About this file

This is a Coast Guard Vessel Coatings Specifications (VCS v1.0) document that serves as a technical reference guide for coating systems authorized for use on U.S. Coast Guard vessels. The document provides comprehensive specifications for coating applications across multiple vessel types and operational environments, organized by coating system classifications and pre-approved product brands.

The VCS establishes standardized coating systems categorized into eight primary types: Exterior Grade Systems (polysiloxane, silicone alkyd, inorganic zinc, roll-on weather deck, and non-skid options), Submersion Grade Systems (ice breaker, copper ablative, non-copper ablative, foul-release, and high turbulent coatings), Tank and Void Interior Grade Systems (general tank/void, grey water/sewage, fuel/oil, ballast, and potable water), Interior Bulkhead and Overhead Systems, Interior Deck Systems (painted, poured, ceramic tile, fire-retardant, rubber tile, and electrical insulating), Bilge Systems, and Special Surface Systems (exterior/interior wood, heat-resisting, insulating, and metal repair coatings). Each coating system is assigned a specific CoatingSysName (e.g., PolySLXN2b, CA1) that maps to detailed specifications including the number of coats required, individual coat specifications that reference NAVSEA standards or Coast Guard-specific standards, and pre-approved brand products from manufacturers such as International, PPG, Sherwin-Williams, and Hempel. The document includes critical technical requirements and application guidance, such as mist coat procedures, stripe coat standards, substrate preparation specifications, and environmental conditions required for proper curing. The specifications reference applicable standards including MIL-PRF standards, ASTM International tests, federal specifications, and specialized technical standards from organizations such as the Tile Council of North America and the Society for Protective Coatings. This document directly supports the USCGC OLIVER BERRY Dry Dock FY27 maintenance and repair contract scheduled for performance from December 8, 2026, through April 6, 2027.

Coating
A layer of material applied to a surface to form a protective, decorative/cosmetic, or functional solid film after drying (or liquid film in some cases).
Coating System
One or more coats of one or more specified coatings.
CoatingSysName
This is the “coating system name” used to identify/designate a particular coating system in an SOW or PAINT SCHEDULE DWG.

The CoatingSysName is defined in Section 2 AUTHORIZED COATING SYSTEMS, and maps to one or more CoatingSpecName(s). The CoatingSysName describes the number of coats required to complete the system and which CoatingSpecName(s) are authorized for use.

CoatingSpecName
This is the “coating specification name” used to identify/designate a particular coating specification herein.

Each CoatingSpecName is defined in Section 3. COATINGS SPECIFICATIONS AND PRE-APPROVED PRODUCTS. A CoatingSpecName will map a coating specification to one or more pre-approved coating brand names that meet the specification that maps to the CoatingSpecName.

FRP, FRE
These are Fiber Reinforced Plastic, Fiber Reinforced Epoxy, and Fiber Reinforced Polyester; “fiberglass” hulls/components/surfaces.
SEA CHEST
A recess in the hull used to couple cooling water suction lines to sea water via flanges and pipe weldments.
MIST COAT
A mist coat is 1.0-2.0 mils (wet film thickness) of paint applied to promote adhesion or compatibility between unlike materials for spray applications only. Its a low viscosity, thin film, epoxy coating generally applied to an inorganic or organic zinc primer that penetrates the porous zinc primer and allows the occluded air to escape through the paint film prior to curing.

PRESERVATION PLAN

STRIPE COAT
A hand-brushed, rolled, or sprayed coat of paint that is specified for a coating system, that ensures the specified coating thickness encompasses all edges, as well as at least one-inch border outside each edge, and is neat in appearance. Minimize excess thickness, as well as streaks and drops of paint. The STRIPE COAT color must contrast with the primer coat (or other coat) beneath.

All corners/edges, weld joints, etc. of a surface must be STRIPE COATed.

For multi-coat systems with inorganic zinc as the primer coat, apply the STRIPE COAT following the mist coat application, using the same coating used for the mist coat applied to the top of the zinc primer coat.

At a minimum, and in general, a STRIPE COAT must be applied after the primer coat (or the first appropriate coat), but subsequent STRIPE COATs may be applied to achieve proper, uniform coating thickness across all surfaces.

TIE COAT
Similar to a MIST/TACKY COAT, except the specific tie coating material is formulated by manufacturers soley for the use in a particular coating system design. Often used in underwater hull coatings between the last AC coat and the first AF coat, or to otherwise address a chemical or other incompatibility between two coats. Sometimes called a “TACK COAT”.

PRESERVATION PLAN INSTRUCTIONS

1. Get the “CoatingSysName” (e.g. PolySLXN2b, and “Color Scheme” from the SOW for the specified surface.

2. Find the corresponding CoatingSysName from the “CoatingSysName” column (second column).

The corresponding row will completely describe each coat in the coating system (# of coats, specification for each required coat, pre-approved brands for each coat, miscellaneous notes and requirements, etc..

3. Get a pre-approved brands list for each coat from the “Brands” column on the right side of that row.

Pre-approved brands may be listed in a hyperlinked NAVSEA QPL (click on that), a “CG PRE-APPROVED” list of pre-approved brands, or a combination of both.

HOW TO USE THE NAVSEA QPL

Find the specified SPEC (Type/Class/Grade/etc) in the CoatingSysName row.

Click the link to the corresponding NAVSEA QPL.

The corresponding webpage will launch with links to each (Type/Class/Grade/etc)

Click the webpage link that corresponds to the (Type/Class/Grade/etc) specified for that coat in VCS. The pre-appoved list of coating brands will appear.

HOW TO USE THE CG PRE-APPROVED & PROHIBITED BRAND LISTS

Coast Guard Pre-Approved brands may be listed. These may add to, or delete, from NAVSEA QPL lists (i.e. take precident above NAVSEA lists). In this case below, even though Interfine 979 appears on the NAVSEA QPL it is not approved for use in this coating system. Interfine 2700 does not appear on the NAVSEA QPL but is pre-approved for use in this coating system.

4. Develop a coating system that meets the specification, using pre-approved coatings if practicable; record in the Preservation Plan.

Each coating system must be obtained from a single manufacturer to ensure the individual components are compatible and to maximize performance (unless otherwise specified in the SOW or referenced Paint Schedule DWG).

Log the coating system brand (and all other) information into the preservation plan form provided. A different contractor-created form may be used as long as all fields are included/completed. In addition, provide all source documents (e.g. F-718s, product data sheets, etc.) with the preservation plan.

5. Coatings must be applied in accordance with the coating’s manufacturer’s instructions (e.g., commercial product data sheets, F-718 product data sheets if available, etc.) unless otherwise specified herein or in the work item.

NOTES: Refer to “Application Guidelines, Underwater Hull Foul Release”, available from International, when preparing a PRESERVATION PLAN for this system.

Foul-Release Coating System SPECIFICATION - A nontoxic coating for boat hulls that resists attachment of fouling. The coating has a low-energy surface, and its primary mechanism for releasing fouling does not rely on dissolving, polishing, eroding, or reducing in thickness. An equivalent coating to the products specifiedherein must meet the following criteria:

1. The coating, applied and cured as directed by the manufacturer, must be allowed to foul for 30 days in subtropical waters. When exposed to flowing seawater at 18 knots for 30 minutes, the coating must release at least 80% of the settled fouling. The area covered by residual fouling must be measured and recorded. This cycle must be repeated six times. At the conclusion of each cleaning, the area covered by residual fouling must not be greater than at aFny previous cleaning.

2. Have received EPA concurrence that registration is not required.

3. Easily cleaned by low pressure washing (<1000 psi) or by light wiping with sponges or soft cloth.

1. Dimetcote 9H

Used to coat the underside and edges of portable deckplates.

The unpainted top of the portable deck plate should be coated with lube oil weekly, wiping off the excess.

INORGANIC ZINC SPECIFICATION - A self-curing, solvent-based inorganic zinc-rich primer for use on properly prepared steel surfaces. This high-solids, VOC-compliant, inorganic zinc-rich primer protects steel galvanically and halts sub-film corrosion. When damaged, it continues to protect the underlying steel by cathodic protection. It will withstand severe weather conditions and aggressive exposures. This primer may be top-coated or used without topcoat, for instance, on buoy decks. An equivalent coating to the products specified herein must meet the following criteria:

1. Although optimal relative humidity may be higher, the coating must be able to cure at a relative humidity down to 50%.

2. Other salient characteristics:

a) Color: Gray (Green-Gray is acceptable)

b) Metallic zinc content: 80% minimum by weight in dry film

c) Adhesion (ASTM D4541): 1000 psi min

d) Flexibility: No cracks when bent 180º over a 1-inch mandrel

e) Impact resistance (ASTM D2794): 60 inch-pounds min.

Vinyl Composition Tile (ASTM F1066)

or Vinyl Tile (ASTM F1700) Any mfg’s product with evidence of meeting the specification.

FIRE RESISTANCE - Tile must meet fire performance requirements in MIL-STD 1623.

EDGE SEALER - Use a silicone sealer (MIL-A-46106, Type I) or polysulfide sealant (SAE-AMS-S-8802, Type 2, Class B), to waterproof all seams against bulkheads, stationary furniture, pipes, and other deck fittings. Where weld lines (beads) prevent deck covering from butting tightly against structure, use a suitable caulking compound in place of tile adhesive; paint the caulking to blend with the deck covering or bulkhead (after the caulking compound has skinned over).

SOLID EDGING STRIP- Where an exposed edge fails to butt up against a fitting or bulkhead, install a 1-inch x 0.08-inch stainless steel or brass strip, or a vinyl bevel-edged strip, screwed or cemented to the deck to protect the edge.

PROPER DECK ADHESION - Immediately after the deck covering has been cemented to the deck, a 150-pound sectional roller must be rolled over the deck covering (or eq.) to facilitate proper adhesion.
