Hydrogeological Services Report 363 Marshville Road
Harrington, Maine
Dear Ms. Peiser:
In accordance with our Subcontract Agreement signed January 19, 2017, S. W. Cole Engineering, Inc. (S.W.COLE) has provided environmental sampling and hydrogeological services for the preliminary evaluation of a parcel located at 363 Marshville Road in Harrington, Maine (Site Location Map, Sheet 1). The contents of this report are subject to the limitations set forth in Appendix A.
1.0 INTRODUCTION
We understand that the services provided, as described below, will be used for the evaluation of this property for a proposed Housing Project for the U.S. Coast Guard (USCG) Station in Jonesport, Maine. Our scope of services were initially described in the USCG Solicitation No. HSCGG1-17-R-PIP003, Project No. 4490913, Section 3.2, as modified by attachments to our Subcontract Agreement and our February 8, 2017 Work Plan (submitted previously). We understand that the purpose of this work is to provide sufficient information to allow the USCG to evaluate the suitability of the Site for the potential development of 14 to 16 housing units as either duplex units or single family units.
2.0 SCOPE OF SERVICES
S.W.COLE performed the following tasks to evaluate quantity and quality of the potential water resources at the Site.
• Reviewed documentation on existing Site conditions, current construction, potential buildable areas, topography, geology and existing wells.
• Completed and maintained on Site a Site Specific Health and Safety Plan for Drilling (Submitted Previously).
• Performed a Site visit with a Maine licensed water well driller to select/mark locations for a domestic water supply test well as shown on Sheet 2.
• Contacted Dig-Safe to confirm clearance for the Site.
• Observed the drilling, air lift pumping test and disinfection treatment of the well by
Lawrence S. Lord & Sons, Inc. (Lord) of Alexander, Maine.
• Developed the test well using a submersible pump, recording drawdown prior to sampling and recovery subsequent to sampling.
• Collected water quality testing samples from a new “test” well and existing residential supply well, noting field parameters prior to submitting samples to a Maine Certified Lab (Alpha Analytical) for “New Well” parameters, in accordance with chain-of-custody protocols.
• Reviewed the well development data to evaluate water quantity.
• Reviewed the water quality data in comparison to Maine Drinking Water Standards.
• Prepared this report of the water quantity and quality data, with comments on well placement and setback requirements, and a summary of environmental findings based on the previous and current utilization of the Site.
3.0 SITE SETTING AND PUBLISHED INFORMATION
The Marshville Road parcel consists of 34 acres, located west of Marshville Road (Sheet 2). The property development is currently limited to an unoccupied older house (stone foundation) with attached buildings and a barn, as well as several adjacent garden areas. The area to the west of the barn is generally wooded. West of the barn the surface topography generally slopes downward to the west from a maximum elevation of just over 90 feet, to a break in slope at an elevation of 40 feet (approximately 800 feet west of the road) to sea level (tidal Harrington River) at the western boundary. The existing household was served by a bedrock well on the road side of the house. The wastewater disposal system is located on the west side of the house.
The surficial geology is mapped as clay and silt (Borns, 1982), however a sand and gravel aquifer was interpreted (Locke, 2000) as being present on the western extent of the property. Osberg (1985) mapped the bedrock geology as metamorphic conglomerate.
4.0 GROUNDWATER TESTING
The water supply test well (MARSH-WELL-1) at Marshville Road (Sheet 2) was drilled by Lord on February 22, 2017. Collared at an elevation of about 48.5 feet, weathered bedrock was encountered at a depth of 35 feet. Eighty feet of surface casing was installed to a depth of 78.4 feet below ground surface (bgs), approximately 15 feet into competent bedrock. The bedrock mapped as a meta-conglomerate, potentially overlying a gabbro.
Observations of samples collected during drilling are interpreted as a quartz-feldspar-hornblende (trace biotite mica) granite. The pink/orange granite overlies, and transitions into a black gabbro, which transitions at depth into a quartz diorite. Air lift testing1 estimated the well yield at approximately 10 gpm. The well was chlorinated in preparation for subsequent purging and sampling. The boring log with well construction details and photographs of the well are included in Appendix B.
On February 28, 2017, we performed a 4 hour pumping test/well purging of MARSH- WELL-1, and a 3.5 hour pumping test on MARSH-RES-1 (installed by Lord in 2000).
Depth to water and flow measurements were collected to evaluate the groundwater quantity characteristics, as were recovery measurements following the collection of a water quality sample for characterization. The well installation details and pumping test data are summarized in Table 1.
Due to snowfall prior to drilling, David Weaver was contracted to plow snow to allow access to the drilling location. Subsequent melting required that Weaver provide assistance to move the drilling equipment, and to provide landscaping on completion of the field work, when field conditions allow.
1 Air lift well testing measures the amount of water that can be evacuated from a well using the air compressor on the drilling rig and a weir constructed around the well. This testing is performed during the drilling process and is the driller’s method to estimate recovery/yield. This is generally a short term test (less than 30 minutes), while a pumping test measures the water levels and pumping rates over an extended period to establish a stable draw-down and to calculate the hydraulic properties of the well.

On February 28, 2017, the Marshville Road wells were sampled for “New Well” parameters2. Field parameters for pH, specific conductance, turbidity, dissolved oxygen and temperature were recorded immediately prior to sampling. Samples were transported to Alpha Analytical in Brewer, Maine using chain of custody protocols. Alpha Analytical transported the samples to their laboratory facilities to meet holding times.
Field data sheets for the sampling are included as Appendix C.
5.0 RESULTS
As noted above, depth to water versus time measurements were made while the wells were being purged. These measurements were used to prepare draw-down curves (Appendix D) and to calculate aquifer parameters transmissivity (T) and hydraulic
2 “New Well” parameters as defined by the Maine Department of Health and Human Services (DHHS) include: coliform, e-coli, color, turbidity, fluoride, chloride, Nitrate-Nitrogen, hardness, pH, uranium, and metals (As, Cu, Fe, Pb, Mn, and Na).
conductivity (K). These calculations were based on the aquifer thickness being approximately equal to the saturated thickness in the well. As the measured depth to water was above the depth to bedrock, the aquifer was modelled as a leaky-confined, partially penetrating aquifer using AQTESOLV groundwater modelling software (Appendix D). The drilled depth for MARSH-WELL-1 was adjusted due to relatively low ground elevation (less than 50 feet), the proximity to tidal waterways, and to maximize groundwater yield.

Prior to the pumping test, the static water level in MARSH-WELL-1 was measured to be at an estimated elevation of approximately 28.9 feet. At a pumping rate of about 7 gpm, the draw-down appeared to stabilize after about 4 hours of pumping with a total draw-down of almost 38 feet (i.e. approximately 9 feet below mean sea level). This yield is consistent with the air lift yield test of approximately 10 gpm. The draw-down curve is included in Appendix D. The calculated hydraulic conductivity is consistent with published data (AQTESOLV) for fractured igneous and metamorphic rock observed in the drilling.
The static water level in MARSH-RES-1 was at an elevation of approximately 80.26 feet.
The well was pumped using the existing residential pump at a rate of about 10 gpm. After
3.5 hours, the measured draw-down was almost 16.5 feet. As shown on the draw-down

curve included in Appendix D, the draw-down is interpreted to stabilize after about 6 hours of pumping with a total draw-down of about 18 feet. This yield is less than the driller’s airlift yield testing of approximately 20 gpm, with the testing performed in conjunction with the installation of the well5. The draw-down curve is included in Appendix D, showing the projected draw-down. The calculated hydraulic conductivity is consistent with published data (AQTESOLV) for fractured igneous and metamorphic rock observed in the drilling.
Based on the Ghyben-Herzberg principle (i.e. 40 feet of fresh groundwater for every 1 foot of static head above sea-level), the 28.86 foot static water elevation in MARSH- WELL-1 and 80.26 feet in MARSH-RES-1 indicates that the fresh water mound on the Marshville property is between 1154 feet 3200 feet. The differences in the static groundwater elevations and the lower yields are interpreted to indicate that the water bearing fractures are not closely connected.
The groundwater chemistry data for the Marshville Road wells are summarized on the first page of Appendix E. In summary, the only exceedance of EPA Primary or Secondary Drinking Water Standards (PDWS or SDWS), or the Maine Maximum Exposure Guidelines (MEG) is for coliform in MARSH-RES-1. The coliform level (1.0 MPN) is interpreted to be a local contact issue, potentially related to the hose used for purging and sampling. Prior to utilization, we recommend that the well be chlorinated and then resampled (it was not chlorinated prior to this sampling event).
Laboratory analysis, by Alpha Analytical, of water samples are discussed with individual wells, and summarized below. Laboratory data for the water samples are included in Appendix E.
6.0 DISCUSSION
We understand that the proposed project includes housing units in various configurations with up to a combined maximum total of 52 bedrooms6. This will result in daily water requirements of 4680 gallons per day (90 gallons per bedroom per day based on septic
5 Air lift yields are often greater than stable draw-down yields due to the shorter duration of the test.
6 Maximum bedroom configurations of up to twelve (12) 3-bedroom units and four (4) 4-bedroom units as either duplex or single family housing units, totaling 52 bedrooms.
designs), 3.25 gpm over 24 hours, or 6.5 gpm for a 12 hour period. Using an estimated average rainfall of 40 inches per year and an infiltration rate7 of 17% (Marshville Road – Woods), the calculated infiltration recharge per day is more than 3 times the projected water use. Based on these consumption estimates, the wells currently installed and the probable bedrock condition, it is our interpretation that there is sufficient water supply at Marshville Road to meet the proposed development requirements, with multiple wells with short term capacity of 3 gpm (160 foot wells per the well installation rules).
The well construction of individual wells will be based, in part, on site conditions encountered during drilling. This includes depth to bedrock, depth to water bearing fractures and depth to groundwater. The differences in groundwater elevation and yield between the two wells, as noted above, is interpreted to indicate localized fracture control, with potential yield either greater or less than those observed to date. We recommend that the new supply wells be drilled to depths of no greater than 160 feet (being stopped sooner if a yield of greater than 3 gpm is encountered), with design pumping rates not to exceed 3 gpm. Additional water storage is recommended for households with lower yield wells to allow for peak water usage. As observed during our pumping test MARSH-WELL- 1, continuous pumping at a rate of 7 gpm results in a draw-down of the well below mean sea level, requiring that well pumping rates be balanced with recharge and storage so that the operation of multiple proximal wells do not result in salt water intrusion to the wells over time.
Based on the observed groundwater yields, proximal tidal zones, the potential for relatively low groundwater elevations on the western two-thirds of the property, and current unknowns related to construction and septic designs, it is recommended that the wells be at least 100 feet topographically upgradient from the septic wastewater disposal locations8. We recommend the wells be installed at locations with ground elevations greater than 30 feet and a minimum separation of 200 feet between the wells. The total number of wells may require modification from one well per housing unit or duplex, based
7 Infiltration rates based on current Site conditions and the assumption of type D hydrologic soil group soils (USGS TR-55, Estimating Runoff). Other soil types will exhibit a greater infiltration rate.
8 Regulatory requirements include a 100 foot separation between the well and wastewater disposal system, however, downgradient plumes from the wastewater systems are likely to impact a shallow well installed downgradient to the system.
on the wastewater system designs, while maintaining sufficient number of wells to preclude the need for a public water supply system. These design recommendations do not take into account setback requirements from the tidal zones for the wastewater systems.
In summary, it is our interpretation that there is sufficient water quantity at the Marshville Road Site to support the maximum development as described, however, it is possible that due to the utilization of multiple well locations, some well locations (due to fracture control) may fail to meet the desired yield, or result in a seawater connection. Final well locations and configurations will be dependent on design plans for the housing units, and their associated wastewater disposal systems. Water quality is interpreted to meet drinking water standards; however, treatment systems may be necessary to address coliform bacteria and sodium concentrations should they be encountered in association with the initial testing of the new wells.
While the data presented for this evaluation supports the above interpretation of water quantity and quality for the Site, bedrock characteristics and the associated groundwater quantity and quality may vary significantly over relatively short distances. Should significant variations be observed in depth to bedrock, bedrock type, elevation of groundwater, water quantity or quality, further evaluation of the well is recommended to determine the viability of the well.

Case Narrative
The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all
NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter
(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified Compounds
(TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively. When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed Acceptance Criteria is bolded in the report. All specific QC information is also incorporated in the Data Usability format of our Data
Merger tool where it can be reviewed along with any associated usability implications. Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances the specific failure is not narrated but noted in the associated QC table. The information is also incorporated in the Data Usability format of our Data Merger tool where it can be reviewed along with any associated usability implications.
Please see the associated ADEx data file for a comparison of laboratory reporting limits that were achieved with the regulatory Numerical
Standards requested on the Chain of Custody.
HOLD POLICY
For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Client Service Representative and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.
Please contact Client Services at 800-624-9220 with any questions.

Report Submission
The analyses of Coliform, E. Coli and Uranium were subcontracted. A copy of the laboratory report is included as an addendum. Please note: This data is only available in PDF format and is not available on Data Merger.
Sample Receipt
The chain of custody did not list any analyses. The analyses performed were according to the bottle order.
Semivolatile Organics
The WG982030-2/-3 LCS/LCSD recoveries, associated with L1706129-05, -06 and -07, are below the acceptance criteria for benzoic acid (0%/0%); however, it has been identified as a "difficult" analyte. The results of the associated samples are reported.
Semivolatile Organics by SIM
L1706129-06 and -07: The sample has elevated detection limits due to the dilution required by the sample matrix.
Herbicides
The WG981663-2/-3 LCS/LCSD recoveries, associated with L1706129-01 and -04, are below the acceptance criteria for dinoseb (5%/3%); however, the recoveries are due to a noted method interference caused by the hydrolysis step of the extraction procedure. The results of the associated samples are reported; however, all results are considered to have a potentially low bias for this compound.
Turbidity
The WG981768-3 Laboratory Duplicate RPD (18%), performed on L1706129-08, is above the acceptance criteria; however, the sample and duplicate results are less than five times the reporting limit. Therefore, the
RPD is valid.
I, the undersigned, attest under the pains and penalties of perjury that, to the best of my knowledge and belief and based upon my personal inquiry of those responsible for providing the information contained in this analytical report, such information is accurate and complete. This certificate of analysis is not complete unless this page accompanies any and all pages of this report.

Estimated Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The EDL includes any adjustments from dilutions, concentrations or moisture content, where applicable. The use of EDLs is specific to the analysis of PAHs using Solid-Phase Microextraction (SPME).
Environmental Protection Agency.
Laboratory Control Sample: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.
Laboratory Control Sample Duplicate: Refer to LCS.
Laboratory Fortified Blank: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.
Method Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The MDL includes any adjustments from dilutions, concentrations or moisture content, where applicable.
Matrix Spike Sample: A sample prepared by adding a known mass of target analyte to a specified amount of matrix sample for which an independent estimate of target analyte concentration is available.
Matrix Spike Sample Duplicate: Refer to MS.
Not Applicable.
Not Calculated: Term is utilized when one or more of the results utilized in the calculation are non-detect at the parameter's reporting unit.
N-Nitrosodiphenylamine/Diphenylamine.
Not Ignitable.
Non-Plastic: Term is utilized for the analysis of Atterberg Limits in soil.
Reporting Limit: The value at which an instrument can accurately measure an analyte at a specific concentration. The RL includes any adjustments from dilutions, concentrations or moisture content, where applicable.
Relative Percent Difference: The results from matrix and/or matrix spike duplicates are primarily designed to assess the precision of analytical results in a given matrix and are expressed as relative percent difference (RPD). Values which are less than five times the reporting limit for any individual parameter are evaluated by utilizing the absolute difference between the values; although the RPD value will be provided in the report.
Standard Reference Material: A reference sample of a known or certified value that is of the same or similar matrix as the associated field samples.
Semi-dynamic Tank Leaching Procedure per EPA Method 1315.
Tentatively Identified Compound: A compound that has been identified to be present and is not part of the target compound list (TCL) for the method and/or program. All TICs are qualitatively identified and reported as estimated concentrations.
Terms
Total: With respect to Organic analyses, a 'Total' result is defined as the summation of results for individual isomers or Aroclors. If a 'Total' result is requested, the results of its individual components will also be reported.
