About this file

This is a Questions and Answers document for RFQ 70Z08126QELIZ0020 issued as of August 26, 2026. The document does not contain information on response dates, award dates, pricing terms, or set asides, as it consists solely of clarifications to an existing solicitation.

Key technical clarifications include: the project is tax exempt; electric heat for Building 97's 2.5-ton unit shall be 5 KW (not 15 KW as originally specified); the period of performance is 40 workdays equating to 56 calendar days, with the exact timeline calculated from the anticipated Notice to Proceed at award; and contractor-performed airflow measurement and balancing is acceptable without requiring a certified testing-and-balancing report. For Building 7, the maximum occupant load is 230 people, and the need for an economizer or dedicated outside-air connection is currently unknown. For Building 97, the existing roof curb is structurally adequate for a new condenser with similar dimensions; however, the contractor is responsible for providing additional roof curbing if the new equipment's footprint is larger than the existing condenser. Curb adapters are permitted, but equipment support rails are not allowed. The contractor shall provide a one-year warranty covering both parts and labor, with manufacturer warranties extending beyond one year to be transferred to the Government. Contractors may submit proposed delivery schedules with quotations if manufacturer lead times prevent completion within 40 workdays, and the period of performance may be adjusted at award to reflect documented supply chain realities. Contact information is provided for the onsite Siemens representative at USCG Base Elizabeth City: John D. Hamilton, Siemens Industry, Inc., Norfolk, VA 23513, Tel: 757-490-6026.

RFQ 70Z08126QELIZ0020

Questions and Answers as of August 26, 2026

1. Is the project tax exempt?

Answer: Yes.

2. The SOW specifies 15 KW of electric heat on the 2.5-ton unit at Building 97. That's oversized for a 2.5-ton air handler and looks like a copy-paste from the Building 7 spec.

Please confirm.

Answer: Yes. 15 KW is oversized for the 2.5-ton unit. The electric heat shall be five (5) KW for Building 97.

3. SF 1442 states the project must begin in 14 calendar days and be completed in 56 calendar days (mandatory). The SOW states mobilization in 10 workdays and completion in 40 workdays. Please confirm which is correct.

Answer: The SF-1442 requires use of calendar days, which was approximated based on a 5-day workweek. Forty (40) workdays equates to 8.0 weeks. Eight (8) weeks x 7 calendar days equals 56 calendar days. The exact period of performance will be calculated based on 40 workdays from the anticipated NTP at the time of award.

4. If Siemens controls work must be included, please provide the Siemens contractor’s contact information and identify the required communication protocol and control points.

Answer: The required communication protocol and control points are unknown. The on-site Siemens representative for USCG Base Elizabeth City is the following:

John D. Hamilton

Siemens Industry, Inc.

5301 Robin Hood Road

Norfolk, VA 23513

Tel: 757-490-6026

Fax: 757-490-6027

Cell: 540-520-6575

5. For Building 7, is an economizer or dedicated outside-air connection required to meet ASHRAE 62.1 and 90.1? If so, please provide the required outside-air CFM and sequence of operation. Alternatively, what is the occupancy of the space?

Answer: The need for an economizer or dedicated outside air connection is currently unknown. The maximum occupant load is not to exceed 230 people at any time.

6. Is a certified testing-and-balancing report required, or is contractor-performed airflow measurement and balancing acceptable?

Answer: Contractor-performed airflow measurement and balancing is acceptable.

7. For Building 97, is the existing roof curb structurally adequate for the new condenser, and may the contractor use a curb adapter or equipment support rails if required?

Answer: The existing roof curb is structurally adequate for a new outdoor condenser provided the dimensions are similar to the existing outdoor condenser. However, the Contractor is responsible for providing additional roof curbing if the footprint (dimensions) of the new equipment is larger than the existing outdoor condenser. The Contractor may use a curb adapter, but equipment support rails will not be allowed.

8. Will the Government provide any existing roof information or warranty requirements applicable to penetrations, flashing, or curb modifications?

Answer: There are no known existing roof information or warranty requirements.

9. Please confirm whether the required one-year warranty includes both parts and labor and whether manufacturer warranties extending beyond one year must be transferred to the Government.

Answer: The Contractor shall provide a one-year warranty including both parts and labor.

Manufacturer warranties extending beyond one year must be transferred to the Government.

10. If manufacturer lead times prevent completion within 40 workdays after notice to proceed, may the contractor submit a proposed delivery schedule with its quotation without being considered technically unacceptable?

Answer: Yes, the period of performance assumes that equipment is readily available without extended lead times. The period of performance may be adjusted at time of award to reflect existing, properly documented supply chain realities. If long lead times are experienced after award, then a modified delivery date will be agreed to in accordance with SOW 10.a.viii.
