2 6/23/2025 TOA We do not see any technical submission required for the proposal. Please confirm no technical submission is required for the proposal?
This is a PRICE ONLY solicitation. See page Task Order Announcement, pg. 23: Award will be made to the Contractor proposing the lowest total evaluated price. Award shall be made to the lowest price offer. The initial proposal must include the contractor’s best terms, since the award decision will be based solely on the lowest price.
3 6/23/2025 Price Proposal
Form
The Price Proposal Form, Bid Option 5, Item 001 is very general in its scope.
Please confirm the scope for Bid Option 5, Item 001 is just the scope detailed on RFP Drawing C-104?
The Price Proposal Form is not the authoritative document for requirements. Refer to RFP Specifications and Drawings.
4 6/23/2025 Price Proposal
Form
The Price Proposal Form, Bid Option 5, Item 001 is very general in its scope and includes "utilities". Please define what utilities are to be included in Bid Option 5, Item 001?
Refer to RFP 01800-1.1.2 and similar RFI responses.
5 6/23/2025 Solicitation Please confirm the award will be evaluated on the Total Price - Base Items + all Options Items (1 thru 6)?
See Task Order Announcement, pg. 23: The Government will evaluate offers for award purposes by adding the total price for all options to the total price of the basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s). The order will consist of the Base Item and may include any single Option Item or combination of Option Items deemed to be in the Government’s best interest.
6 6/23/2025 Solicitation Please confirm if SF30s are to be provided in the proposal to acknowledge Amendments or do we just complete the "Amendments Acknowledged" section at the end of the Price Proposal Form, or both?

7 6/23/2025 Drawing C-101
RFP Drawing C-101, Note 2 states if Option 6 is awarded to reconstruct Avery Road and redirect all construction traffic onto Avery Road. If Option 6 is awarded, is it the USCG intent to reconstruct Avery Road upon construction NTP and use Avery Road as the construction haul route? If so, can we still use USS Tennessee Road as well?
Concur. See Amendment. Amendment will provide correction to Drawing C-101, Note #2.
The Contractor will not be restricted to phase the repair of Avery Road 'for the purpose of redirecting all construction traffic away from the primary hau route.'
8 6/23/2025 Drawing C-102
RFP Drawing C-102 labels work as Option 5, but believe it should be Option 6.
Please confirm / revise?
See Amendment. Avery roadway work shown on C-102 is listed as 'Bid Option 5' is 'Bid Option 6'. Refer to Amended Drawing C-102.
9 6/23/2025 Drawing C-103
RFP Drawing C-103 identifies Drainage Improvements Known Problem Areas 1, 2, 3. We do not see where this scope is detailed or called out to be included in this scope and price. Please confirm this work is not part of this task order? If so, please provide scope details.
Confirmed. Data is provided for information purposes.
10 6/23/2025 Drawing C-103
In review of RFP Drawing (C-103) and utilizing the floor plans provided with the RFP Drawings, the base bid multiplex housing building with the designated 4 units will not fit in the area identified on C-103. Please provide direction or alternate location where the base bid multiplex housing building is to be located?
The requirement to construct the base bid on the site of the demolished housing Unit #428 (Ref Drawing C-102) remains. However, the Government's intent that the Contractor is to fully utilize the site was not clear. The existing Architectural drawings, Civil Site Plans along with the approximate limits of the laydown areas on Drawings C-102 and C-103 did not adequately convey this requirement.
The Contractor is expected to utilize the entire site, as Amended, to construct the four base units. Drawings C-102 and C-103 are included within this Amendment. The list of modifications include;
1. Shrinking the size of the Contractor laydown area.
2. Expanding the footprint for the base bid (Note, the building arrangement need not resemble the multiplex conceptual arrangement that was provided).
3. Adds a second Contractor laydown area, which makes up for the lost laydown area.
11 6/23/2025 Specification 01800-1.1
In review of Specification section 01800, 1.1.2.4 it is not a requirement for the contractor to perform work on the primary side of the transformers or to replace or relocate transformers. In review of the proposed locations of the multiplex family housing buildings for the base bid and options against the provided Attachment A, ICAM Utilities Survey and it appears the underground network for the medium voltage feeder will be close or in conflict with the proposed multiplex family housing building. Please confirm if the DOR determines after award during design the medium voltage feeder will be close or in conflict with the proposed multiplex family housing building, the Contractor is not responsible for the relocation of the medium voltage feeder in conflict and it will be handled as a scope change?
The DOR will make the determination after award during the design stage. Each instance will need to be looked at on a case-by-case basis.
12 6/23/2025 Specification 01800-1.4
Specification section 01800, 1.4.6 specifies that the "Contractor shall determine the most efficient and economical main building finish floor elevation based upon the closest 100-year floodplain elevation to the site established by FEMA, the International Building Code and ASCE 24-14." "The site is in Zone X, per FEMA map 3604970331F dated September 5, 2007 & 360497V000B (dated December 5, 2013). The proposed buildings shall be designed to an ASCE 24 Flood Design Class 2 (moderate risk)." No base flood elevations or depths are shown within this zone. FEMA map 3604970331F shows the closest 100-year floodplain elevation to the site as Zone AE (EL 11/ NGVD 29). Please clarify the base flood elevation to be used for the project site?
This shall be determined by the DOR. However, if flood elevation information is not provided for Zone X, the DOR can use the nearest floodplain elevation to that zone.
13 6/23/2025 Existing Utilities
Please confirm if the Contractor should include consumption costs for existing utilities (water, electric, natural gas) used during the construction of the project?
See Amendment and refer to RFP Specification 01110-1.12
14 6/23/2025 Specification 01800-1.9
Specification section 01800, 1.9.3 states there are no salvage requirements.
Please confirm who (contractor or Government) will be responsible for the removal and salvage of any appliances (ranges, washers/dryers, refrigerators, dishwashers, furnaces, water heaters) USCG wants to retain. If no appliances are being retained by USCG, please confirm the contractor is responsible for removal and disposal of all appliances.
Per RFP Specification 01800-1.9.3 there is no salvage. The Contractor is responsible for demolition of all existing appliances.
15 6/23/2025 Appendix F Appendix F for the Building Type - Duplex - 3 Bedroom and 4 Bedroom and Building Type - Townhouse - 3 Bedroom and 4 Bedroom as well as Drawings A- 102, A-103, and A-104 references frost proof hose bibbs. Specification section 01800, 1.11.3.5 references Freeze proof hose bibbs. Please confirm freeze proof and not frost proof are to be provided?
See Amendment. Freeze proof is the correct requirement. References to 'frost proof' have been eliminated via amendment. Updated Appendix F Individual Space Criteria Sheets included within this Amendment.
16 6/23/2025 Existing Utilities
Confirm the existing housing units HVAC and water heater units are natural gas?
Existing housing utilize natural gas for both furnaces and water heaters.
