About this file

This document is a General Requirements specification for the overhaul and repair of U.S. Coast Guard (USCG) Controllable Pitch Propeller (CPP) blades and monobloc propellers at commercial contractor facilities. The specification establishes mandatory procedures for inspections, repairs, overhauls, packaging, and shipping of propeller components. Contractors must provide all labor and materials, conduct Visual Preservation Inspections (VPI) and Visual Technical Inspections (VTI) upon receipt of Government-Furnished Property, and submit an Open, Inspect, and Report (OIR) within ten business days detailing findings, estimated repair costs, and recommendations. Components must be cleaned thoroughly before inspection and measured using electronic, computer-aided equipment such as three-dimensional coordinate measuring machines (CMM), with measurement accuracy of minimum 0.001 inches. All welding and brazing work must comply with SFLC Standard Specification 0740, and welders must maintain current certifications. Components must achieve "A" condition, defined as meeting all contractual requirements and functioning identically to new items, though appearance may differ.

The specification requires contractors to maintain quality assurance systems compliant with ANSI/ASQC Q9001, conduct calibration programs per ISO/IEC 17025 traceable to NIST, and employ NAVSEA-qualified propeller inspectors. All components require 100 percent Coast Guard Quality Assurance verification inspection at the contractor's facility prior to shipment. Final inspection reports must be submitted for approval before scheduling Coast Guard QA inspections. Contractors must notify the Contracting Officer at least ten calendar days before readiness for QA inspections. Preservation and packaging must follow MIL-DTL-2845E standards, including cleaning, application of preservation tape per SAE AMS-T-22085, strippable compound preservative, galvanized sheet metal edge protectors, and plastic flange plugs in bore openings and bolt holes. New reusable shipping containers must meet phytosanitary wood packing material requirements per DOD 4140.01-M-1, using heat-treated lumber certified by the American Lumber Standard Committee. Each packaged component must be marked with NSN, item name, part number, serial number, contract number, shipping weight, condition code "A," and "U.S. Coast Guard SFLC MATERIAL," with bar coding per MIL-STD-129R. All completed propellers must be shipped to USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226, with seven days advance notice to the Contracting Officer and Contracting Officer's Representative.

1. SCOPE

1.1 Intent. These General Requirements apply for conducting USCG CPP blade and monobloc propeller inspections, repairs and overhauls, including packaging and shipping preparations, performed at commercial contractor facilities. All components serviced via this specification and contract must adhere to these general requirements except as modified by the applicable, individual work items.

1.2 Requirements precedence. Where conflict exists between these General Requirements and the specific, individual work item requirements in the overall specification, the individual work item requirements take precedence.

1.3 Terminology. The term “component” used within these General Requirements will occasionally be used in lieu of “propeller(s)” and/or “blade(s)”. Where the term “blade(s)” is used, it is in reference to CPP blades unless otherwise defined, i.e., “propeller blades” for monobloc propellers.
