About this file
This document is a Solicitation Questions and Responses (Q&A) for federal contract 70Z08426RDL950003, a food service contract for the U.S. Coast Guard Academy (USCGA) in New London, Connecticut. The solicitation is set aside for small businesses, with awards restricted to 8(a) concerns or Service-Disabled Veteran-Owned Small Businesses (SLAs). The incumbent contractor is operating under contract 70Z08421DAA151500. The proposal due date was extended to February 2, 2026, and submissions must be made through SAM.gov in Microsoft Excel format for pricing and PDF format for supporting documentation.
The contract requires comprehensive food service operations for approximately 1,088 cadets across multiple dining facilities: the Cadet Wardroom, Coast Guard Dining Facility (All Hands), Health Care Facility, and specialty venues. Service includes family-style meals (Monday-Friday breakfast and lunch), buffet meals (dinners and weekends), athletic training meals, formal banquets, and catering on and off campus at Stonington Lodge. The contractor must provide all labor, uniforms, table linens, smallwares, employee lockers, and minor equipment maintenance, with the government retaining ownership of major equipment and facilities. Meals are priced using multiple CLINs organized monthly, with the base year covering 11 months plus a one-month phase-in period, followed by four 12-month option years. Pricing is firm-fixed-price with no cost escalation provisions. The Project Manager must have collegiate food service experience, and the Assistant Project Manager requires five years managing comparable collegiate programs with two years as an APM. A Collective Bargaining Agreement with UNITE HERE Local 217 applies, expiring March 31, 2026. The contractor must maintain vehicles (one box truck and one van), supply a POS system at Chase Hall, and comply with weekly Coast Guard health services inspections. The government will not disclose incumbent employee information, current CLIN rates, specific headcount breakdowns by meal type, or detailed daily meal-by-meal data for pricing purposes.
