About this file

This document contains responses to questions from offerors regarding solicitation number 70Z02320RAPB02300 for a Communication Management System for the U.S. Coast Guard. The solicitation seeks a system to include a Red and Black switching system, Common End-User Terminals, and communication management software. The system will provide point-to-point connections for information flow between radios, modems, cryptographic equipment, classified communication terminals, recording devices, and an Internal Voice Network for the Coast Guard's Polar Security Cutter program. The questions and responses clarify requirements for controlling and monitoring different radio systems, displaying equipment status, user access, security, and audit logging.

70Z02320RAPB02300 Q&A #3

Question 59. Attachment B Requirement 3.3.1.1.1 states “The CMS shall have software applications to provide control of the XCS radios, the RED switching system, the BLACK switching system, the CEUTs, and the Internal Voice Network” Please define what the

Government means by provide control of the XCS radios. Please define what the Government means by provide control of the RED switching system. Please define what the Government means to provide control of the BLACK switching system. Please define what the Government means by provide control of the CEUTs.

Government Response: Control means to manage, command, direct, and regulate the behavior of the listed systems. See revised Attachment B.

Question 60. Attachment B Requirement 3.3.1.1.1 states “The CMS shall have software applications to provide control of the XCS radios, the RED switching system, the BLACK

Switching System, the CEUTs, and the Internal Voice Network.” Requirement 3.3.1.6 states

“The Communication Management Software shall allow for provisioning of phone numbers to

CEUTs from the Internal Voice Network.” Requirement 3.3.1.1.1 implies the elements that make up the Internal Voice Network are controlled by the communications management software, while Requirement 3.3.1.6 implies that control of the IVN is separate from the communications management software. Please clarify the intent of these two requirements.

Government Response: 3.3.1.1.1 requires that the CMS controls the IVN, 3.3.1.6 requires that the specific function of provisioning phone numbers to CEUTs be part of the capabilities required of the communications management software.

Question 61. Attachment B Relative to the XCS HF radios, Requirement 3.3.1.11.1 states

“This shall include frequency selection, channel selection, output power, bandwidth, voice/data mode, modulation type, transmit inhibit, Automatic Link Establishment (ALE), radio performance (health) and squelch control.” Since ALE is a calling method and no mention of

ALE is made relative to the CEUTs, how does the Government intend for ALE calls to be initiated? What action does the Government expect from the CMS as a result of changing squelch on the radios?

Government Response: That the communications management software will configure the selected HF XCVR in the ALE mode and set the 'Caller IDs' for the transmitting and receiving functions. The full range of a selected radio's squelch control shall be able to be remotely changed via a CEUT and via the communications management software. See revised

Attachment B.

Question 62. Attachment B Relative to the XCS VHF FM radios, Requirement 3.3.1.12.1 states “This shall include frequency selection, channel selection, modulation type, transmit inhibit, radio performance (health) and squelch control.” What action does the Government expect from the CMS as a result of changing squelch on the radios?

Government Response: See question no. 61.

Question 63. Attachment B Relative to the XCS UHF LOS radios, Requirement

3.3.1.14.1 states “This shall include frequency selection, channel selection, output power, bandwidth, modulation type, transmit inhibit, encryption key selection, encryption zeroization, radio performance (health) and squelch control.” What action does the Government expect from the CMS as a result of changing squelch on the radios?

Question 64. Attachment B Relative to the XCS VHF AM radios, Requirement 3.3.1.15.1 states “This shall include frequency selection, channel selection, output power, bandwidth, modulation type, transmit inhibit, radio performance (health) and squelch control.” What action does the Government expect from the CMS as a result of changing squelch on the radios?

Question 65. Attachment B Relative to the XCS Tactical UHF 400 MHz radios, Requirement 3.3.1.16.2 states “This shall include frequency selection, channel selection, output power, bandwidth, modulation type, transmit inhibit, encryption key selection, encryption zeroization, radio performance (health) and squelch control.” What action does the Government

Question 66. Attachment B For the XCS Tactical UHF 700/800 MHz radios, Requirement 3.3.1.17.1 states “This shall include frequency selection, channel selection, output power, bandwidth, modulation type, transmit inhibit, encryption key selection, encryption zeroization, radio performance (health) and squelch control.” What action does the Government

Question 67. Attachment B Requirement 3.3.1.31 states “The Communications

Management shall provide the user with the ability to modify an established circuit in the active

Communications Plan.” Does this modification imply that the Communications Plan is changed?

Government Response: Yes.

Question 68. Attachment B Requirement 3.3.1.33.1 identifies displaying equipment status in “Single View.” Please define what Government intends a single view to include and how the information is to be presented.

Government Response: A graphical representation of all CMS components and all connected radios in a single diagram using color coding to represent the equipment status. See revised Attachment B.

Question 69. Attachment B Requirement 3.3.1.33.2 identifies displaying equipment status in “Hierarchical View (e.g. HF, VHF, UHF).” Please define what Government intends each hierarchical view to include and how the information is to be presented.

Government Response: A graphical representation by type of component (e.g. HF, CHF, UHF) of all CMS components and all connected radios in a single diagram using color coding to represent the equipment status. See revised Attachment B.

Question 70. Attachment B Requirement 3.3.1.33.3 identifies displaying equipment status in “Circuit Centric View (e.g. links, networks).” Please define what Government intends each circuit centric view to include and how the information is to be presented.

Government Response: A graphical representation by type of circuit (e.g. links, networks) of all CMS components and all connected radios in a single diagram using color coding to represent the equipment status. See revised Attachment B.

Question 71. Attachment B Requirement 3.3.1.39.1 states “The communications management software HMI shall be user accessible from the communications management software Equipment Rack(s).” Please define what the Government means be accessible from the communications management software equipment Rack(s). Are the Software equipment racks separate from the switching system racks?

Government Response: No. The intent is that the HMI be displayable (e.g. via offeror furnished workstation, or organic display) from a system in the equipment racks.

Question 72. Attachment B Requirement 3.4.2 states “The CMS shall employ physical, personnel, and procedural security features to provide protection adequate to handle, control, process, and store information utilizing the Risk Management Framework (RMF) defined in

DODI 8510.01 for DoD Information Technology.” Since the scope of this RFP is for a hardware, please define what the Government intends by provide physical, personnel, and procedural security features.

Government Response: The scope of the RFP is not limited to hardware. Offeror's hardware and software shall have security features consistent with DODI 8510.01 for DoD

Information Technology
