The proposed project addresses the immediate and critical family housing needs documented in a recently completed August 2014 Housing Market Survey Analysis (HMSA) of the Eastport ME area. Additionally it should be noted that the Eastport ME area has continually been designated a Critical Housing Area (CHA) for over the past decade. CHA status is recognition that a geographic area has extremely limited community based housing, generally defined as less than a three percent (3%) vacancy rate. Rates at or below three percent (3%) indicate that CG members will experience extreme hardships in securing rental housing in the area. To address these deficiencies the construction of eight (6) 3-bedroom housing units and two (2) 4-bedroom housing units on newly acquired land within a one hour round trip commute of STA Eastport will be required. The HMSA suggests upwards of fifteen (15) family housing units are required per the Coast Guard Housing Manual, COMDTINST M11101.13 (series) Family Housing Requirements Analysis formula. However, based on input from the local command, and the Sector Field Office (SFO) Southwest Harbor housing Officer, the focus needs to be on CG members that require three and four bedroom homes, which are difficult to find. Based on historical need and guidance contained in the the Family Housing Analysis formula, a total of eight (8) three (3) and four (4) bedroom homes should address long term housing needs for this station considering the current unit PAL.
