About this file
This is an Amendment 2 Questions and Answers document for federal contract 70Z08026QMECP00180002 addressing clarifications on vessel maintenance and repair work items.
The document resolves six key inquiries regarding contract execution. Question 1 clarifies that when grey water and sewage systems are disrupted, the contractor must provide sanitary facilities within a five-minute walking distance from the vessel, including shower stalls with privacy screens, sinks with hot and cold water, GFI electrical receptacles per NFPA 70, toilets with doors or privacy dividers, and lockable lockers. Question 2 directs contractors to reference drawings called out in Work Item 14 regarding fuel tanks below the auxiliary machine room deck that may impact deck plating replacement. Question 3 establishes normal working hours as 0800-1600, with flexibility for alternate schedules to be negotiated at the post-award arrival conference. Question 4 confirms that overtime is not authorized; additional hours or work outside the original firm fixed-rate bid requires a Change/Contract Modification Request (CFR) and Contracting Officer approval. Question 5 indicates that while Dbids access may be acceptable, US Coast Guard Base Portsmouth requires vendor-specific forms to be completed prior to contract start; these forms will be provided post-award. Question 6 confirms the intent to flush and clean the complete sewage piping system throughout the ship using Coast Guard Drawings 905 WMEC 593-004, 593-005, 593-006, and 593-007 as guidance, while coordinating with related optional work items to avoid duplication.
