Project Title: Construct Seward Housing
AMENDMENT 0003
SOLICTATION NUMBER: 70Z08726RMISC13611688
1. Price Schedule has been amended to include the optional items to upgrade to metal roofs, premium vinyl siding, and plywood furniture. This replaces page 3 of the RFP Section B Pricing Schedule.
A. See revised sheet: G-002 Amend 0003.
2. Incorporate Revised Pricing Schedule.
3. Incorporate Revised sheet C-201 and G-002.
4. Incorporate USCG Seward Housing Geotechnical Report.
Question 6: The specs call out for Solid Square Shaft helicals, but the drawings call for 3.5" sch 80 pipe for the helicals.
Could you clarify for me what we are looking for, for the helical pilings? Do they convert from solid square shaft to 3" sch 80 somewhere along the shaft? Or is it one or the other?
Answer 6: Helical Piles shall be 3-1/2” diameter schedule 80 piles with an 8-inch Helix and Hot dipped Galvanized (or equivalent product approved by the contracting officer) be the note on sheet S-002.
Question 7. Geotechnical Report: The specifications reference a geotechnical report;
however, we could not locate this document within the provided bid materials. Please confirm whether a geotechnical report exists and provide a copy if available.
Answer 7: See attached geotechnical report.
Question 8. Civil Drawing Reference – C201: The specifications reference Civil Sheet C201. This sheet does not appear to be included in the plan set provided. Please confirm if this sheet exists and provide the missing drawing if applicable.
Answer 8: Sheet C201 has been included as part of Addendum 003.
Question 9. Existing vs. Finish Grades: The drawings appear to show only finish grades.
We could not identify accurate existing grade information on the civil plans. Please confirm whether existing grades will be provided or if bidders are expected to base pricing solely on the finish grades shown.
Answer 9: Existing grade contours are shown on V-101 and geotechnical report.
Question 10. Unsuitable Material Along Rear Property Line: A mound of unsuitable material is currently located along the rear of the property where the proposed block wall is to be constructed. We could not locate direction in the plans or specifications regarding the removal, rework, or disposal of this material. Please clarify the intended treatment of this material.
Answer 10: Organic stockpile shall be removed and disposed of in a Contractor specified location per the Specifications. Organic stockpile extents are shown on Sheet C-101.
Question 11. Classified Fill Requirements Under the Building Pad: The specifications do not clearly state the required depth or quantity of classified fill beneath the building pad.
It is unclear whether the building is intended to be supported on native material with approximately 6 inches of D1 aggregate base, or if additional classified structural fill is required. Please clarify the required subgrade preparation and fill section beneath the building.
Answer 11: See USCG Seward Housing Geotechnical Report dated 10/1/25. Native (non-organic) material is suitable for foundations. Utilize structural fill as needed to meet finish grades under building pad. See Sheet C-201.
12. S-112, Note 1 states that the top of dec 0’-0”. S-114, Note 1 States Top of Deck at 10’- 0-5/8”, which means that every stud will need to be cut at 8’-7” and would give you a ceiling height of 8’-111/2”. Standard studs are 92-5/8” for 8’1-1/4” standard ceilings or 104-5/8” for a standard 9’1-1/4” ceiling. Can we just use standard stud and stud heights for these buildings?
Answer 12: Provide precut 9’ studs at 104-5/8” – Elevations are nominal based on moisture content.
13. A-108, A-109, A-111 all show a variety of differing ceiling heights. Can these be built into the trusses by coffered or tray ceilings or is it preferred to drop the ceilings from 9’- 8’?
Answer 13: The sloped ceiling is resting on the 8’ precuts at grids 1 and 8 on Sheet A- 108 at this location only. All other areas are to provide precut 9’ studs at 104-5/8”.
provide precut 9’ studs at 104-5/8” for second floor sheets A-109 and A-111. The elevation drops are to conceal ductwork.
14. Is there a soils report for the lots pertaining to this project? It is mentioned on C-002 Earthwork Note1?
Answer 14: See USCG Seward Housing Geotechnical Report dated 10/1/25.
15. Are building permits required for this project? If so who is responsible for the permitting?
Answer 15 : Building permits will be required for this project. The Contractor is responsible for obtaining all required permits. This includes City of Seward building permit for building and utility services. The Contractor will also need to obtain permits from the Alaska Department of Environmental Conservation for Storm Water Pollution Prevention.
16. Have the lots already been replotted and approved for permitting if needed?
Answer 16: The lots have not been replotted, but the construction of the duplexes is within zoning requirements.
17. When would the NTP (Notice to Proceed) anticipated to be awarded?
Answer 17: Notice to Proceed is anticipated to be issued after Government has received and reviewed the Performance and Payment Bonds. Government review is less than one (1) day. Notice to Mobilize on site will be issued after the Preconstruction Meeting per the Specifications.
18. Is this project fully funded?
Answer 18: Yes.
19. Is there an owner required Project Management Software Requirement? If so who provides and pays for it?
Answer 19: The Contractor is responsible for utilizing project management software to track and record information for the schedule, submittals, RFIs, RFPs, etc. The contractor is responsible for paying for software and inputting project information. The Government will select one of the following programs after award: Microsoft Project, Oracle Primavera P6, Procore Construction Management, or Kahua Construction Software.
20. It appears that there is a little shot rock/ gravel sprinkled on top of what appears to fill of some sort. Other than compaction report is there any other bottom of hole requirements?
Answer 20: See USCG Seward Housing Geotechnical Report dated 10/1/25. Bottom of hole inspection will need to include compaction reports and material classification to ensure native material or structural fill meets requirements identified in geotechnical report.
21. Who is supplying and paying for special inspection?
Answer 21: See Specification Section 01 45 35, Part 1.3.4. The Contractor is responsible for supplying and paying for the special inspection services.
22. Are there any additional Civil Drawings not currently available in the Bid Documents?
Answer 22 : C-201 was revised and added back to the drawing set.
23. The drawings show windows in the sectional overhead doors. Are windows required? If so, what type, style & how many?
Answer 23: Provide per elevations with manufacturers’ standard type.
24. Please confirm the garage door width & height for the ADA unit. These sectional overhead doors are not on the door schedule.
Answer 24. Provide 16’ x 8’.
25. Please confirm that flush panel white sectional overhead doors are acceptable. If not, please specify the panel profile and color.
Answer 25: Confirmed flush is acceptable.
26. Please state in PSF the wind load requirement for the sectional overhead doors.
Answer 26: Contractor shall use sheet S-004 to determine the applicable PSF.
27. Water General Note #7 on sheet C-002 states that all new water systems shall be individually pressure tested, chlorinated, and tested for bacteria. This testing will require the chlorinated water to sit in the lines for 24 hours, then be drained and tested. In order to achieve this, we believe it would have to be done in two stages. One stage for the main to the curb stop, and other for the curb stop to the house. Does USCG agree with this plan or is there another preferred way to accomplish this requirement?
Answer 27: Concur with testing in two stages.
28. Water General Note #7 on sheet C-002 : Item #7 currently states that this will be inspected by the City of Seward. Are there any additional inspections or agencies required?
Answer 28: City of Seward will be the inspection agency for new water system work and work in the right of way. Additional permitting will be required for stormwater pollution control with the Alaska Department of Environmental Conservation and building permitting with the City of Seward.
