About this file

This is a Statement of Work (SOW) defining requirements for the overhaul and repair of U.S. Coast Guard 65-foot Light Harbor Tug right-hand propellers to A-condition (serviceable status). The work item covers a single propeller type (NSN: 2010-01-482-6135, P/N: 4B56Dx46P-RH) that will be government-furnished property issued by the USCG Surface Forces Logistics Center (SFLC) in Baltimore, Maryland.

The contractor must perform comprehensive inspections, repairs, and overhaul per ISO 484/2 Class II standards and Coast Guard Drawing 65B-WYT-4400-3. Key inspection requirements include arrival inspection, visual preservation inspection, geometrical and dimensional measurements (blade radius, pitch, thickness, track, and fairness), surface finish surveys, and nondestructive dye penetrant testing. Surface finish specifications require 63 micro inches or better on blade surfaces from 0.2 radius to tip, and 125 micro inches or better on fillets and hubs. Authorized repairs must follow ISO 484/2 Class II tolerances, with critical restrictions on welding between the 0.2 and 0.25 radii requiring prior Contracting Officer (KO) approval. The contractor must perform single-plane balancing per MIL-STD-167-1A with residual imbalance calculated using the formula U = 4000W/N². Final work includes stamping propellers with repair facility name, completion date, serial number, material type, and weight. All inspections and measurements must be documented in an Open and Inspect Report and Final Inspection Report. Photography is required throughout the process, and Coast Guard SFLC Quality Assurance inspection must be scheduled with 10-calendar day advance notice prior to preservation and packaging.
