About this file

This is a Questions and Answers document for Solicitation 70Z03824RJ0000013 for Aircraft Maintenance Services, containing 10 industry questions and government responses.

Key clarifications include: proposals require three volumes (Technical Approach, Price Volume, and Past Performance Questionnaire) rather than two; both AS9110 and AS9100D certifications are acceptable; past performance references should include three relevant contracts from the last five years; key personnel are limited to Senior Project Manager, Project Manager (Junior), Aircraft Mechanic III and Aircraft Mechanic II positions; and the evaluation will follow LPTA methodology where only the lowest priced proposal will be evaluated for technical acceptability first. Several questions regarding industrial health hazards assessment requirements and document availability are still pending government response. The government will use FAR 15.404-1(b)(2) price analysis techniques to determine price reasonableness.

Proposal Submission Instructions

The instructions state that "The Price Proposal shall be submitted on the Excel spreadsheet titled 'Attachment 2 – Schedule of Services – 70Z03824RJ0000013.'" However, the correct file appears to be Attachment 1 - AMS Schedule of Services. Will the Government please confirm this correction?

This should read "Attachment 1 - AMS Schedule of Services.

Please see amended documents posted on SAM.gov under Solicitation 70Z03824RJ0000013.

Proposal Submission Instructions

The instructions state, "In addition to FAR 52.212-1, Instruction to Offerors-Commercial Items, the following information is provided for submission of proposals. Offerors shall submit two (2) volumes – Technical Approach Volume and a Price Volume. One (1) copy of the Technical Approach Volume and one (1) copy of the Price Volume shall be submitted." However, the subsequent paragraph provides additional instructions, stating:

70Z03824RJ0000013 – Company Name – Technical Approach 70Z03824RJ0000013 – Company Name – Price Proposal 70Z03824RJ0000013 – Company Name – Past Performance Questionnaire Can the Government confirm that the total number of volumes required for submission is in fact, three (3)?

This should in fact be three (3) volumes instead of two (2).

One (1) copy of the Technical Approach Volume, one (1) copy of the Price Volume and one (1) copy of the Past Performance Questionnaire. Please reference the amended documents posted on SAM.gov under Solicitation 70Z03824RJ0000013.

Factor C – Required Certifications states “The offeror shall meet necessary certifications and standards for AS9110 certification, hazmat, and the applicable/compliance documents IAW Section

2.1 of “Attachment 3 – Statement of Work – 70Z03824RJ0000013.” Will the Government allow Offerors who do not currently possess the AS9110 certification to provide a plan on how they will achieve certification in the base year?

The Government is still working on getting an answer to this question. Once received, an amendment will be posted on SAM.gov under Solicitation 70Z03824RJ0000013.

2.1 of “Attachment 3 – Statement of Work – 70Z03824RJ0000013.” For Offerors who do not possess a current AS9110 certification, will the government accept similar certifications in lieu, such as an ISO 9001:2015 certification?

Factor C - Required Certifications

The instructions specify that "the offeror shall meet necessary certifications and standards for AS9110 certification, hazmat, and the applicable/compliance documents IAW Section 2.1 of 'Attachment 3 – Statement of Work – 70Z03824RJ0000013.'" However, AS9110 certification typically pertains to contractor MRO processes controlled by the contractor at the Contractor's Facility. As this contract pertains to a contractor workforce at a Government Facility, please clarify if AS9100D certification--which emphasizes contractor production quality and safety standards equally applicable to the contractor's workforce within the Government's facility as within its own--would be acceptable instead?

After speaking with the Business Operations Division (BOD) and SEHO here at ALC, AS9110 and AS9100 are basically the same, except AS9110 includes additional information geared towards MRO, therefore, both are equality acceptable.

Having AS9100D certification will be acceptable by the Government. Please reference the amended documents posted on SAM.gov under Solicitation 70Z03824RJ0000013.

Proposal Submission Instructions

The instructions state, "The Government will award one contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government. All proposals received will be evaluated to determine fair and reasonable pricing to achieve the best value for the Government."

Will the Government please clarify its intent to achieve best value while conforming to an LPTA evaluation method? Will the Government first review all proposals for cost reasonableness, and then one at a time, the Technical portion lowest to highest? What criteria will the Government use to determine price reasonableness?

1. Will the Government please clarify its intent to achieve best value while conforming to an LPTA evaulation? 2. Will the Government first review all proposals for cost reasonableness, and then one at a time, the Technical portion lowest to highest? According to the Terms & Conditions (T&C) Attachment, page 5 under Proposal Evaluation Method, it states that "Only the lowest priced proposal will be evaluated for technical acceptability. Should the lowest priced proposal not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced proposal until the lowest price, technically acceptable offer with acccetable or neutral past performance is identified. 3.

What criteria will the Government use to determine price reasonableness? IAW with FAR 15.404-1(b)(2), Price Analysis, the Government may use various price analysis techniques and procedures to ensure a fair and reasonable price.

Examples of such techniques are listed in FAR 15.404- 1(b)(2)(i)-(vii).

Attachment 3 - SOW

T&Cs Document (Page 45)

& SOW

(Page 26)

5.1.1 - Key Personnel

We request clarification regarding the designation of Key Personnel for this contract, as there appears to be a discrepancy between the Statement of Work (SOW) and the Terms & Conditions (T&Cs)...

SOW Section 5.1.1 (Page 26): States that all positions listed in Section 1.2.2 (FTE table with labor categories) are considered Key Personnel.

T&Cs Document (Page 45): Specifically identifies only the Onsite Supervisor and Aircraft Mechanic II as Key Personnel under Clause 3052.215-70.

To ensure compliance, can the Government please confirm:

Whether all positions in Section 1.2.2 should be considered Key Personnel, requiring resumes for each labor category, or if only the Onsite Supervisor and Aircraft Mechanic II are designated as Key Personnel per the T&Cs?

Also, should Aircraft Mechanic II be replaced with Aircraft Mechanic III as key personnel?

The Key Personnel for this contract will be limited to the following: Senior Project Manager, Project Manager (Junior), Aircraft Mechanic III and Aircraft Mechanic II positions.

Regarding the language in the SOW Section 5.1.1, as well as in the T & C's, under Factor B Staffing Approach, key personnel will be updated. The Government will still require resumes for all key personnel on the contract. However, since the remaining list of personnel are not identified as "Key Personnel", all resumes shall be made available upon request for the Government anytime before or after award. This language will be amended in both the T & C's and the SOW.

Please reference the amended attachments posted on SAM.gov under Solicitation 70Z03824RJ0000013.

10.5 - Industrial Health

Hazards

The SOW states, "...the Contractor shall conduct a worksite assessment prior to start of contractual work, identify employees for medical surveillance, and monitor exposure levels per OSHA standard.

The Contractor shall provide a copy of the work assessment and quarterly monitoring reports to ALC SEHO at email D05-DG-ALC-SEHO@uscg.mil and copy the COR for Industrial Hygienist review."

Will the Government provide a copy of its latest SEHO reports to help the bidder gauge an appropriate overhead cost factor to apply for compliance to this SOW requirement?

The Government is still working on getting an answer to this question. Once received, an amendment will be posted on SAM.gov under Solicitation 70Z03824RJ0000013.
