About this file

This is a Request for Quotations (RFQ) for dockside repairs of the USCGC SPENCER, a U.S. Coast Guard vessel homeported in Portsmouth, Virginia. The solicitation number is 70Z080-26-Q-MECP0018, issued by Commander, USCG Surface Forces Logistics Center (SFLC) in Norfolk, Virginia. The offer due date is April 14, 2026, at 4:00 PM local time. This is an unrestricted acquisition for commercial products and services with a firm fixed-price contract type. The contract period of performance runs from August 31, 2026, to October 25, 2026. Quoters must submit a cover letter, technical capability submission (15 pages maximum), technical experience narrative (5 pages maximum), past performance submission (3 pages maximum), and a completed price schedule. Quotations must remain firm for 90 calendar days from the receipt date. The Government will evaluate offers based on technical capability, experience, past performance, and price, with technical factors being significantly more important than price. Site surveys are required and must be scheduled no later than April 3, 2026, with the point of contact being LTJG Joseph Yi at 301-502-5936 or joseph.j.yi@uscg.mil.

Technical requirements include submittal of a legible planning document showing data, graphical representations, overall performance dates, start and stop dates for each Contract Line Item Number (CLIN) and sub-tasks, and projected delivery dates for Critical Inspection Reports. Quoters must demonstrate quality management system certification or provide a narrative on quality assurance approaches. Additional technical submissions required include temporary services descriptions, preservation and coating plans with SSPC-QP1 certified personnel, subcontract management plans, system flushing and cleaning methodologies for chill water systems, sewage systems, grey water systems, and potable water pneumatic tanks, heat exchanger cleaning and testing plans for fin stabilizers and coolers, welding documentation per SFLC Standard Specification 0740, and technical experience addressing DOD/USCG vessel repairs including structural repairs, electrical/electronic system testing, preservation of critically coated surfaces, system/tank cleaning and flushing, drydocking, watertight closure renewals, and qualified technical representatives per the specification. The price schedule must be completed using Attachment 1 with no alterations to Government-assigned Contract Line Item Numbers. The Government reserves the right to reject quotes if CLIN prices are significantly unbalanced or if quotes fail to meet technical requirements, and may award without further negotiations to the lowest-priced qualified quoter.
