Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
Commercial Background Checks
Section J, Attachment 1, IDIQ SOW 4.8.6
We understand that TSA currently plans to make a single IDIQ award; would TSA consider making multiple awards under Section 4.8.6, "Conduct Criminal History Record Check and Perform Adjudication," and accepting proposals solely for the scope of work under this section? The marketplace has multiple commercial background check providers that use multiple checking firms and networks of thousands of record checkers to conduct criminal history records checks, and that have the ability to adjudicate results and transmit them to requesting agencies or, in this case, TSA’s UES technology platform. The marketplace has commercial providers that are highly qualified to compete for the scope of work described in Section 4.8.6.
TSA Answer
Currently, TSA has no timeline for implementing the Section 4.8.6. "Conduct Criminal History Record Check and Perform Adjudication" function listed under the 4.8 "Future Capabilities" section of Attachment 01 - IDIQ SOW. At such time that the requirement is needed, the single IDIQ UES awardee shall have the ability to partner with other vendors as needed to fulfill the requirement. Furthermore, TSA does not anticipate separating out the criminal history record check and adjudication functionality into multiple awards. Lastly, note that extensive testing with the DHS Science and Technology Directorate will be required before any functionality related to conducting of criminal history record check and performing adjudication will be implemented.
2 TSA PreCheck Section J, Attachment 2, Task Order 1 SOW, all performance sections including sections 4.3, 4.4, 4.5, 4.7
We understand that TSA currently plans to make a single award for Task Order 1; would TSA consider making multiple awards under Task Order 1 specific to the TSA PreCheck program, and accepting proposals for the scope of work specific to TSA PreCheck? Awardees for the TSA PreCheck program, particularly those with substantial past performance of administering similar programs for other government agencies, could provide services either in collaboration with or separately from the IDIQ awardee.
TSA Answer
At this time, TSA is focused on the UES Solicitation to ensure existing critical TSA programs (including the TSA Pre✓® Application Program already supported under the current UES contract) remain supported. In the future, TSA may pursue additional solicitations to support evolving TSA Pre✓® requirements.
3 TSA PreCheck Section J, Attachment 2, Task Order 1 SOW, all performance sections including sections 4.3, 4.4, 4.5, 4.7
On July 15, 2016, 49 U.S.C. 44901, Screening passengers and property, was amended pursuant to the FAA Extension, Safety, and Security Act of 2016 ("FAA Act") to add Subtitle A, TSA PreCheck Expansion. Section 3102 of the FAA Act mandates that TSA "publish application enrollment standards that add multiple private sector application capabilities for the PreCheck program to increase the public's enrollment access to such program". (Emphasis added.) The FAA Act militates in favor of TSA contracting with multiple private sector entities to provide TSA PreCheck services, not just one entity under a single-award IDIQ. Would TSA consider opening this procurement to multiple awards specific to the TSA PreCheck program, in light of the TSA PreCheck Expansion statutory requirements of Section 3102?
Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer
The UES RFP is the latest set of enrollment standards issued by TSA allowing for multiple private sector application capabilities. Based on market research, it is anticipated that multiple private sector entities will partner to meet the breadth of requirements included in the UES RFP. Additionally, the IDIQ SOW envisions offerors partnering with multiple private sectors to enable multiple private sector capabilities .
4 Due Date 8. OFFER DUE DATE Given the complexity of this RFP, would TSA extend the RFP due date by 2 weeks?
TSA Answer At this time, TSA has no intention of extending the RFP due date.
5 FBI Channeler 4.4.2.2 FBI Direct Channeling
The latest FBI Channeler requirement contains the following requirement: "Contractors must be Headquartered and owned by a US entity. Foreign Ownership, Control, or Influence (FOCI) - For purposes of this clause, a U.S. company is considered under FOCI whenever a foreign interest has the power, direct or indirect, and whether or not exercisable through the ownership of the U.S. company's securities, by contractual arrangements or other means, to direct or decide matters affecting the management or operations of that company."
Since this contract with the TSA requires the vendor to be an FBI Channeler, would the FOCI requirement apply to this contract?
TSA Answer
This contract requires that the contractor or its subcontractor be an authorized FBI direct channeler. Thus, the FBI Direct Channeler performing the channeling services under the UES contract (either the contractor or its subcontractor is the authorized channeler) must comply with the FBI’s direct channeling requirements. TSA will not modify FBI Channeler requirement; consequently, all FBI Channeler requirements apply.
6 Proposal Response RFP/L-4, Pg 104 As part of our proposal response, if we include one or more cross-reference matrixes (mapping our response to RFP or SoW requirements) to assist proposal evaluators, may we exempt the matrix(es) from the Pg count?
Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer Matrices are considered part of the page limit. As stated in L.6.3 and L.6.4, only the Table of Contents are excluded from the page limit.
7 Marketing RFP/L.6.3, "Provide Customer Service and Technical Support," Pg 110; RFP/Section H.17, Pg 41
Does the Government intend that the offeror submit a Marketing Plan (per Section H.17) as a part of our proposal response? If so, should we incorporate the plan within our response to this requirement in RFP Section L.6.3 and will the Government add an additional 10 pages to the page count?
TSA Answer A separate Marketing Plan is not required. Instead, Offerors should address their marketing approach as part of L.6.3 - Volume 3 (reference the last bullet on the bottom of page 110). Furthermore, the marketing approach should be included in the 75 page limit associated with Volume 3.
8 Past Performance Pg limitation RFP/L-4 Proposal Submission, Pg 105; L.6.5, Pg 113 L-4 Table: Pg Count: N/A vs. L.6.5 Volume 5-Factor 4 - Past Performance: (Limit 10 Pgs). Then, in narrative: “ There is no Pg limit to this section.” Q: Please clarify whether there is a Pg limit for Past Performance.
TSA Answer This has been corrected in section L.6.5 Volume 5- Factor 4- Past Performance (No Page Limit)

9 Key Personnel RFP/L.6.3 Volume 3 - Factor 2 Elements, Pg 108;
J2/Task Order SoW 4.9, Pg 67
Key Personnel is not included in required proposal responses to Factor 2. The scale and operational nature of UES requirements demands a contract team that is highly competent with readiness to immediately transition UES operations.
How can the Government gauge team competence and readiness absent concrete details about the team? Failure to consider this information adds RISK to the Government, and would potentially favor the incumbent as the only vendor team known to the Government.
Q: We ask that the Government allow/require each vendor to identify Key Personnel, along with their qualifications (1-2 Pg resumes), to inform the Government's evaluation of low risk and best value to the Government. We recommend that this information should be in addition to the current 75 Pg response requirement for Factor 2 in a separate, additional Volume (similar to the structure and format for the recent TIM solicitation).
TSA Answer
TSA is not requiring Key Personnel to be identified in its proposal response to Factor 2. The requirements are listed in Attachment 02 - Task Order SOW, Section 4.9. While TSA is not requesting Offerors to identify specific individuals and provide associated resumes with their proposals, the selected vendor will be required to comply with the requirements listed in Attachment 2 post-Contract award.
10 Proposal Format RFP/L.6.6, Pg 114
Paragraph 1 of this section states that the pricing "must be submitted using Section J Attachment 42...no other submission methods will be accepted."
Paragraph 2 of this section states "The Offeror's price proposal should reflect the work to be performed and a rationale for its proposed prices."
Q: Is it acceptable to respond to L.6.6, Paragraph 2 in a separate PDF document?
Y-RFP
TSA Answer Pricing should be submitted using Section J Attachment 42 and rationale for proposed pricing should be included in Volume 6 in addition to Attachment 42. Volume 6 has no page limit. See revised RFP.

11 Proposal Response RFP/M.4.1, "Establish and Maintain Enrollment Center Operations," Pg 120
The RFP states, "The Government will assess the Offeror’s management and implementation plan as well as a contract/cost allocation structure to support stakeholder-initiated temporary enrollment centers. (Attachment 02 - TASK ORDER SoW 4.3.2.2)
The Government will assess the Offeror’s management and implementation plan as well as a cost allocation model/cost allocation structure to support the Authorized Non-Public Enrollment centers. (Attachment 02 - TASK ORDER SoW 4.3.5)."
Q: Can the Government describe what a "cost allocation model/cost allocation structure" would entail, to respond acceptably to these RFP requirements?
TSA Answer This response applies to stakeholder-initiated temporary events and non-public events only. The Offeror should describe any fees that will be charged to the stakeholder for the establishment and operation of the temporary or authorized non-public enrollment center as well as what portion of the Contractor fee (if any) that the stakeholder shall keep.
Criminal History Records check and eligibility/adjudication
J1/SoW IDIQ, 4.8.6, attachment 1, p11 Please clarify the role the UES vendor will play with existing Federal STA Adjudication Operations. What is the desired timeframe to implement this feature?
TSA Answer
Currently, TSA has no timeline for implementing the Section 4.8.6. "Conduct Criminal History Record Check and Perform Adjudication" function listed under the 4.8 "Future Capabilities" section of Attachment 01 - IDIQ SOW. If this functionality is implemented, the Contractor would be responsible for executing criminal history record checks and adjudicating applications using standards provided by TSA. Note that extensive testing with the DHS Science and Technology Directorate will be required before any functionality related to conducting of criminal history record check and performing adjudication will be implemented.
13 Document Certification J2/SoW TO1, 4.1.2, Pg 12, "In-Person Enrollment Document Capture (Option #3)"
What is the Government's definition of a "certified" document?
Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer A certified document must be issued by a Federal, State, Tribal, county, municipal authority, or outlying possession bearing an official seal.
14 Clarification J2/SoW TO1 4.4.8, Pg 39 2nd bullet on Pg 39 references "Any MorphoTrust service charges." What is MorphoTrust's association with RAP sheet requests and is there an estimate of the costs associated with the various service charges that may be incurred?
Y - 02, 04, 34, 41
TSA Answer References to MorphoTrust have been removed. CLIN 0005-Hard Card Processing and Channeling has been updated to include the pricing for this service. See updated Attachments 02, 04, 34, and 41.
15 Clarification J2/SoW TO1, 4.5, Pg 39 and Attachment 41 - UES CLIN Quantity
Paragraph 4 of Section 4.5 indicates "The Contractor shall be able to accommodate an estimated telephonic volume of 200,000 inquiries (for all populations combined) per month…" - This equates to 2.4M inquires annually.
Q: How does this volume relate to the annual amounts shown on Attachment 41 - UES CLIN Quantity for CLINS 2A & 2B?
which start at 3.1M annually and increase each year.
TSA Answer The numbers in Attachments 04 and 41 are estimating number of applicants. Some applicants may never call the call center, and others may call multiple times. It is estimated that the UES Call Center will receive approximately 200,000 calls per month (Attachment 02 - Task Order SOW, Section 4.5).
16 Metrics Reporting J2/SoW TO1, 4.5.8: Pg 43 What percentage of call recording is required by the Government? Y - 02
Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer
Call recording is not required by the Contract. Metrics are required to be captured for all calls received by the Contractor.
The Offeror may choose to record calls to assist with quality assurance of the call center.
See updated Attachment 02.
17 Acceptable Quality Levels J2/SoW TO1, 4.8.2: Pg 55 Can the government detail the Quality performance metrics for interactions with citizens?
TSA Answer There are no separate quality performance metrics for interactions with citizens. As both citizens and non-citizens can apply for UES programs if the individuals meet eligibility criteria, metrics listed in Section 4.8.2 apply to all applicants.
18 Acceptable Quality Levels J2/SoW TO1, 4.8.2: Pg 55 How many emails does the government receive monthly? What will be the call center hours of operations?
TSA Answer
At the current time, applicant email volume is not tracked.
Per Attachment 02 Section 4.5, the required Call Center hours of operation are 8 AM to 10 PM ET, Monday through Friday.

20 Enrollment Quantities Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
We ask that the Government identify any required locales (such as DMV sites) that will/may transfer directly to a new Vendor based on client /stakeholder expectations.
Y - 03
TSA Answer
Only the operation of the two USCG locations (Mandeville, LA and Memphis, TN) identified in Attachment 03 will directly transfer to the new vendor. Attachment 03 has been updated to indicate that Mandeville, LA is a USCG location. For all other locations, the Offeror shall be responsible for negotiating and executing necessary leasing/partner agreements to meet the enrollment center location requirements listed in Attachment 03.
PreCheck Enrollment at Airports
Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
This spreadsheet only identifies 22 Airports as requiring TSA PreCheck enrollment; however, we were under the impression that enrollment is available at many more airports. Is this the “absolute minimum number” that TSA is expecting from bidders? How many airports provide PreCheck enrollment today? If more than the 22 identified in the spreadsheet please identify the others along with enrollment volumes.
TSA Answer
The current UES solicitation requires, at a minimum, 22 airport locations as indicated in Attachment 03. The number of current UES enrollment sites at airports is not relevant to this solicitation.
TSA does not provide government furnished equipment or facilities under the current contract.
Similarly, for this new UES contract, Offerors will be responsible for negotiating all leases, including those at the 22 required airport locations, without assistance/intervention from TSA.
22 HME Enrollment Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please identify in the spreadsheet which enrollment facilities are located within state-operated DMV’s.
TSA Answer The current UES Solicitation does not mandate or require DMV locations; therefore, TSA does not identify DMV locations in Attachment 03.

23 PreCheck Enrollment Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Rows 286-288. In the spreadsheet we see approximately 42,000 PreCheck enrollments in Northern Virginia. Given that Northern Virginia has 2 Cat X airports, is it possible to have this further broken down into IAD, DCA, and non-airport locations?
TSA Answer
Throughout Attachment 03, airport enrollment center volume has been rolled up into the Metro Area enrollment numbers.
As the Government requires an enrollment presence at the 22 airports identified in Attachment 03, volume breakdown for each of these airports is irrelevant. Note that each airport has been identified as a "Full" schedule site, meaning that these locations are "required to be open for service every week, at least 40 hours per week during convenient hours to best service applicant populations" (text has been taken from Attachment 02 - Task Order SOW, Section 4.3.1).
24 PreCheck Enrollments Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please provide the number of PreCheck enrollments conducted at airport enrollment locations versus off-airport facilities.
TSA Answer
At a minimum, TSA requires a physical enrollment center presence at the 22 airports identified in Attachment 03. TSA PreCheck enrollment volume at these 22 identified airport locations versus off-airport locations is not relevant as establishing a presence at the 22 locations is required, regardless of volume. Offerors may propose establishing enrollment centers in other airports.
25 On-Site Events Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please provide total annual enrollments completed at “on-site events” such as at a large employers facility. Please provide the total number of "on-site" events.
Y - 02
TSA Answer The number mobile/temporary events have averaged 29 per month. The duration has varied one to five days. The average number of enrollments per day is 50. The Offeror shall be responsible for having adequate resources to plan, manage, and operate mobile/temporary events based upon demand.

With respect to mobile/temporary/pop-up events, please provide: 1) total number events annually; 2) average duration of the event(s); and 3) average number of enrollments collected per event.
TSA Answer The number mobile/temporary events have averaged 29 per month. The duration has varied one to five days. The average number of enrollments per day is 50. The Offeror shall be responsible for having adequate resources to plan, manage, and operate mobile/temporary events based upon demand.
27 Low Volume Locations Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
In very low annual volume locations, such as American Samoa and Skagway Alaska, what is the Government's expectation with regards to enrollment availability?
TSA Answer
These low volume locations are classified as "Alternate" locations in Attachment 03. Per Attachment 02 - Task Order SOW, Section 4.3.1, - "'Alternate' schedule locations are typically sites in remote areas with less demand. 'Alternate' schedule sites may operate on a schedule including reduced hours of operation (e.g. several days per week or several weeks per month) subject to TSA approval. At a minimum, 'Alternate' schedule sites must be open during convenient times for the applicant populations every other week (twice a month). Contractors shall propose innovative solutions to provide enrollment services at “Alternate” Locations. For example, Contractors could propose a temporary/mobile enrollment solution, set up in a temporary location, one day out of each week or two weeks out of each month. "
28 UES Enrollment Sites Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
The worksheets identify a minimum number of sites. Can the Government say how many sites currently offer UES enrollments.
TSA Answer The current UES solicitation requires, at a minimum, 330 locations as indicated in Attachment 03. The number of current UES enrollment sites is not relevant to this solicitation.

29 Enrollment Workstations Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Can the Government say how many total enrollment workstations are currently deployed and able to collect UES enrollments?
TSA Answer
The UES contract does not include any Government Furnished Equipment as such the Government does not have any insight into how many total workstations are currently deployed. Per Attachment 02 - Task Order SOW, Section 4.1.4.3, the Contractor is responsible for providing workstations. Offerors are responsible for determining their equipment needs based upon enrollment volume and average amount of time necessary to complete an enrollment, while meeting contractually required acceptable quality levels and other contract requirements.
30 PIV Credentials Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please indicate the number of the current contractor's staff (including any subcontractors) are credentialed and able to perform UES enrollments.
TSA Answer The Government does not provide any personnel for the UES contract. Offerors are responsible for determining their staffing needs based upon enrollment volume and average amount of time necessary to complete an enrollment, while meeting contractually required acceptable quality levels and other contract requirements.
31 PIV Credentials Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please indicate how many new credentials are issued to the current contractors staff on a monthly basis.
TSA Answer
The Government does not provide any personnel for the UES contract. Offerors are responsible for determining their staffing needs based upon enrollment volume and average amount of time necessary to complete an enrollment, while meeting contractually required acceptable quality levels and other contract requirements. The Offeror should consider staffing approaches that maximize employee retention.

32 Enrollment Statistics Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
The spreadsheet identifies enrollments from 09/01/2016 through 08/31/2017. Does the Government believe that this is characteristic of what to expect in the same period for 2017/2018 and 2018/2019 OR was there any significant event/situation that may have caused enrollments in this period to be particular higher (or lower) than expected? E.g. a large number of renewals, a spike in TSA PreCheck enrollments, inclusion of a major new sub-population, etc. Please provide monthly enrollment statistics for calendar years 2014, 2015, and 2016.
TSA Answer Reference Attachment 04 - UES Volume for anticipated volumes by population by year.
33 State DMVs Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
How many state DMVs provide HME enrollment services for UES?
TSA Answer The current UES Solicitation does not mandate or require DMV locations; therefore, TSA does not identify DMV locations in Attachment 03.
34 State DMVs Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
For the State DMVs that provide HME enrollment services, how many use UES contracted Trusted Agents and how many use State employees or other third-party Trusted Agents? What is the number of UES contracted Trusted Agents?
TSA Answer
The current UES Solicitation does not mandate or require DMV locations; therefore, TSA does not have insight into DMV staffing levels.
The Government does not provide any personnel for the UES contract. Offerors are responsible for determining their staffing needs based upon enrollment volume and average amount of time necessary to complete an enrollment, while meeting contractually required acceptable quality levels and other contract requirements.

35 State DMVs Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
There are no locations within the Attachment 3 spreadsheet that provide only HME enrollment. Does this imply that the State-operated enrollment locations also provide enrollment for other TSA programs? Please clarify.
TSA Answer Per Attachment 02 - Task Order SOW, Section 4.3.1, the locations listed in Attachment 03 "must provide enrollment services for all TSA populations (i.e. even if a location primarily services the TSA PreCheck population, it would still be capable of enrolling HTAP applicants."
36 State DMVs Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Please describe the arrangement under which some state DMVs provide UES enrollment services. Does TSA contract directly with the State, or is the UES Vendor required to do so?
TSA Answer The current UES Solicitation does not mandate or require DMV locations; therefore, TSA does not have insight into DMV arrangements.
37 State DMVs Attachment 03 - Consolidated Enrollment Center Baseline Offeror Version.xlsx
Which entity notifies the State DMVs that an applicant is approved and the HazMat endorsement can be added to the applicant's CDL? Please describe how this is accomplished today (web services of the DMV, email, telephonically, etc.)
TSA Answer TSA IT systems inform State DMVs when an applicant has been approved for an HME. The UES contractor is not involved in this process.
38 UES Volumes Attachment 04 - UES Volume, Section II. Estimated Ten Year HTAP Enrollment Volume
Please confirm if the population enrollment estimates provided for each period of performance (Base and Option periods 1, 2, 3, 4, and 5) are per year estimates or represent the sum of projected enrollments for the entire period of performance.
For instance, the base period estimate (year 1-year 3) for TWIC is 1,000,000. Is this the accumulated total for years 1 - 3, vice 1M per year?
Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer Yes, the 1M assumption for the base period is the total number of projected enrollments for years 1-3. Please see the footnote associated with the 1M which states, "Assumes 1 year of transition and 2 years of capturing TWIC enrollments."
Similar footnotes exist for the other populations.
39 Clarification
Attachment 04 - UES Volume and Attachment 41 - UES CLIN Quantity
In attempting to align the annual quantities shown on Attachment 41 with the UES Volumes provided on Attachment 4 it appears that the annual spreads for some items vary between CLINS. For example, TWIC Renewal quantities shown for CLIN 0002A are 150K, 175K and 175K for years 1, 2 and 3, while the TWIC Renewal quantities for CLIN 0003 are 125K, 175K and 200K.
This is also the case for:
TWIC Card Pick Up (CLIN 0002A varies from CLIN 0003) and TSA Pre-Check Renewals (CLIN 0002A varies from CLIN 0004)
Q: Can TSA please provide the descriptions for each row on this document as well as clarify if the quantities that do not align are accurate as shown?
TSA Answer The numbers in Attachments 04 and 41 are estimating number of applicants. Some applicants may never call the call center, and others may call multiple times. It is estimated that the UES Call Center will receive approximately 200,000 calls per month (Attachment 02 - Task Order SOW, Section 4.5).
40 Clarification Attachment 04 - UES Volume, Section I.A.i. Card Pick-Up vs TWIC One-Visit (CLIN 00003, and Attachment 41 - UES CLIN Quantity
Can TSA please verify if item I.A.i., "Card Pick Up" is included in CLIN 0002A vs CLIN 00003 as the annual spread for the Card Pick Up appears to be included in CLIN 0002A on Attachment 41?

Attachment 45 – RFP Industry Questions and TSA Answers
Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer
The 1M Full TWIC Enrollment number from Attachment 04, Section I.A.i is represented in the second page of Attachment 41 under both
- "2A Customer Service Support" heading, specifically the row titled "TWIC Full Enrollment", and
- "3 - Card Management Support" heading, specifically the rows titled "TWIC Direct Mail w/Mailer" and "TWIC Card Pick- Up." The values in these two rows add up to the 1M TWIC Full Enrollment Number from Attachment 04.
The row titled "TWIC DMH" is a percentage of the "TWIC Direct Mail w/Mailer" cards that require additional Contractor support as described in Attachment 02 - Task Order SOW, Section 4.2.5.
Attachment 04 has been updated to clarify the percentage of TWIC DMH cards. Any costs associated with providing services for DMH cards as defined in Attachment 02 - Task Order SOW, Section 4.2.5 should be included in the pricing for CLIN 0003 - Card Management Support.
41 Web Portal Attachment 14, Req. 14
"The Contractor shall provide population-specific information for applicants that are not part of a large TSA-regulated program. The approach implemented for smaller programs should limit its access for those individuals who are members of those program (e.g. SSI litigant information shall only be available to individuals that are members of the SSI litigant population)."
Q: How does the Contractor know who is part of a smaller population that is permitted to enroll? How is information on SSI litigants provided today? For example, is it provided via Excel spreadsheet?
TSA Answer Individuals in this population shall be provided by TSA in the form of a written email or spreadsheet depending on the size of the population. Information on SSI Litigants is provided to the Contractor via email due to the very low volume of enrollments.
42 Web Portal Attachment 14, Req. 30
"If a comparable security threat assessment is being applied to an application, and systematic verification is possible, then the system shall connect to the system which has the comparability information to:
1) confirm that the individual does have a comparable security threat assessment
2) retrieve the expiration date of the comparable security threat assessment (if comparability is confirmed)"
Q: Comparability currently exists only for TWIC and HTAP. Are Contractors to look at all applications to determine applicability?

Question# Subject of Question Document/Section (Ex. SoW 4.1, Attachment 1, Pg
3, etc.)
Question and Answer Attachment Edits (Y/N)
TSA Answer
The approach for comparability depends on what program enrollment is being sought and what existing Security Threat Assessment (STA) is being used for comparability. The only systematic verification in operational use today is Hazardous Materials Endorsement (HME) enrollments where the Transportation Worker Identification Credential (TWIC) is the existing STA. That interface is provided by the HME Screening Gateway which accesses Technology Infrastructure Modernization (TIM) system data. The Contractor should also expect to integrate directly with the TIM system to address current and future comparability requirements.
43 Interfaces Attachment 14, Req. 226 The Contractor-generated KTNs shall not overlap with KTNs already issued (i.e. be a duplicate).
Q: When and by what method will the Awardee be provided with the list of KTNs already issued?
TSA Answer KTNs will be provided post-contract award and distribution method will be determined at that time.
44 Fingerprinting Attachment 14, Req. 232
The system shall have the ability to resubmit fingerprints to the FBI as required for subsequent criminal history record checks as applicable to the program (e.g. for recurrent criminal history records checks OR for individuals that have submitted a renewal application).
Q: How and where is this data stored in the interim? Is it stored by the contractor or by the Government?
TSA Answer The Contractor shall store all fingerprints captured for program enrollments. In addition, per the existing system interfaces, the Contractor shall also submit the fingerprints to TSA STA systems.
45 System Administration Attachment 14, Req. 343 "The system shall allow administrators to maintain the content of disclosure questions by program."
Please provide examples of the kind of disclosure questions.

Question and Answer Attachment Edits (Y/N)
TSA Answer
Examples of disclosure questions are below. A complete set of disclosure questions for each program will be provided post-award.
- Are you a U.S. citizen, U.S. National or Lawful Permanent Resident (LPR)?
- Have you been released from incarceration in any jurisdiction, military or civilian, for committing any disqualifying felony listed in TSA Eligibility Requirements Part B during the 5 years before the date of this application?
- Are you wanted or under indictment for any disqualifying crime listed in TSA Eligibility Requirements, Parts A or B?
46 System Administration Attachment 14, Req. 356 "The system shall allow administrators to configure the number of days used to identify a duplicate enrollments."
Please provide examples of situations where there would be duplicate enrollments.
TSA Answer A duplicate enrollment is the scenario where an individual attempts to re-enroll in a program within a certain period after their initial enrollment. The number of days referenced here is set to ensure an additional unnecessary enrollment is not captured while the STA and vetting is being initiated on the first.
47 System Administration Attachment 14, Req. 366 "The system shall allow administrators to maintain a KTN display parameter, which is the configurable number of hours from receipt of a TSA Pre✓® approval status."
Please define "display parameter".
TSA Answer
After approval of a TSA PreCheck application, there is a period of time for all systems to communicate that KTN and its approved status throughout TSA systems necessary to ensure the passenger receives the TSA PreCheck benefit when flying.
The Contractor, upon receipt of approval status from the TSA STA systems, shall use this parameter to determine when to present the KTN to the customer publicly, or internally to Customer Service Representatives (CSRs). In summary, TSA wishes to provide the KTN to the customer once it is ready for use. For example, assuming the parameter is set to 48 hours, the Contractor would only allow system users and customers to access that KTN after 48 hours from the approved status was received from the TSA system.

48 System Administration Attachment 14, Req. 373
"The system shall allow administrators to remotely log into in-person enrollment equipment for the purpose of viewing activities in real-time."
Please provide examples of what viewing activities are included, and to what detail, e.g., audit, or seeing the person through a camera, etc. is expected.
TSA Answer
This requirement is intended to support remote login to troubleshoot technical issues with the enrollment software and hardware. This could include real-time support based on a problem report from an enrollment center or agent, or for other engineering support issues as defined by the Contractor. It is up to the Contractor to determine all uses for this functionality to ensure the enrollment software and hardware are functional to meet all enrollment operational and data quality requirements.
49 System Administration Attachment 14, Req. 374
"The Contractor shall provide the capability to allow administrative users to manage business rules for enrollment programs such as data requirements, validation rules, fee structures and processing workflow. The capability shall allow administrative users to configure, manage and monitor enrollment sites and schedules remotely." Please provide examples of business rules that the government would like to change in real-time.
TSA Answer
The requirement does not specify "real-time" and is intended to allow for these types of changes without a major software development, test, and release effort. Examples could include the ability to modify the validation of certain CDL number formats by State, modify the validation of the format of an Alien Registration Number (ARN), adjust the fee amount by program if changes are made to that amount either by internal or external factors.
