About this file
This is a Request for Clarification (RFC) document addressing temporary services and berthing requirements for the USCGC Oliver Berry dry dock maintenance contract (Solicitation 70Z08026QPBPL0041), scheduled for December 8, 2026 through April 6, 2027.
The clarifications primarily address the scope and location of temporary berthing services required during the dry dock period. The government confirmed that no temporary services or berthing are required within vessel compartments, as crew will not occupy or work aboard the vessel during dry dock. However, contractors must provide themselves all services necessary to complete maintenance work. For external temporary duty section berthing, the government requires temporary berthing units exterior to the vessel for two people, spanning from crew departure before entering dry dock until crew can re-occupy the vessel after completion. The clarification explicitly states that temporary hotel services are limited to external berthing units only, with no additional hotel services required at contractor facilities beyond the specified two-person berthing duration tied to the maintenance work schedule.

| Q # | Work Item No. | Document Number/Title | Paragraph | Question | Customer Response |
| 1 | General Requirements | 2.1.1 | Per General requirements temp berthing (Spec 863D) will only be required when spaces in table are impacted. No spaces are scheduled for work does general requirement supersede the Spec D-0017 requirement for crew berthing and 863D under paragraph 2.3.2.1 | GEN REQs work item - This refers to temp/hotel services requested for "vessel compartments" on the ship impacted by contracted work. Because we will not be working or living on the vessel while in DD, we require "No temp/hotel services Work" on the vessel after the crew departs the vessel. However the Contractor must provide to himself all services the Contractor will need to complete all the mainteance work items. Work Item 17 - This refers to temporary office, duty section berthing, etc. exterior to the vessel (e.g. office space trailer/room for PE, camper berthing for duty section, etc.), we do require those items as described. | |
| 2 | D-0017 | Temporary Services | 2.3.2.1 | Per General requirements temp. berthing (Spec 863D) will only be required when spaces in table are impacted. No spaces are scheduled for work does general requirement supersede the Spec D-0017 requirement for crew berthing and 863D under paragraph 2.3.2.1 | "No Work" means we do not require the Cotractor to provide "us" any services to any of the compartments listed, for anything we are doing adjacent to, or in conjunction with, the contracted jobs (i.e. because we wont be using the spaces for anything during the DD, so we don't need HVAC, sewage/grey/potable water, etc. wont be living/working onboard), however anything the Contractor needs to complete the maintenance work he must provide for himself. D-0017 is talking about berthing exterior to the vessel "TEMPORARY EXTERNAL DUTY SECTION BERTHING (863d), watch-standers will not be berthed onboard the vessel." |
| 3 | D-0017 | Temporary Services | 2.2 | Para. 2.2 calls for temp. hotel services. Does the spec intend provide services other than temporary berthing units at the contractors facility? If so can you please provide an approximate amount of days and people for the contract period? | "Does the spec intend provide services other than temporary berthing units at the contractors facility?" - we just need the external temp berthing units, nothing on the vessel. "If so can you please provide an approximate amount of days and people for the contract period?" - the work item specifies berthing for 2 people, we will need it from the crew leaves the vessel for hotel berthing before going into DD until the day the crew can re-occupy the vessel after comping out of DD. |
