About this file

This is a Question and Answer document containing 86 questions and responses related to solicitation 70Z03824RJ0000013 for Aircraft Maintenance Services and Depot Level Maintenance.

The Q&A clarifies several key points: resumes are only required for Key Personnel positions; contingent offer letters are not needed; the award will use Lowest Price Technically Acceptable (LPTA) procedures; pricing should be rounded to the nearest cent; safety plans can be the offeror's existing safety manual/policy; typical shift for On-Site Project Manager is 7:00-3:30pm; forklift and crane certification are required; the contractor must provide uniforms (typically t-shirts); phase-in allows 10 days to submit plan plus 2 days to reach full operational capability; and travel occurs approximately 1-2 times per year. Notable technical clarifications include: Mechanic III is for fabrication work while Mechanic II can work on all aircraft aspects and serves as lead for their area; Quality Control/Assurance is performed by military personnel; and the Senior Project Manager serves as Production Supervisor.

Amendment 3 (A00003) Solicitation 70Z03824RJ0000013 Questions and Answers

Q.No Applicable Document Page Number Paragraph Number Question Answer

1 Attachment 2 - Terms and Conditions 5 of 50 Factor C - Required

Certifications

Factor C – Required Certifications states “The offeror shall meet necessary certifications and standards for AS9110 certification, hazmat, and the applicable/compliance documents IAW Section 2.1 of “Attachment 3 – Statement of Work – 70Z03824RJ0000013.” Will the Government allow Offerors who do not currently possess the AS9110 certification to provide a plan on how they will achieve certification in the base year?

This has been updated. Please refer to A00003 - Attachment 2 - Terms and Conditions under Factor C - Required Certifications.

2 Attachment 3 - SOW 38 of 50 10.5 - Industrial Health Hazards

The SOW states, "...the Contractor shall conduct a worksite assessment prior to start of contractual work, identify employees for medical surveillance, and monitor exposure levels per OSHA standard. The Contractor shall provide a copy of the work assessment and quarterly monitoring reports to ALC SEHO at email D05-DG-ALC-SEHO@uscg.mil and copy the COR for Industrial Hygienist review."

Will the Government provide a copy of its latest SEHO reports to help the bidder gauge an appropriate overhead cost factor to apply for compliance to this SOW requirement?

This has been corrected. Please refer to A00003 - Attachment 3 - Statement of Work - Section 10.5 and 11.1.

SEHO does not have specific reports to provide. It is the Contractor's responsibility to meet OSHA Standards.

3 Attachment 3 -SOW 8-10 of 50

2.0 - Applicable Documents

2.1 Government Documents

2.2 Availability of Documents

Release of the following documents listed under this section in the SOW that provide specifications, standards or guidelines that shall be complied with in order to meet the requirements of the subject solicitation.

Please reference A00003 - Attachment 3 - Statement of Work - Section 2.2 for instructions on how to obtain these documents.

A00002 - Attachment 2 Terms and

Condition 4 of 55 Factor B - Staffing Approach

In this paragraph, revised language in Amendment 2 now states:

"Resumes for Key Personnel identified in the SOW and on Page 45 of the Terms and Conditions shall be provided to determine these personnel meet the qualifications of the SOW."

The original Terms and Conditions referenced both resumes and c ontingent offers of employment for Key Personnel.

However, the revised language does not explicitly mention contingent offer letters. Please confirm that contingent offer letters are still a requirement alongside resumes for Key Personnel?

Contingent offer letters demonstrate a commitment from proposed personnel, ensure alignment with SOW qualifications and availability, and mitigate risk by securing their contractual obligation to serve if awarded.

As stated in A00002 - Questions and Answers, NO contingent offers letters are needed. Please reference Factor B - Staffing Approach.

A00002 - Attachment 2 Terms and

Condition 4,5 of 55

Factor A - Management Approach

Factor B - Staffing Approach

Both Factor A and Factor B of the Technical Volume require recruitment and retention narratives.

"The description should include recruitment methods, retention incentives…" (Factor A) "The offeror shall provide an explanation that demonstrates to the Government how they plan to recruit new personnel if required, retain incumbent personnel, and minimize employee turnover." (Factor B) For the sake of page count, can the Offeror write this narrative for Factor A and reference it for Factor B?

No, please reference A00003 - Attachment 2 - Terms and Conditions - pages 3 and 4 under "Technical Acceptability".

A00002 - Attachment 2 Terms and

Condition 6 of 55 Clause 52.212-3

Clause 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services states that "The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov."

Which proposal volume should include this information?

The Government has updated this information. Please reference A00003 - Attachment 2 - Terms and Conditions to reflect this addition (page 2).

7 A00002 - Amendment 2 Attachment 3 SOW 13 of 50

4.2 On-Site Project Manager

(Junior) PDM Support

The SOW includes 4.2 On-Site Project Manager (Junior) PDM Support as a Key Personnel. However, the labor hours table under section 1.2.2 Required Services on Page 6 of 50 does not allocate any hours to this labor category. Should this position have hours allocated in the base year? Does the Government require one resume and Letter of Commitment for this labor category?

No, per A00003 - Attachment 1 - AMS Schedule of Services, the hours are listed as TBD (to be determined).

All key personnel require resumes. Please reference A00003 - Attachment 2 - Terms and Conditions - under Technical Acceptability - Factor B - Staffing Approach.

8 Attachment 1 - AMS Schedule of Services

ATTACHMENT specifically requires contractor to submit an hourly rate for the respective positions, and that rate is automatically extended “x 1912 hours” for evaluation and award purposes. This would suggest that the contractor is expected to recover their costs, etc. against a presumed billable year of 1912 hours.

However, “ATTACHMENT 5, COLLECTIVE BARGAINING AGREEMENT”, provides an actual productive work year of between 1848 and 1732 hours, based on the following;

•2080 hours = 52 weeks x 40 hours PAID less 88 hours for holidays (11 holidays x 8 hours) less 144 hours (5.54 x 26 weeks) -260 hours (10 x 26) PTO based on employee seniority.

Accordingly, pricing a “man-year” to account for the CBA’s required Holidays (Article 12) and Paid Time Off (Article 13 - Vacations/Down Time) results in an hourly rate, that when extended x 1912 hours, artificially inflates the contractor cost as employees will never be working (and accordingly the Contractor would never be billing) that many hours in a contract year.

Conversely, if Contractor hopes to recover their costs based on the 1912 hours target, Contractor would drastically “under-recover” because 1912 hours would never actually be billed in a year.

2080 hours = 52 weeks x 40 hours PAID less 88 hours for holidays (11 holidays x 8 hours) less 80 hours (historical average of PTO) = 1,912 (estimated hours). These are estimated hours. Pricing is at the offerors discretion. *Vacation time varies based on years of service and actual time taken. Per Attachment 5 - CBA, employees who leave can be paid out, employees can carry over one full year of leave, etc. There also could be a consistent change of employees within different positions, etc.

9 Attachment 1 - Schedule of Services Can Government explain why certain labor categories are identified at less than 1912 hours? (Examples: 24, 48, 120, 168, 240, 3600)

The hours listed on A00003 - Attachment 1 - AMS Schedule of Services, under 1,912 hours are actually CBA hours. Please reference A00003 - Attachment 3 - Statement of Work -Section 12.6.1 for an explantation.

10 Attachment 5 - CBA Government has identified CBA labor categories as “Non-CBA” positions. (Example: 0028 Aircraft Stripper 1 st Shift) Can Government explain why there CBA positions being represented as Non-CBA?

There are only two (2) NON-CBA positions which include the Senior Project Manager position which is a firm fixed monthly rate and the On-Site Project Manager (Junior) but this position will be an hourly. Please reference A00003 - Attachment 3 - Statement of Work -Section 12.6.1 for clarification on Contract Line Item Number (CLINs) that have CBA in the title.

11 Q & A A00002 Question #9

"The Key Personnel for this contract will be limited to the following: Senior Project Manager, Project Manager (Junior), Aircraft Mechanic III and Aircraft Mechanic II positions." Will Government confirm that ALL Mech III and ALL Mech II positions are considered Key Personnel?

Yes.

12 Attachment 2 - Terms and Conditions Page 2 Proposal Submission

Instructions

"All proposals received will be evaluated to determine fair and reasonable pricing to achieve the best value for the Government." Government's TECHNICAL ACCEPTABILITY language on Page 3 also identifies "Tradeoffs will not be made, and no additional credit will be given for exceeding requirements." With hope of clarifying any perceived inconsistencies, can Government confirm that Award will be made LPTA with no Tradeoffs?

Yes, this award will be done using LPTA (lowest priced technically acceptable) procedures. Please reference A00003 - Attachment 2 - Terms and Conditions - Page 5, under the title "Proposal Evaluation Method".

13 Attachment 3 - SOW Page 46 Section 12.6.1

The Contractor may charge up to fifty-six hours, in increments of no less than two (2) hours, per contract year per full time employee for Government directed shutdowns related to inclement weather, safety or administrative leave. Will Government confirm that those hours charged directly in the same manner as hours worked?

Yes, the offeror will invoice this in the same manner, however, it will be charged to the appropriate CBA CLINs on the schedule.

14 Attachment 1 - AMS Schedule of Services All tabs Per the FAR, if a CBA is in effect that rate takes precedence and should be paid to the employee. There seems to be a discrepancy between the CLINs listed in Attachment 1, for example, CLIN 0004 Aircraft Mech II – 2nd Shift and CLIN 0037 CBA/Aircraft Mech II – 2nd Shift. Please advise.

CLIN 0004 is the estimated hours needed for Aircraft Mechanic II-2nd Shift for the base period IAW CBA pricing. CLIN 0037 is the estimated hours needed for Aircraft Mechanic II that is for billing purposes IAW A00003 - Attachment 3 - Statement of Work - Section 12.6.1.

15 Attachment 1 - AMS Schedule of Services All tabs Several of the CBA/XX positions have titles that do not match the titles on the CBA. Please provide a crosswalk to the CBA job titles so that all Offerors are using the correct job titles and rates.

All of the titles match. Please provide an example.

A00002 – Attachment 2 -Terms and

Conditions - 70Z03824RJ0000013

Proposal Submission Instructions

The Proposal Submission Instructions state, " The onsite supervisor is the only position on the contract that will be Firm- Fixed price with a monthly rate ." This position title is not shown on the Attachment 1 - AMS Schedule of Services.

There is a Senior Project Manager is the job title referenced as FFP with a monthly rate and an Onsite Project Manager (Junior) with a T&M rate. Please review and revise documents as needed.

This has been corrected. Please reference A00003 - Attachment 2 - Terms and Conditions.

A00002 – Attachment 2 -Terms and Conditions - 70Z03824RJ0000013 &

Attachment 1 - AMS Schedule of Services 3 of 50 Price Evaluation

The Price Evaluation section states "Offerors pricing proposal shall be rounded to the nearest dollar and in U.S.

currency. Offerors should use Attachment Two (2) as their pricing volume. " Should Offerors show the "Est Amount" for each CLIN at the nearest dollar or should only Estimate XX Period Total be at the nearest dollar?

This should state "rounded to the nearest cent." Offerors should show the "Est Amount" for each CLIN at the nearest cent. Please reference A00003 - Attachment 2 - Terms and Conditions - Under Proposal Submission Requirements.

18 Attachment 1 - AMS Schedule of Services All tabs CLIN X054, Travel Please provide the Plug value for this CLIN or provide detailed historical information for the proceeding 5 years so that Offerors can estimate the values for this CLIN.

Offerors are not required to provide an estimate for this CLIN. Travel will be funded during the contract period of performance at time of travel. Please reference A00003 - Attachment 3 - Statement of Work- Section 16.0 - Travel Requirements.

19 A00002 - Attachment 3 Statement of Work Par 15.1 Phase In - FAR 52.222-17

NONDISPLACEMENT OF

QUALIFIED WORKERS clause

Assuming the Mechanic II and Mechanic III labor categories listed in Attachment 5 - CBA are the same as the Aircraft Mechanic II and Aircraft Mechanic III in Attachment 3 - Statement of Work 1.2.2 Required Services, Prime Offerors should not have to provide resumes for personnel (Aircraft Mechanic II and Aircraft III) listed under a CBA as they will have the right of first refusal of employment under this contract in positions for which the service employees are qualified. What is the government’s intent for the resume requirement, to not give the incumbent an unfair advantage? It is our belief the only resumes that should be required are for the Senior Program Manager and Junior Program Manager.

Resumes are only required for Key Personnel as listed in A00003 - Attachment 3 - Statement of Work - Section 5.2.1. The Government's resume requirement does not give the incumbent an unfair advantage.

20 Q & A A00002 Question #8

The Q&A document answers state: "What criteria will the Government use to determine price reasonableness? IAW with FAR 15.404-1(b)(2), Price Analysis, the Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques are listed in FAR 15.404- 1(b)(2)(i)-(vii)." FAR 15.404 states (B) The prior price must be adjusted to account for materially differing terms and conditions, quantities and market and economic factors. For similar items, the contracting officer must also adjust the prior price to account for material differences between the similar item and the item being procured. Q: Will the source selection board utilize the economic value of labor outlined in Attachment 5, which includes the CBA rates, or does the government regard the SCA rates in Attachment 4 as a benchmark for assessing fair and reasonable pricing?

The Government is reserving/removing Attachment 4 from this solicitation. The source selection board will be utilizing Price Analysis Techniques and Procedures IAW with FAR 15.404-1(b)(2).

Attachment 1 - AMS Schedule of Services

CLINS 0036 - 0052 Can the government clarify the purpose of these CLINS and what additional fees these hours represent?

Please reference A00003 - Attachment 3 - Statement of Work - Section 12.6.1.

Attachment 2 - Terms and Conditions - 70Z03824RJ0000013 Past Performance Information

Sheet

The government provided no instruction regarding the Past Performance Questionnaire. Are offerors required to send the question to their customers? Please reference A00003 - Attachment 2 – Terms and Conditions, Instructions to Offerors – Commercial

Products and Commercial Services, Past Performance.

Attachment 2 - Terms and Conditions -

70Z03824RJ0000013

Factor B – Staffing Approach Bullets 1 and 4

Recommend the government combine bullets 1 and 4 to read: “The Government will evaluate how effectively and clearly the staffing plan demonstrates whether, and how, the offeror promotes diversity of perspective, experience, and background in contractor staffing to enable more effective communication and resilience in support of the contract requirements. Offerors shall submit their plan to recruit, train, and develop a diverse, high-performing workforce. The staffing plan, shall describe whether, and how, the offeror promotes diversity of perspective, experience, and background in contractor staffing to enable more effective communication and resilience in support of the contract requirements. The offeror shall state the anticipated benefits to the government, of their plan.”

No, please reference A00003 - Attachment 2 - Terms and Conditions - pages 3 and 4 under "Technical Acceptability".

Attachment 2 - Terms and Conditions -

70Z03824RJ0000013,

Factor A - Management Approach and

Factor B – Staffing Approach Bullet 3

To reduce redundancy within our proposal, request the Government delete "recruitment methods, retention incentives," from Factor A and rewrite the first sentence of Factor B, bullet 3 as follows: "The offeror shall provide their approach to recruiting new personnel (if needed), inclusive of recruitment methods; and retaining incumbent personnel, inclusive of retention incentives to minimize employee turnover.”

No, please reference A00003 - Attachment 2 - Terms and Conditions - pages 3 and 4 under "Technical Acceptability".

Attachment 2 - Terms and Conditions -

70Z03824RJ0000013, 52.212-1

FAR Clause 52.212-1 In which volume does the government require the clauses to be submitted?

This will be included in the "Technical Approach" volume as a seperate attachment. This SHALL NOT be included in the 40 page limit. The Government has updated this information. Please reference A00003 - Attachment 2 - Terms and Conditions to reflect this addition (page 2).

Attachment 2 - Terms and Conditions -

70Z03824RJ0000013,

Factor B - Staffing Approach

Since Aircraft Mechanic II and III positions are covered by either the AWD and or the CBA, why are resumes required for these positions? If resumes are required for the Aircraft Mechanic II and III positions, are offerors to provide a resume for each position? 8 Aircraft Mechanic II and 2 Aircraft Mechanic III resumes? If so, this appears to give the incumbant an advantage.

Resumes are only required for Key Personnel as listed in A00003 - Attachment 3 - Statement of Work - Section 5.2.1. The Government's resume requirement does not give the incumbent an unfair advantage.

Attachment 3 - Statement of Work 7.8 Vehicle Registration states: The Contractor shall ensure all Contractor-provided vehicles used in performance of this contract are registered with the USCG Base Elizabeth City, Command Security Office. Is the contractor currently providing, or required to provide vehicles in support of this effort?

The contrator is not providing any vehicles for this contract. This has been corrected. Please reference A00003 - Attachment 3 - Statement of work.

Q&A #7

Attachment 7 is designed for a single reference. Additionally, the Proposal Submission Instructions, Amd 002 states:

"One (1) copy of the Technical Approach Volume, one (1) copy of the Price Volume, and one (1) Past Performance Questionnaire shall be submitted." while the answer to Q&A #7 allows for "Past Performance references should include three (3)relevant contracts within the last five (5) year period." If offerors have more than 1 contract reference, does the government want all references (up to 3 contracts, each on a separate Attachment 7) to be combined into a single document titled "70Z03824RJ0000013 – Company Name – Past Performance Questionnaire" ?

Please reference A00003 - Attachment 2 – Terms and Conditions, Instructions to Offerors – Commercial Products and Commercial Services, Past Performance.

Attachment 2 - Terms and Conditions -

70Z03824RJ0000013 Page 2 Proposal Submission

Instructions

Does the Price Volume soley consist of Attachment 1 - AMS Schedule of Services, as a separate excel spreadsheet? Yes, please reference A00003 - Attachment 2 - Terms and Conditions - on Page 2 under section titled "Proposal Submission Requirements."

A00002 - Attachment 3 – Statement of Work

Pages 36, 37 and 50 Sections 10.2 and 11.1

Attachment 3, SOW 10.2 states “The contractor Safety Plan shall be submitted to the Contracting Officer at the time of proposal submission and approved by SEHO prior to start of contractual work.” Table in SOW 11.1 depicts the Safety Plan as being required “Upon Request”. Is the Safety Plan due at time of proposal submission?

Yes, the safety plan can be the offeror's safety manual or policy. IAW A00003 - Attachment 3 - Statement of Work - Section 11.1 refers to the Safety Plan being made availiable upon request for subsequent needs either prior to start of work or during the performance of the contract.

A00002 - Attachment 3 – Statement of

Work Sections 10.2 and 11.1 Is the Safety POC section to be completed after award?

Yes, this section should be completed after award.

A00002 - Attachment 3 – Statement of

Work Sections 8.0 and 11.0 SOW 8.1 states the contractor will provide a monthly report including Concerto Reports. Table in SOW 11.1 shows Concerto Reports as a daily requirement. Please clarify when Concerto Reports are due.

The Concerto Reports shall be provided on a daily basis. Please reference A00003 - Attachment 3 - Statement of Work - Section 8.1.

A00002 - Attachment 3 – Statement of Work Section 10.1.1 (last sentence) and 10.4

Section 10.1.1 states"See Section 4.22.4.1 for Contractor safety training requirements." The SOW does not have a Section 4.22.4.1. The SOW Safety Training section is 10.4 Training. Please revise the last sentence of SOW Section

10.1.1 to reflect Section 10.4 as the Safety Training section.

This has been corrected. Please reference A00003 - Attachment 3 - Statement of Work - Sections 10.1.1 and 10.4.

A00002 - Attachment 3 – Statement of

Work Section 10.4 Training Subsections within 10.4 are misnumbered. Please update. This has been corrected. Please reference A00003 - Attachment 3 - Statement of Work - Sections 10.1.1 and

•Font in graphics and charts shall be no smaller than eight (8) point.

•Each page containing proprietary informa on should be so marked.

•Each page shall contain the following legend at the bo om of each sheet: This Document is Source Selec on

Sensitive Information IAW FAR 2.101 and 3.104. Will the Government allow no less than 8 point font in the headers(top) and footers (bottom) of each page?

The font size for the headers and footers should be no less than 12 point font. Please reference A00003 - Attachment 2 - Terms and Conditions under the title "Proposal Submission Requirements".

Attachment 2 - Terms and Conditions

Proposal Submission

Instructions

Does the government desire the offeror to round hourly billing rates to the nearest dollar with no values after the decimal place for cents?

This should state "rounded to the nearest cent." Offerors should show the "Est Amount" for each CLIN at the nearest cent. Please reference A00003 - Attachment 2 - Terms and Conditions - Under Proposal Submission Requirements.

Attachment 1 - AMS Schedule of Services Will the customer add formulas to Column F to ensure accurate extened pricing and lockdown each worksheet except for column E?

Offerors are only required to fill in Column E as there is a formula in Column F that will properly extend the pricing in Column F. This will not be locked down.

Attachment 1 - AMS Schedule of Services Is there a CLIN or mechanism for pricing Transition In and Out?

No.

39 Attachment 2 - Terms and Conditions Page 32 FAR Clause 52.222-43 RFP indicates FAR Clause 52.222-43 is incorporated (marked with a checkmark). As such should wages from the CBA that are effective Sept 16, 2025 be proposed for the base year and held constant/flat for each option period of the P.O.P?

Yes, pricing will be adjusted once the CBA is updated.

Attachment 3 - Statement of Work Page 41 Section 11.1

SOW List of Deliverables identifies SAFETY PLAN as being "due Upon Request". However, Section 10.2 identifies "The contractor Safety Plan shall be submitted to the Contracting Officer at the time of proposal submission and approved by SEHO prior to start of contractual work." While the SOW seems inconsistent, Instructions to Offerors does not identify Safety Plan delivery instructions. Please provide appropriate Contractor proposal direction surrounding Safety Plan.

The safety plan which can be the offeror's safety manual or policy must be reviewed at the time of proposal as previous stated in A00003 - Attachment 3 - Statement of Work - Section 10.2. Section 11.1 refers to the Safety Plan being made availiable upon request for subsequent needs either prior to start of work or during the performance of the contract.

41 Statement of Work 36 of 50 10.2 Safety Plan

There is a discrepancy between SOW Section 10.2 and the Instructions to Offerors regarding when the Safety Plan should be submitted. The SOW states at the time of proposal submission while the Instructions to Offerors is silent.

Can the government clarify that the Safety Plan will be required after contract award as a site visit will be needed in order to ensure a proper Safety Plan is submitted versus submitting it at the time of proposal submission?

The safety plan which can be the offeror's safety manual or policy must be reviewed at the time of proposal as previous stated in A00003 - Attachment 3 - Statement of Work - Section 10.2. Section 11.1 refers to the Safety Plan being made availiable upon request for subsequent needs either prior to start of work or during the performance of the contract.

42 Statement of Work 43 of 50 11.1 Deliverables Can the government please clarify what a Concerto Report is? The Concerto Report shows the status of the aircraft and where it is at at all times. Please reference A00003 -

Attachment 3 - Statement of Work - Section 8.1.

43 Statement of Work 47 of 50 14.0 Contract Ceiling Price Will the ceiling price be calculated assuming a possible 6-month extension after Option Period 4 or is the ceiling price inclusive of only the base and four option periods? Yes, all period of performances will be accounted for in the ceiling price which includes the possibility of a six

(6) month extension. Please reference A00003 - Attachment 2 - Terms and Conditions - FAR Clause 52.217-8.

44 Attachment 2 - Terms and Conditions 1 of 50 52.212-1 Instructions to

Offerors

Can the completion of FAR Provisions and Clauses for FAR 52.204-24 and 52.204-26 be provided as an Appendix to the Technical Volume and not count towards page count?

This will be included in the "Technical Approach" volume as a seperate attachment. The Government has updated this information. Please reference A00003 - Attachment 2 - Terms and Conditions to reflect this addition (page 2).

45 Attachment 2 - Terms and Conditions 2 of 50 52.212-1 Instructions to

Offerors

Is the Cover Page or Acronym list excluded from page count totals like the Table of Contents? Yes, the Cover Page is excluded from the page count, however, the acronym list is included. Please reference A00003 - Attachment 2 - Terms and Conditions - FAR Clause 52.212-1 under Proposal Submission Instructions for the list of items that are excluded from the page count.

46 Attachment 2 - Terms and Conditions 5 of 50 Past Performance

For the Past Performance Questionnaire, are only the completed Attachment 7 - Past Performance Information Sheets required to be submitted or does the government desire an additional write up of the past performance reference in addition to Attachment 7?

Please reference A00003 - Attachment 2 – Terms and Conditions, Instructions to Offerors – Commercial Products and Commercial Services, Past Performance.

A00002-Attachment 2 - Terms and Conditions - 70Z03824RJ0000013

In this paragraph, language in Amendment 2 states:

"The contractor Safety Plan shall be submitted to the Contracting Officer at the time of proposal submission and approved by SEHO prior to start of contractual work. Non-conformance with this requirement could cause a delay in contract performance. This SOW references states in part: "...The safety training and certifications shall be performed off-site, on the company’s time, and using the company’s equipment." Can the government please clarify which document is accurate and correct accordingly?

Please reference A00003 - Attachment 3 - Statement of Work - Section 12.6.1.

77 Statement of Work 46 of 50 12.6.1 Closures and Delays

The SOW states "The Contractor may charge up to 24 hours, increments of no less than two (2) hours, per contract year per full time employee for Government directed shutdowns related to inclement weather, safety, or administrative leave." Is this allotment of leave applicable for "planned" base closures due to USCG identified holidays such as the day after Thanksgiving or holidays designated by Executive Order where the Contractor cannot perform work or is this allotment for unplanned closures (e.g., inclement weather, facility issues, etc.)?

No, the day after Thanksgiving is a "planned" plant shutdown and employees should plan accordingly their use of leave. Please reference A00003 - Attachment 3 - Statement of Work - Section 12.6.1.

5.1.1 List of Key

Personnel

The SOW does not identify Quality Control or a Production Supervisor as Key Personnel but instead identifies a Mechanic III / II requirement. Mechanic II is able to do work on everything pertaining to the aircraft and hold a lead position for their area. The Senior Project Manager is considered the company's Production Supervisor which monitors production. These key positions are chosen by Government officials.
