About this file
This is an Amendment of Solicitation/Modification of Contract issued by the U.S. Coast Guard Surface Forces Logistics Center on February 3, 2026. The amendment addresses vendor questions regarding solicitation 70Z08026R21602B00, dated January 23, 2026, for Controllable Pitch Propeller Blade Set and Monoblock Propeller Overhauls. The amendment clarifies technical certification and compliance requirements for prospective contractors.
The key clarification concerns American Bureau of Shipping (ABS) Rules referenced in the solicitation as technical standards for inspection and acceptance criteria. The government confirmed that ABS certification of the contractor's facility is NOT required as a condition of responsiveness or award. However, contractors must employ a NAVSEA-certified employee to perform visual inspections (Visual Preservation Inspection and Visual Technical Inspection). Contractors may voluntarily provide ABS certification as additional documentation in accordance with technical evaluation criteria, but this is optional. The amendment indicates that compliance with referenced ABS technical criteria, subject to U.S. Coast Guard SFLC Quality Assurance inspection and acceptance, is sufficient for contract performance. Contracting Officer Kaity George issued this amendment, and the hour and date specified for receipt of offers is extended to allow vendors to acknowledge receipt of this amendment prior to submission.
