United States Coast Guard

Technical Specification to

Communications Management System Request for

Proposals

CMS RFP, Technical

Specification

1. INTRODUCTION.

The United States Coast Guard (USCG) Polar Security Cutter (PSC) Communications

Management System (CMS) is a system that provides the operator with a unified system that interconnects and manages the various aspects of external communications on the PSC. It also connects to the PSC’s Internal Voice Network to facilitate communications over radios from multiple locations within the cutter. It consists of these major components: The External

Communication System (XCS) RED AND BLACK Switching System, the Common End User

Terminals (CEUT), and The Communications Management Software.

As an integrated subsystem of the XCS, the CMS remotely manages the configuration of the radios through the radios’ remote control portals to the extent of the remote control capabilities of each radio. The CMS also supports remote programming and configuration of its components such as the CEUTs. The CMS also manages the routing and internal distribution of CLASSIFIED and UNCLASSIFIED data to the appropriate user terminals through the XCS RED AND BLACK

Switching System, ship interior Local Area Networks (LANs), and the Internal Voice Network.

It is also interoperable with the CLASSIFIED (red) and UNCLASSIFIED (black) digital voice recorders to the extent that communication voice circuits are assigned and routed to the appropriate voice recorders’ channels.

1.1. SCOPE

This Technical Specification provides design parameters, technical capabilities, and testing requirements for the XCS RED AND BLACK Switching System, CEUTs, and Communications

Management Software for the USCG PSC. Together, the three provide point-to-point connections for information flow between radios, modems, cryptographic equipment, voice/data processors, classified communication capable user terminals, recording devices and Internal

Voice Network equipment.
