About this file
This is a Questions and Answers document (Amendment 3) for federal contract 70Z08026QMECP00180003, addressing clarifications on welding procedures, technical experience requirements, and option item determination timelines.
The document addresses four key inquiries from potential contractors. Regarding welding documentation, the Coast Guard accepts NAVSEA-issued Welding Procedure Approval letters as an alternative to complete procedures, provided qualifications are documented; however, submissions including supporting Procedure Qualification Records (PQRs), Welder Qualification Records (WQRs), and continuity logs will receive higher confidence ratings. Technical Experience Narrative requirement 1f, which previously required demonstration of drydocking experience within three years, has been removed via updated Provision 52.212-1, as the work involves dockside availability without drydocking. Option Items WI-1 and WI-4 will be determined at the start of the Period of Performance, while Option Items WI-8 and WI-9 will be determined following Tank, Clean and Inspect operations and submission of Condition Finding Reports for Definite Work Items WI-5 and WI-6. The contracting officer confirmed that the award date will occur sufficiently in advance of the availability start date, permitting the Key Task Requiring (KTR) contractor adequate time for administrative preparation prior to production commencement.

AMENDMENT 3 Q&A
QUESTION 1: May we submit the Welding Procedure Approval letters as issued by NAVSEA in lieu of submitting the entire procedure for USCG review?
ANSWER: Coast Guard does accept other authorities as long as qualifications to qualify a WPS are provided, although still prefers to have the actual WPS (which will be needed either way on site, technically, to complete a weld).
Submissions will be reviewed based on what is provided. A company that submits partial WPSs or letters, and no PQRs, WQR/Certs, or continuity logs will have a lower confidence than a company that submits the same WPSs, but includes supporting PQRs, WQRs, etc..
In short, NAVSEA letters that detail weld information are better than nothing, if signed appropriately and the signatory qualifications are noted/provided. If they are able to provide supporting PQRs and qualifications, and continuity logs, the confidence level will increase.
QUESTION 2: Technical Experience Narrative number 1f requires describing corporate experience within the last three years, experience in drydocking. Since this is a dockside availability with no drydocking required, would the government consider removing this requirement?
ANSWER: Yes. Provision 52.212-1 has been updated.
QUESTION 3: At what percentage of work complete will the KTR be made aware that Option Items will or won’t be invoked?
ANSWER: Optional WI-1 and 4 will be determined at start of PoP. Optional WI-8 and 9 will be determined after Tank, Clean and Inspect and CFR reports are submitted for Definite WI-5 and 6.
QUESTION 4: Can the KTR presume Award date will be well enough in advance to Availability start date to execute administrative tasks prior to production start:
ANSWER: Yes.
