About this file
This document is a Request for Proposal (RFP) for a design-build project to rebuild family housing at Fort Wadsworth, U.S. Coast Guard Sector in Staten Island, NY. The project involves demolishing existing apartment buildings, carports, and foundations, and constructing new multiplex housing units. The base bid includes demolishing one residential building and constructing a new multiplex with four units (one 3-bedroom, one 4-bedroom, and two ADA-accessible units), along with road resurfacing. The project has six optional bid items that include additional housing construction, demolition of other residential buildings, road work, and fencing installation.
The solicitation is exclusively available to contractors on the DHS/USCG National Multiple Award Construction Contract III - Pool One. The new housing units will be three-story townhouses and single-story ADA-accessible duplexes, designed to meet Energy Star Home Program requirements and various sustainability standards. The project includes comprehensive site development work such as utility connections, landscaping, street lighting, and infrastructure improvements. The total project will replace 154 existing housing units with 136 new units, with an emphasis on accessibility, energy efficiency, and modern residential design.

SUMMARY OF WORK
Part 1 GENERAL
1.1 OVERVIEW
1.1.1 Project Background
The project is located within the United States Coast Guard (USCG) Sector New York’s Staten Island, NY family housing area on historical Fort Wadsworth. Fort Wadsworth, along with several other NPS Staten Island sites (Miller Field, Great Kills Park, and Hoffman and Swinburne Islands), is part of the Gateway National Recreation Area that encompasses 26,000 acres of public recreational parks in Staten Island, NY. The NPS is responsible for the preservation and interpretation of Fort Wadsworth’s rich and long historical, natural, and cultural historical resources.
The current USCG Family Housing was constructed as U.S. Navy family housing by the U.S.
Navy circa 1988. In the 1988 the Base Realignment and Closure (BRAC) commission ordered the Navy base shut down and the Family Housing was subsequently transferred over to the USCG.
Under the terms of the transfer agreement, the USCG maintains real-property ownership of the housing site, with exclusion of the roads and utilities that are owned and maintained by the NPS.
Presently, the Fort Wadsworth family housing complex consists of 23 separate three story apartment buildings that total 154 family housing units: sixty-five 2-bedroom, thirty 3-bedroom, and fifty-nine 4-bedroom units. The number of apartment units varies per building. Over the years, various design and construction defects in the original construction resulted in various projects to upgrade, remodel, repair the buildings. These projects included interior apartment layout changes and life safety code and compliance upgrades. Additionally, several of the original buildings have since been demolished.
The Coast Guard has plans to phase the removal of the existing three story apartment buildings (154 family units) and to construct townhouse style multiple housing buildings in a multiplex unit format with a final total of 136 family units. This project constitutes Phase 1.
The project scope includes demolition of several apartment buildings, carports and their foundations, preparation and clearing of existing site for new construction, removal and installation of underground utilities, resurfacing and repair of roads and sidewalks, and new multiplex construction of with new street lighting, landscaping, fencing, and new entrance gates.
See Section 01800-1.1 Project Requirements and Description for detailed scope.
