split between CLINs 0001B, 0001C, and 0001D. Floor finishes are clarified as ST-1 (sheet vinyl flooring per section 09 65 00) and STR-1 (rubber stair treads and risers). The EV charger shall be replaced with a NEMA 14-50 receptacle, dimmer switches shall be Acuity Brands SPODMRA D WH BAA, and all 15 and 20A receptacles must be tamper-proof. Price breakdown format is at contractor discretion, and the experience matrix requirement in specification 01 45 00 paragraph 1.5.3 is struck from the contract.
