10 SF1449 and Exhibit 13
The SF1449 has a CLIN in each option period for basic service (CLIN X001) and a CLIN for TS basic service (CLIN X002). During our review of Exhibit 13, it appears that the productive service at buildings VA0723 and VA0737 and the TAS service at buildings 9938VA and VA0750 all required a TS clearance.
Will the Government confirm that the TS basic service CLIN includes the productive posts at buildings VA0723 and VA0737 as well as the TS TAS estimates for buildings 9938VA and
VA0750?
The post exhibit provided with this RFP is the current known requirement at the time the solicitation was released; however, the Government reserves the right to order TS PSO services or PSO services at location identified in the solicitation up to the quantities identified in the SF 1449 schedule.
11 Exhibit 13 Exhibit 13 contains a TAS estimate for building PA0559, which is at various locations.
a) Will the Government confirm these various locations are not in the state of Pennsylvania (PA) since typically the letters in the building number correspond with the applicable state?
b) Will the Government clarify if the various locations under PA0559 are in WV or VA so that applicable WC and SUI rates can be determined?
a) The Government confirms that the address for Building # PA0559 is located in the state of Pennsylvania (PA).
b) Building #PA0559 is being used as a place holder that represents hours that may be ordered at any location under this requirement.
12 Exhibit 9b Exhibit 9b includes a requirement for other special training at building VA0600; however, this location is not listed anywhere on the post exhibit.
Will the Government confirm either service is not required at VA0600 or provide the anticipated post requirements at building VA0600?
See amendment 0002. Building VA0600 has been removed from Exhibit 9B.
Explanation: SSA moved from VA0600 to VA3007 (new location).

Will the Government clarify if relief is required at building WV0191, post 6?
All posts require relief. This was a clerical error on the post exhibit, which has been corrected.
see amendment 0002
14 Exhibit 13 In the Screener Training column on the post exhibit, all buildings/posts are listed as either “X‐Ray” or “No”. No buildings/posts are listed as “Non‐X‐Ray”.
Will the Government confirm that those posts listed as “No” DO NOT required either the X‐Ray or Non‐X‐Ray training?
See amendment 0002. The post exhibit was updated to read "non‐screener".
Addendum to FAR 52.212‐4, Item 4.D
The Addendum to FAR 52.212‐4, item D lists the definitions for Basic and Temporary Additional Service for both PSO Services and TS Cleared PSO Services. The estimated TAS hours for both PSO Services and TS Cleared PSO Services are 2%; however, the TAS estimates provided on the post exhibit far exceed the 2% estimate.
Will the Government clarify how many TAS hours are anticipated and provide a revised post exhibit if applicable?
See amendment 0002. The percentages of Productive PSO, TS Cleared PSO and their respective TAS services listed in Addendum to FAR 52.212‐4, Item 4.D have been updated.
The post exhibit provided with this RFP is the current known requirement at the time the solicitation was released; however, it does not currently reflect the full scope of the contract for the entire anticipated period of performance, if all options are exercised.
For clarification purposes contractors should consider the following
1. The TAS service located at the FBI construction site was added in December 2017. Although it is listed as TAS, once the service is started the Agency typically provides a schedule of on‐going servies in advance of 72 hours, as with most TAS provided for under this effort.
2. The Goverment anticipates that the construction at the new FBI site/campus will be completed within the next three years. As such, the post will change from TAS schedule to a regular post schedule.
Once construction is complete, it is anticipated that the hours at the other FBI sites will remain the same; however, the hours at the newly completed FBI site will increase.
3. Although the posts have not been finalized the Goverment offers the following information: The current schedule at the FBI provides for approximately 30,000 produtive and 20,000 TAS hours. It is estimated that the new site will require approximately five (5) ‐ 24 hour/7 days a week posts totaling approximately 40,000 hours. Currently, the Goverment anticipates that at full capacity the FBI sites will require approximately 70,000 annual hours of service.
Based on the above, please see amendment 0002 as the total hours solicated under this effort have been modified to ensure that the maxium number of hours required at any given time will not exceed the option year maxiums found in Schedule B. In addition, the Goverment included additional hours (approximately 20% +/‐) to each CLIN to allow for flexiablity in the event that requirements increase at any time during the period of performance. Please note, that at this time the Goverment is not aware of any additional requirements. As such, the Government reserves the right to modify the various post requirements, order services in other locations in the future, and order less or more hours stated in the post exhibit up to the stated maximum amount found in schedule B.
16 Attachment 11 Attachment 11, Question 6 states that all PSOs currently meet the 8 hr. Non‐X‐Ray screener training.
In order for PSOs to meet the 16 hr. X‐Ray screener training, would then need to complete the full 16 hr. course or only an additional 8 hr. course?
ALL PSOs assigned to an x‐ray post will require an additional 8 hours of training to meet the 16 hour initial x‐ray training.
17 Attachment 11 Attachment 11 provides a list of agencies that use TAS to train new and incumbent PSOs.
a) Will the Government confirm that the training in this attachment is the same training identified in Exhibit 9b?
b) If TAS is used to cover the training at the specified locations, will the Government confirm the estimated training time was included in the TAS estimates provided on Exhibit 13?
a) The Government confirms that the training in mentioned in Attachment 11 is the same training identified in Exhibit 9b.
b)TAS will not be used for training under this requirement. Under the previous contract, HSHQE3‐13‐D‐00001, TAS was used to cover training some agency specific training/onboarding requirements that were not included in the RFP/SOW at the time of award.
18 Attachment 10 Attachment 10 lists employees at an assigned site titled NCTC; however, there were no NCTC locations on the post exhibit.
Will the Government clarify which site is employees assigned to NCTC are working?
NCTC refers to the Fish and Wildlife locations. The NCTC designation previously listed on Attachment 10 was updated to read as F&W.
See amendment 0002

Will the Government clarify if any contractor provided vehicles are required at any of the posts/locations?
See amendment 0002.
The no cost Vehicle post has been deleted from the post exhibit. Attachement 10 has been updated to include Vehicles.
20 Attachment 3 Past Project Form Would the Government consider increasing the page limit to 4 pages?
The page limit for past performance forms has been eliminated.
See amendment 0001
Attachment 6 Price Element Breakdown
The Price Realism – TS PSO tab contains the following note at the bottom of the tab. “The purpose of this spreadsheet is to develop the hourly bill rates for the Supervision CLINS.
The Supervision CLINs are for direct bill supervisory hours identified on the post exhibit as Post #s xxxx. Costs for supervision proposed under the management approach in addition to the direct supervisor posts should NOT be included as direct productive costs/hours.
The costs for supervision in addition to the direct supervisor posts should be included on the Non‐PSO Positions worksheet. Costs presented under the "Breaks & Lunches" and "Non‐PSO Positions" worksheets should be equitably distributed between the applicable PSO and Supervisory CLINs as appropriate.” It is our understanding that the TS PSO CLINs are for those PSOs requiring a Top Secret clearance and are not supervisory positions.
1. Will the Government confirm that the note at the bottom of the Price Realism – TS PSO tab is not applicable to this effort?
2. Will the Government confirm that all supervision costs, to include those positions called out on the field level supervisory exhibit, should be included on the Non‐PSO Positions tab of the Price Element Breakdown?
1. The note was updated in Attachment 6 ‐ Price Element Breakdown. See amendment 0002.
