About this file
This is Amendment 0001 to Attachment 4 of a federal contract opportunity (70RDA126R0000008), specifically detailing the Base Case Pricing Scenario for Factor 3 (Price) evaluation of Project Homecoming, a voluntary return operations support program. The amendment establishes standardized pricing assumptions for offerors to evaluate one month of performance supporting an average monthly intake of 15,500 cases—7,750 non-detained and 7,750 detained—with differentiated service levels for full Assisted Voluntary Return (AVR) services versus stipend-only support.
Offerors must price six contractor-priced CLINs only: Program Management and Contract Administration (0001); Voluntary Return Operations Support (0002); Enrollment Managers/Support (0003); Transportation, Ticketing, Aviation, and Airport Coordination (0004); Data Management, Reporting, Dashboards, and Integration (0005); and Infrastructure, Facilities, Equipment, Systems, and Licenses (0007). Pricing excludes Other Direct Costs, stipend payments ($4,000 per traveler), commercial airfare, ground transportation, and pass-through costs, which will be reimbursed at actual cost in task orders. The scenario assumes 85% of the one-month planning population (7,792 of 9,167 projected travelers) requiring pricing from seven U.S. origin cities (New York, Los Angeles, Chicago, Houston, Phoenix, Philadelphia, San Antonio) distributed equally to ten destination capital cities in Latin America and the Caribbean. Offerors must provide commercial airfare pricing for all 70 origin-destination pairings and include detailed narratives explaining cost allocation methodology, fee structures (percentage or dollar-based), and staffing approaches without Government-prescribed FTE or labor category requirements.

L.6.3 Pricing Scenario (Factor III)
Base Case Pricing Scenario: One-Month Commercial Flight Pricing Scenario
A.1 Purpose
The Base Case Pricing Scenario applies to Factor 3, Price. Please read the instructions in Section L.6 and below carefully.
For Factor 3, Price, Offerors shall price the Base Case Scenario using the assumptions below and provide sufficient detail for the Government to assess price reasonableness. Any pricing assumptions shall be included in the pricing volume.
This Base Case Pricing Scenario establishes a common one-month pricing scenario for Project Homecoming. using commercial air travel from the seven most populated U.S. cities to the capital cities of the identified receiving countries. This pricing scenario establishes a standardized monthly workload for offerors to price contractor service delivery under the Government-identified CLINs. The scenario is structured around an average monthly intake of 15,500 cases, split evenly between non-detained and detained cases, with differentiated service levels for full AVR services versus stipend-only support.
For this scenario, the contractor shall price the following CLINs only:
CLIN Description Pricing Responsibility 0001 Program Management and Contract Administration Contractor-priced 0002 Voluntary Return Operations Support Contractor-priced 0003 Enrollment Managers / Support Contractor-priced 0004 Transportation, Ticketing, Aviation, and Airport Coordination Contractor-priced 0005 Data Management, Reporting, Dashboards, and Integration Contractor-priced 0007 Infrastructure, Facilities, Equipment, Systems, and Licenses Contractor-priced
The contractor shall not price ODCs, stipend payment amounts, commercial airfare, ground transportation, or pass-through transportation costs unless separately directed by the Governmentfor purposes of this scenario. ODCs, stipend payment amounts, commercial airfare, ground transportation, or pass-through transportation costs will be included in task order requirements and reimbursed at cost, and therefore are not part of this scenario.
A.2 Required Vendor Narrative Overview
In the pricing narrative, explain how costs will be allocated for each of the requirements below between the Fixed Price CLINs and the Other Direct Cost CLIN in Attachment 3 Base Case Pricing Scenario Pricing Sheet. This will provide an overall understanding of how the proposed solution will be structured at the task order level. Do not provide cost data or other than cost and pricing data, just an explanatory narrative. For example, costs could include the assumed destination airport, routing assumptions, average airfare, booking fee, ticketing fee, travel management fee, rebooking fee, cancellation assumptions, baggage assumptions, and any other commercial travel-related cost for each route or route grouping. Also identify if the additional fees will be charged as percentages or by dollar value in the narrative.
A.3 Base Case Operating Assumptions
Offerors shall price support across the following case flow.
Planning Assumption Value Average cases received per month 15,500 Non-detained share 50% Detained share 50% Non-detained cases per month 7,750 Detained cases per month 7,750 Non-detained cases requiring full AVR services 60% of non-detained Non-detained cases requiring only stipend issuance 40% of non-detained Non-detained full AVR successful return rate 48% Non-detained stipend-only successful return rate 100% Detained successful return rate 90% Detained cases requiring ticketing plus stipend 10% of detained Detained cases requiring only stipend issuance 90% of detained Contractor-priced CLINs 0001, 0002, 0003, 0004, 0005, 0007
Excluded from evaluated price ODCs, stipend payment amounts, airfare, ground transportation, pass-through travel costs
Offerors shall account for different levels of effort between detained and non-detained populations. The Government anticipates detained cases may require more structured facility-based coordination, while non-detained cases may require greater outreach, follow-up, appointment coordination, readiness tracking, and case disposition support.
For evaluation purposes, offerors shall price one month of performance using the assumptions below.
Pricing Element Base Case Assumption Period of performance 1 month Annual planning population 110,000 projected travelers
One-month planning population 9,167 projected travelers
Pricing Element Base Case Assumption Destination population to be priced 85% of one-month population
Travelers included in destination pricing 7,792 travelers
Stipend amount $4,000 per traveler Stipend transactions for priced population 7,792
Self-funded return ticket assumption 25% of enrollees
Estimated self-funded travelers 1,948
Estimated Government-funded or contractor-coordinated travelers
5,844
Transportation mode Commercial flights Origin cities Top 7 U.S. populated cities, equally distributed Receiving destinations Capital cities of listed receiving countries
Required support areas
Program management, operations, enrollment, case management, transportation coordination, data management, strategic outreach, stipend issuance support, logistics coordination, reporting, and support to DHS Technical Advisory Teams
Note: The Government is not prescribing a total FTE count or particular laborlabor categories.
Offerors shall propose the staffing level, labor mix, productivity assumptions, service delivery model, and logistics approach necessary to meet the stated workload and performance requirements.
A.4 Destination Distribution to Be PricedCombined Monthly Workload Summary
Offerors shall price commercial flight coordination only for the listed receiving countries below.
The remaining 15% randomized destination category is excluded from this Base Case pricing scenario.
Service Category Monthly Quantity Total cases received / intake supported 15,500 Non-detained cases 7,750 Detained cases 7,750 Non-detained full AVR cases 4,650 Non-detained stipend-only cases 3,100 Detained ticketing plus stipend cases 698 Detained stipend-only cases 6,277
