Hydrogeological Services Report 353 Mill River Road

Harrington, Maine

Dear Ms. Peiser:

In accordance with our Subcontract Agreement signed January 19, 2017, S. W. Cole Engineering, Inc. (S.W.COLE) has provided environmental sampling and hydrogeological services for the preliminary evaluation of the parcel located at 353 Mill River Road (Site) in Harrington, Maine (Site Location Map, Sheet 1). The contents of this report are subject to the limitations set forth in Appendix A.

1.0 INTRODUCTION

We understand that the services provided, as described below, will be used for the evaluation of this property for a proposed Housing Project for the U.S. Coast Guard (USCG) Station in Jonesport, Maine. Our scope of services were initially described in the USCG Solicitation No. HSCGG1-17-R-PIP003, Project No. 4490913, Section 3.2, as modified by attachments to our Subcontract Agreement and our February 8, 2017 Work Plan (submitted previously). We understand that the purpose of this work is to provide sufficient information to allow the USCG to evaluate the suitability of the Site for the potential development of 14 to 16 housing units as either duplex units or single family units.

2.0 SCOPE OF SERVICES

S.W.COLE performed the following tasks to evaluate quantity and quality of the potential water resources at the Site.

• Reviewed documentation on existing Site conditions, current construction, potential buildable areas, topography, geology and existing wells.

• Completed and maintained on Site a Site Specific Health and Safety Plan for Drilling (Submitted Previously).

• Performed a Site visit with a Maine licensed water well driller to select/mark locations for a domestic water supply test well as shown on Sheet 2.

• Contacted Dig-Safe to confirm clearance for the Site.

• Observed the drilling, air lift pumping test and disinfection treatment of the well by

Lawrence S. Lord & Sons, Inc. (Lord) of Alexander, ME.

• Developed the test well using a submersible pump, recording drawdown prior to sampling and recovery subsequent to sampling.

• Collected water quality testing samples from the new “test” well and existing residential supply well, noting field parameters prior to submitting samples to a Maine Certified Lab (Alpha Analytical) for “New Well” parameters, in accordance with chain-of-custody protocols.

• Reviewed the well development data to evaluate water quantity.

• Reviewed the water quality data in comparison to Maine Drinking Water Standards.

• Prepared this report of the water quantity and quality data, with comments on well placement and setback requirements, and a summary of environmental findings based on the previous and current utilization of the Site.

3.0 SITE SETTING AND PUBLISHED INFORMATION

The Mill River Road parcel consists of 28 acres, located south of Mill River Road and immediately west of the junction of Mill River Road with Dorman Road (Sheet 2). The property has limited development with a house (built in 2006), several out buildings and garden areas. The area is generally open, approximately half of the property above an elevation of 30 feet. Lowland areas (elevation less than 10 feet) occur to the west and to the east. The existing house is currently occupied, with the water supply from a bedrock well located to the west of the house and a wastewater disposal system present on the east side of the house. Characterization of the household well is described below. In addition, there are two dug (overburden) wells on the property. The dug well north of the garage was the original water supply well for the house. The second dug well is located south of the house and is currently used for irrigation. We understand that the dug wells are approximately 20 feet deep.

The surficial geology is mapped as clay and silt (Borns, 1982). The bedrock geology is mapped as mafic volcanics of the Columbia Falls Formation.

4.0 GROUNDWATER TESTING

The water supply test well (MILL-WELL-1) at Mill River Road (Sheet 2) was drilled by Lord on February 21, 2017. Collared at an elevation of about 42.5 feet, weathered bedrock was encountered at a depth of 35 feet. Fifty feet of surface casing was installed to a depth of 47.7 feet below ground surface (bgs), approximately 10 feet into competent bedrock. The bedrock is described as black mafic volcanics (basalt) of the Columbia Falls Formation. Air lift testing1 estimated the well yield at greater than 30 gpm. The well was chlorinated in preparation for subsequent purging and sampling. The boring log with well construction details is included in Appendix B. Photographs of the wells are included in Appendix B.

The existing water supply well (MILL-RES-1) at Mill River Road (Sheet 2) was installed by Lord in 2009. The well was cased to a depth of 30 feet with a total drilled depth of 60 feet. Field air lift testing of the well reported well yield at 30 gallons per minute (gpm).

Based on field observations, the well is 100 feet upgradient from the wastewater disposal (leach) field, at an elevation of about 36.5 feet. The initial depth to water was measured at 24.33 feet below the top of casing (casing height estimated at 1.8 feet). Field purging was limited to 30 minutes due to the well currently being in service. We observed the water level to vary less than 0.5 feet as the pump cycled on-and-off.

Due to snowfall prior to drilling, David Weaver was contracted to plow snow to allow access to the drilling location. Subsequent melting required that Weaver provide

1 Air lift well testing measures the amount of water that can be evacuated from a well using the air compressor on the drilling rig and a weir constructed around the well. This testing is performed during the drilling process and is the driller’s method to estimate recovery/yield. This is generally a short term test (less than 30 minutes), while a pumping test measures the water levels and pumping rates over an extended period to establish a stable draw-down and to calculate the hydraulic properties of the well.

assistance to move the drilling equipment, and to provide landscaping on completion of the field work, when field conditions allow.

On February 27, 2017, the Mill River Road wells were sampled. Well MILL-RES-1 was sampled from the kitchen tap after purging for 30 minutes. Well MILL-WELL-1 was sampled after the well was purged for over 4 hours. Depth to water and flow measurements were collected to evaluate the groundwater characteristics, as were recovery measurements following the collection of a water quality sample for characterization. Well construction and pumping test data are summarized in Table 1.

Field parameters for pH, specific conductance, turbidity, dissolved oxygen and temperature were recorded immediately prior to sampling. The new well and the existing household well were sampled for “New Well” parameters2. Samples were transported to Alpha Analytical in Brewer, Maine using chain of custody protocol for their final transport to their laboratory facilities to meet holding times for bacteria and nitrate. Field data sheets for the sampling are included as Appendix C.

5.0 RESULTS

As noted above, depth to water versus time measurements were made while the wells were being purged. These measurements were used to prepare draw-down curves (Appendix D) and to calculate aquifer parameters transmissivity (T) and hydraulic conductivity (K). These calculations were based on the aquifer thickness being approximately equal to the saturated thickness in the well. As the measured depth to water was above the depth to bedrock, the aquifer was modelled as a leaky-confined, partially penetrating aquifer using AQTESOLV groundwater modelling software (Appendix D). The drilled depth of MILL-WELL-1 was minimized due to the relatively low ground elevations (less than 50 feet) and the proximity to tidal waterways. At the home-owner’s request, MILL-RES-1 was only pumped/purged for 30 minutes, cycling of the pump (associated with the household water system) and the short duration of the purging resulted in insuffient data to model the hydraulic properties of the well.

3 From AQTESOLV leaky confined aquifer.

4 After Driscoll, 1986, Groundwater and Wells, Second Edition.

Prior to the pumping test, the static water level in MILL-WELL-1 was measured to be at an estimated elevation of 13.8 feet, with 0.54 feet of draw-down while pumping at more than 7 gpm for 4 hours. This is consistent with the air lift yield test estimated to exceed 30 gpm. The pumping test draw-down curve is included in Appendix D. The calculated hydraulic conductivity is consistent with published data (AQTESOLV) for permeable basalt.

As noted above, the residential well MILL-RES-1 was not subject to an extended pumping/purge. Therefore data was limited to a static water level (elevation 14.0 feet) prior to purging the well for 30 minutes, prior to collecting the groundwater sample. Well construction information (Table 1) indicates that the well has a similar air lift yield (greater than 30 gpm) as MILL-WELL-1.

As the bedrock for both wells is interpreted to be a permeable basalt, the similar yield and static groundwater elevation of approximately 14 feet are consistent. Recovery data, while measured, are not applicable as the draw-down during pumping at 7 gpm was stable at 0.54 feet. Based on the Ghyben-Herzberg principle (i.e. 40 feet of fresh groundwater for every 1 foot of static head above sea-level), the 14-foot static water elevation indicates more than 550 feet of fresh water to be present in the area of the two wells.

Laboratory analysis, by Alpha Analytical, of water samples are discussed with individual wells, and summarized below. Laboratory data for the water samples are included in Appendix E.

The groundwater chemistry data for the Mill River Road well are summarized on the first page of Appendix E. In summary, the only exceedance of EPA Primary or Secondary Drinking Water Standards (PDWS or SDWS), or the Maine Maximum Exposure Guidelines (MEG) are for total sodium (reported 21,200 µg/L exceeds the MEG of 20,000 µg/L) and for coliform (44.1 MPN versus a target of 0) in MILL-WELL-1.

Based on the reported coliform level (44.1 MPN), additional chlorination and resampling is recommended for this well prior to utilization. Total coliforms include bacteria that are found in the soil, in water that has been influenced by surface water, and in human or animal waste. There were no observed ground conditions that would be interpreted to contribute to the reported coliform occurrence5. Water containing any form of total coliform should not be used for drinking or cooking unless boiled for 5 minutes or disinfected using chlorine, ozone, or ultraviolet (UV) light treatment, or distillation. In some cases, filtration may also be required.

The MILL-WELL-1 sodium concentration of 21,200 µg/L may represent a localized condition associated with the permeable basalt bedrock and the seawater from proximal intertidal zones (approximately 500 feet from the well). Based on the sodium concentration at MILL-RES-1 (10,900 µg/L), it is possible that use of the well combined with upgradient infiltration will result in reduced sodium concentrations, below the MEG.

6.0 DISCUSSION

We understand that the proposed project includes housing units in various configurations with up to a combined maximum total of 52 bedrooms6. This will result in daily water requirements of 4680 gallons per day (90 gallons per bedroom per day based on septic designs), 3.25 gpm over 24 hours, or 6.5 gpm for a 12 hour period. Using an estimated average rainfall of 40 inches per year and infiltration rates7 of 22% (Mill River Road -meadow), the calculated infiltration per day is more than 3 times the projected water use.

Based on these consumption estimates, the wells currently installed and the probable bedrock condition, it is our interpretation that there is sufficient water supply at Mill River Road to meet the proposed development requirements, with multiple wells with short term capacity of 5 gpm (75 foot wells per the Maine Well Drillers and Pump Installers Rules8).

5 Additional chlorination and testing of MILL-WELL-1 were not performed, as this is a test well and no e.

coli was detected. Should further chlorination not remove the bacteria, it would be necessary to install treatment (generally UV light treatment is installed for residential systems). As pumping equipment was used for a subsequent pumping test, contamination of equipment is discounted as a possible coliform source.

6 Maximum bedroom configurations of up to twelve (12) 3-bedroom units and four (4) 4-bedroom units as either duplex or single family housing units, totaling 52 bedrooms.

7 Infiltration rates based on current Site conditions and the assumption of type D hydrologic soil group soils (USGS TR-55, Estimating Runoff). Other soil types will exhibit a greater infiltration rate.

8 CMR CHAPTER 232 - Rules, CHAPTER 4, NEW WATER WELL CONSTRUCTION, Section 407, Table 407.1.

The well construction of individual wells will be based, in part, on Site conditions encountered during drilling. This includes depth to bedrock, depth to water bearing fractures and depth to groundwater. The similar groundwater elevations and pumping rates for the two wells, while at different elevations, is interpreted to indicate good fracture connectivity between the wells. We recommend that the new supply wells be drilled to depths of no greater than 80 feet, unless preliminary air lift testing indicates insufficient water in the well (air lift test of less than 10 gpm). The potential for salt water intrusion associated with the tidal estuaries should decrease for shallower wells, further from the tidal zones.

Based on the proximity to the tidal zones, the relatively low groundwater elevations, and current unknowns related to construction and septic designs, it is recommended that the wells be at least 100 feet topographically upgradient from the septic wastewater disposal locations9. We recommend the wells be installed at locations with ground elevations greater than 30 feet and a minimum separation of 150 feet between the wells. The total number of wells may require modification from one well per housing unit or duplex, based on the wastewater system designs, while maintaining sufficient number of wells to preclude the need for a public water supply system. These design recommendations do not take into account setback requirements from the tidal zones for the wastewater systems.

The sodium concentration at MILL-WELL-1 that exceeds the MEG is interpreted to indicate that there either is, or was, at least a weak connection with seawater. It should be noted that historical sea levels have been documented to be up to 150 feet higher than present sea levels so elevated sodium and chloride may be related to previously entrapped sea water. Further pumping is anticipated to reduce the sodium, however, if treatment is required, reverse osmosis or filtration options may be applicable.

In summary, it is our interpretation that there is sufficient water quantity at the Mill River Road Site to support the maximum development as described. Final well locations and

9 Regulatory requirements include a 100 foot separation between the well and wastewater disposal system, however, downgradient plumes from the wastewater systems are likely to impact a shallow well installed downgradient to the system.

configurations will be dependent on design plans for the housing units, and their associated wastewater disposal systems. Water quality is interpreted to meet drinking water standards; however, treatment systems may be necessary to address coliform bacteria and sodium concentrations as encountered during the initial testing.

While the data presented for this evaluation supports the above interpretation of water quantity and quality for the Site, bedrock characteristics and the associated groundwater quantity and quality may vary significantly over relatively short distances. Should significant variations be observed in depth to bedrock, bedrock type, elevation of groundwater, water quantity or quality, further evaluation of the well is recommended to determine the viability of the well.

Case Narrative

The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.

Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all

NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter

(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified Compounds

(TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively. When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed Acceptance Criteria is bolded in the report. All specific QC information is also incorporated in the Data Usability format of our Data

Merger tool where it can be reviewed along with any associated usability implications. Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.

In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances the specific failure is not narrated but noted in the associated QC table. The information is also incorporated in the Data Usability format of our Data Merger tool where it can be reviewed along with any associated usability implications.

Please see the associated ADEx data file for a comparison of laboratory reporting limits that were achieved with the regulatory Numerical

Standards requested on the Chain of Custody.

HOLD POLICY

For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Client Service Representative and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.

Please contact Client Services at 800-624-9220 with any questions.

Report Submission

The analysis of Total Coliform and Uranium were subcontracted. A copy of the laboratory report is included as an addendum. Please note: This data is only available in PDF format and is not available on Data Merger.

Semivolatile Organics

The WG982030-2/-3 LCS/LCSD recoveries, associated with L1706007-01 through -03, are below the acceptance criteria for benzoic acid (0%/0%); however, it has been identified as a "difficult" analyte. The results of the associated samples are reported.

I, the undersigned, attest under the pains and penalties of perjury that, to the best of my knowledge and belief and based upon my personal inquiry of those responsible for providing the information contained in this analytical report, such information is accurate and complete. This certificate of analysis is not complete unless this page accompanies any and all pages of this report.

Estimated Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The EDL includes any adjustments from dilutions, concentrations or moisture content, where applicable. The use of EDLs is specific to the analysis of PAHs using Solid-Phase Microextraction (SPME).

Environmental Protection Agency.

Laboratory Control Sample: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.

Laboratory Control Sample Duplicate: Refer to LCS.

Laboratory Fortified Blank: A sample matrix, free from the analytes of interest, spiked with verified known amounts of analytes or a material containing known and verified amounts of analytes.

Method Detection Limit: This value represents the level to which target analyte concentrations are reported as estimated values, when those target analyte concentrations are quantified below the reporting limit (RL). The MDL includes any adjustments from dilutions, concentrations or moisture content, where applicable.

Matrix Spike Sample: A sample prepared by adding a known mass of target analyte to a specified amount of matrix sample for which an independent estimate of target analyte concentration is available.

Matrix Spike Sample Duplicate: Refer to MS.

Not Applicable.

Not Calculated: Term is utilized when one or more of the results utilized in the calculation are non-detect at the parameter's reporting unit.

N-Nitrosodiphenylamine/Diphenylamine.

Not Ignitable.

Non-Plastic: Term is utilized for the analysis of Atterberg Limits in soil.

Reporting Limit: The value at which an instrument can accurately measure an analyte at a specific concentration. The RL includes any adjustments from dilutions, concentrations or moisture content, where applicable.

Relative Percent Difference: The results from matrix and/or matrix spike duplicates are primarily designed to assess the precision of analytical results in a given matrix and are expressed as relative percent difference (RPD). Values which are less than five times the reporting limit for any individual parameter are evaluated by utilizing the absolute difference between the values; although the RPD value will be provided in the report.
