Q.No Applicable Document Page Number Paragraph Number Question Answer
Attachment 1 AMS
Schedule of Services
The Government provided the current employee seniority list, which amongst other things, clearly defines the current paid vacation obligations of the contractor, specifically;
2080 hours (52 weeks @ 40) less 88 hours for Holidays (11 holidays @ 8 hours) less 185.23 hours (average from the seniority list) = 1,807 hours worked (rounded up)…. Of course less any bereavement of jury duty pay also per the CBA.
Accordingly, the actual number of hours worked, the number the contractor will be permitted to invoice to recover their annual costs, is significantly less than the 1,912 used/mandated for pricing by the government. While it is possible the employee does not use their leave, indeed working more hours, they would need to be compensated for those hours worked and then the requisite payout per the CBA.
QUESTION: Will the government re-consider the 1,912, perhaps to a more representative number such as 1,807 for rate generation and evaluation?
If not, if the employee’s annual productive work hours are consistent with the 1,807 average above, will the contractor be permitted to invoice the difference in hours (i.e. 1,912 less 1,807 = 105 hours per year on average) to permit the contractor to recover their annual costs?
No. Proposals shall be IAW the schedule and Instructions to Offerors.
We have engaged with Local District Lodge 2020. The Union representative informed us that upon securing the contract, the collective bargaining agreement (CBA) will initiate a bridge agreement with the awarded company. Additionally, we learned from on-site union members that they will hold the "first right of refusal" once a new company receives the contract. This means that securing the key positions for this effort should not be required if the outside company is planning on retaining the CBA Key Personnel. Could the government clarify the requirement for submitting Key Personnel? Is the government intent to supply the resume’s for replacement personnel, and if the CBA member declines the opportunity to be an employee, then we would submit a replacement resume? Is it necessary to provide ten resumes if our intention is to retain the majority of key personnel based on the inputs from the transition meeting?
Two (2) Key Personnel positions are not covered under the CBA.
Resumes are necessary for potential refusals and/or vacancies.
Resumes are required for each Key Personnel position.
Attachment 3 - Statement of Work

Key Personnel.
Attachment 3 Statement of
Work 5 and 12 1.2 and 4
The SOW states that the services required by this contract could cover all aircraft platforms and ground support equipment supported by the USCG. However, Section 4 only specifies the requirement for H60 experience. If so, could the Government confirm any specific sections of COMDTINST M13020.1 (series) that are directly applicable to the contractor’s responsibilities? If not, could the Government which Aviation Maintenance Program this Statement of Work falls under?
COMDTINST M13020.1 is the Aeronautical Engineering Maintenance Management Manual which is a directive on how ALC will conduct business from CG-41. ALC/MRR uses this management system at their level. The Contractor will follow Managements direction.
Attachment 3 Statement of
Work 6 and 27 1.2.2 and 6.1 Are there specific metrics or performance standards for assessing the quality of maintenance work, such as turnaround time or error rates? Post PDM reports and the Aircraft Induction Schedule which are the responsibility of the Government, not the Contractor.
Attachment 3 Statement of
Work 6 ,7 1.2.2
Is there currently an incumbent workforce in place that meets the requirements outlined in Section 1.2.2? Given the requirement for 250 FTEs, if a full team complement is not already in place, will the Government provide a ramp-up schedule to achieve full staffing? Alternatively, is the Contractor expected to have all 250 FTEs on-site and ready to perform on day one of the period of performance?
Yes, there is an incumbent workforce in place. Ramp-up schedule is not necessary due to the incumbent workforce. Contractor is expected to follow procedures to fill potential vacancies.

Additionally, will the government provide specific reasons for rejection to assist in expediting the selection of an alternative candidate?
This will be determined on a case by case basis if the clock will start over. Please reference A00004 - Attachment 3 - Statement of Work - Section 5.3.1 (A response can include acceptance, rejection with specific reasons, or a notification that additional time is required) and Section 5.4.

There are inconsistencies between the latest SOW (24 hours), Attachment 1 AMS Schedule (24 hours), and the CBA (7 days, or 56 hours).
Contractor recommonds reconciling the inconsistency as the CBA puts Contractors at risk of paying more than they are permitted to reimburse for. Can the Government clarify the correct amount of reimbursable hours per contract year for government-directed shutdowns due to inclement weather, safety, or administrative leave?

Attachment 3 Statement of
Work 49 15.1
The phase-in period only identifies a two (2) day transition following approval of the phase-in plan. Contractor suggests a two (2) day phase-in transition period is not enough time to ensure operational readiness per the requirements of the Statement of Work (SOW). Will the Government be willing to provide the flexibility to extend the phase-in transition period timeline to thirty (30) calendar days?
Please reference A00004 - Attachment 3 - Statement of Work - Section

26 5.1.1
If the Mechanic II and Mechanic III positions identified in SOW 5.1.1 are currently subject to a right of first refusal clause, then only the incumbent contractor can provide resumes of personnel to whom it would have to extend the right of first refusal for these positions. All other offerors will be unable to do so. Given the inherent disadvantage this creates, will the Government please remove the Mechanic II and Mechanic III positions from the List of Key Personnel in SOW 5.1.1?
List of Key Personnel will not be revised. Resumes are required in case of refusal and/or potential vacancies.

4.2 On-Site Project Manager (Junior) PDM
Support
The On-Site Project Manager (Junior) PDM Support position has a disconnect between the Amendment 3 Q&A, the Amendment 3 SOW, and the Amendment 3 Schedule of Services.
In its response to Question 7 in Amendment 3 Q&As, the USG states the hours for the On-Site Project Manager (Junior) PDM position are TBD.
However, the Amendment 3 Attachment 1 AMS Schedule of Services now has 1,912 hours for the position. Additionally, paragraph 4.2 on page 13 of the Amendment 3 SOW states: "Management will make the determination if this position is needed."
Please clarify whether the position is required. If so, please confirm whether the position is still designated as Key Personnel.
Please also clarify the SOW statement "Management will make the determination if this position is needed."
This position is currently not needed at this time, however, the estimated 1,912 hours should be priced. A resume is not required for the proposal, however, if the position is needed, a resume is required during the contract period of performance since they are listed as Key Personnel.

The SOW states, "The On-Site Project Manager (Junior) position shall support the On-Site Supervisor with management responsibilities for the contractor personnel working on this contract." Additionally, there are a total of 6 references to "On-Site Supervisor" in the SOW.
There does not appear to be a requirement for an "On-Site Supervisor" position in the Terms and Conditions, the SOW, or the Schedule of Services. Please clarify. This has been corrected. Please reference A00004 - Attachment 3 -
