About this file
This document is an Amendment 1 Questions and Answers (Q&A) for federal contract 70Z08026QMECP0018 related to Coast Guard cutter repair services. The Q&A addresses contractor responsibilities and site conditions for performing flight deck repairs on US Coast Guard WMEC-270 "B-Class" cutters at CG Base Portsmouth.
Key contractor responsibilities include providing crane rigging support, shore power, air, and lighting for the duration of repairs. The contractor must develop and submit an equipment/storage/office plan for approval by CG Base Portsmouth prior to work commencement, as pier-side space is limited. The contractor is responsible for all tank content removal and disposal in compliance with federal, state, and local regulations; for bidding purposes, all tanks should be calculated at 95% capacity unless otherwise specified in the work instructions. The contractor must obtain shore power and temporary services equipment independently and submit proposals for temporary access openings (TAO) per SFLC Standard Specification 8636. Regarding material specifications, HY-130 steel plating is no longer commercially available; Strenx 900 steel plating has been approved as a replacement and must be welded using the same procedures and welder qualifications outlined in NAVSEA TP 1688 as applicable for HY-130 welding. The government will provide limited pier-side space for each cutter and an area on-site for weekly progress meetings but will not provide office space for daily contractor operations, crane rigging support, or utilities.
