This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding solicitation 70Z03820QE0000007. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.

Vendor Statement: See questions and Answers below, Numbers 1-4 Attachment+1-SOW estimates 3,840 pieces of equipment that will be tendered annually for calibration service (base period and each option period). Paragraph 1.2.1 of the Attachment+2- Statement+of+Work.pdf states "The number of calibrated items stated in this SOW is an estimate of the number of pieces that will be required to complete all calibration services during each period of performance in Attachment 1. In paragraph 1.2 it states "This list is not considered all inclusive and additional items may be added as needed via a bilateral modification to the contract or via email until a modification is issued."

Number Question USCG Response 1 Can the contractor assume that the quantity of pieces serviced could be more (or less) than the estimated 3,840 in a given year? Assuming this is true then:

Yes-the number of pieces calibrated for the year could be more or less than the estimated amount of calibrated items (3,840) in a given period of performance (12 months), however, the Government has estimated 3,840 on the high end to avoid exceeding the 3,840 number of calibrated pieces.

2 If the quantity of units exceeds 320 in a given month is the contractor permitted to charge for the excess services in that month? If the number of units serviced is less than 320 pieces in a given month is a credit expected?

No-the vendor will neither charge nor deduct the invoice if the number of calibrated pieces exceeds or fall short of the estimated monthly 320 pieces.

3 If the quantity of units serviced exceeds 3,840 pieces in a contract period (one year) is the contractor permitted to charge for the excess services in that year? If the number of units serviced in a contract period is less than 3,840 pieces is a credit expected?

Yes-if the number of calibrated items exceeds the total estimated amount of 3,840 pieces in a period of performance (12 months), the contractor may request an equitable adjustment based on the amount of pieces that exceed the estimated 3,840 pieces.

No-if the number of calibrated pieces in a period of performance (12 months), is less than 3,840 pieces, the vendor is not expected to provide a credit to the Government.

4 If the answer is "no" adjustment will be permitted, then is the Unit Price the amount billable per month regardless of the number of pieces serviced? If so is there a maximum limit on the number of pieces in a given month and/or year?

The unit price would be the annual fixed price fee divided by the estimated number of pieces, 3,840.
