I. Estimated Ten Year TWIC Enrollment Volume

i. Card Pick-up vs TWIC One-VisitDirect Mail (CLIN 00003)

During each full enrollment, the customer shall be prompted to choose if they would prefer to pick up their TWIC card at an enrollment center of their choosing or have it mailed directly to a residential address (referred to as TWIC One-Visit). Since its introduction in 2014, TSA has seen a rapid upward trend of customers choosing the TWIC One-Visitdirect mail option over the traditional card pick-up. Based on FY17 metrics, TWIC direct mailOne- Visit is selected for ~80% of enrollments and TWIC Card Pick-up is selected for ~20% of TWIC full enrollments.

ii. Card/PIN Mailers (CLIN 00003)

When an applicant’s physical card and/or accompanying PIN mailer are returned as undeliverable, the Contractor shall establish a location (referred to as a “direct mailing hub” or “DMH”) to process and re-mail them through a more secure mailing option. TSA estimates the following volumes for direct card and PIN mailers:
