Paragraph 3.1.7.1 directs contractor to characterize the contamination A portion of the Scope indicates that Contractor is to test and remove the fluids from the bilges of AMMR bilges.

found in the flammable stores locker for didposal.

Inasmuch as ship check on 1/29/2021 revealed negligible fluids in the bilges, may Contractor assume that testing of the fluids after removal to a waste containment tank as a result of pumping and washing the bilges will satisfy the testing requirements for the bilge waters??

RESPONSE:

Paragraph 3.1.7.1 shall have the following bullet pointed added:

• Qualifications required to pump bilge contents off of the ship

Paragraph 3.1.7.2 shall be edited to change “Flammable Stores Locker” to “AMMR Bilges”.

Paragraph 3.2 shall be revised to:

3.2 Operational test, initial. Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.

Paragraph 3.6 shall be revised to:

The KTR may test the fluids while still in the bilge or after removal to a waste containment tank, however, the KTR shall at all times be in compliance with the Environmental Management Plan referenced in Standard Specification 0000, B2.

QUESTION: Work Item 23; Main Propulsion Diesel Engine Intake and Exhaust, Inspect and Repair

Paragraph 3.3 directs the KTR to remove ALL damaged insulation from the intake and exhaust systems for the engines listed in Table 1.

Paragraph 3.6 then directs the KTR to renew the intake and exhaust system lagging for the engines listed in Table 1 in accordance with Coast Guard Drawing(s) 750-WMSL-508-001.

Will the material and labor required to complete paragraphs 3.6 be a contract modification based off the amount insulation repairs identified and documented within Work Item D-07 and upon acceptance of KTRs’ CIR?

Do the KTR’s quote all materials listed within Coast Guard Drawing 750-WMSL-508-001 for all locations listed in Table 1?

For estimating purposes, the KTR will require the square footages of insulation requiring repairs and painting IAW paragraphs 3.5 & 3.7.

Per the Governments response of question written against Work Item- D-07 in Amendment P002, the KTR is requesting additional information.

Please review and advise.

RESPONSE:

For estimating purposes, the KTR will require the square footages of insulation requiring repairs IAW paragraphs 3.5 & 3.8.

Please review and advise.

RESPONSE:

Paragraph 3.5 shall be revised to:

3.5 Insulation removal. The Contractor shall remove all insulation on the ventilation ducts listed in Table
