About this file
This is a questions and answers document containing 99 industry questions and government responses related to two draft RFPs (70LCHS25RPFB00001 and 70LCHS25RPFB00002) for Student Support Services and Facilities Operations Maintenance Services at the Federal Law Enforcement Training Center in Charleston, SC. The questions seek clarification on various aspects including key personnel requirements, past performance submission requirements, pricing instructions, environmental submissions, site visit attendance limits, and specific technical details about facility operations.
Key clarifications provided by the government include: the requirements will be awarded as two separate single-award IDIQ contracts, up to 8 people can attend oral presentations, the contracts require separate proposal submissions, the wage determination to use is WD No. 2015-4427 Revision 29, and non-price factors are significantly more important than price with Factors 1-4 being of equal importance. Several responses indicate that sections of the RFP will be revised, including past performance requirements, key personnel designations, and environmental submission requirements. The government also clarified technical details about facility operations like grease trap cleaning frequency (every 90 days), elevator quantities (8 total), and shared liability threshold ($1,500).

| Request For Information | |||||
| Project Title: | It is unclear what to submit as part of Past Performance becasuse the L and M are not requiring the same information as part of the submission. | ||||
| Solicitation No: | Can the USG please update the L instructions and M evaluation criteria to clearly articulate the submission requirements. | ||||
| No. | Document | Location | Page | Question | Government Response |
| 1 | Section L | L.9 Proposal Submission Instructions | L-5 | Can the government please confirm that it "intends to make one award without discussion with Offerors" for each of the contracts? | Section L-9 & M-1: Notice to Offerors: The Government intends to award (2) Single Award, (IDIQ) contracts to include Firm-Fixed Price (FFP) and Other than Firm Fixed Price (OTFFP) CLINS resulting from this solicitation. The Government reserves the right to discuss submissions and/or ask clarification questions to contractors submitting a proposal if deemed in the Government’s best interest. |
| 2 | Section L | L.15 Phase II - Factor 3: Capability of Proposed Key Personnel | L-10 | Section M related to key personnel resumes, which currently states: |
"At least two (2) resumes of each category shall be current personnel of the Prime Offeror."
| We respectfully request clarification on whether the government would consider revising this requirement to allow the inclusion of resumes from personnel of the entire Offeror team, including teaming partners and subcontractors. Expanding this requirement to encompass the full Offeror team would allow us to leverage a broader pool of highly qualified and experienced personnel who are collectively positioned to meet and exceed the government’s requirements. | This verbiage has been removed | ||||||
| 3 | Section L | L.15 Phase II - Factor 3: Capability of Proposed Key Personnel | L-11 | Can the government please clarify the key personnel for each contract? | Please see revised Section L.15: "The Offeror shall submit resumes that describe the specific, relevant experience and availability of key personnel in providing services described in section C.6 of each PWS". | ||
| 4 | Section L | L.15 | L-11 | Can the government please clarify if the same resumes can be used for key personnel positions that overlap with each contract? | The Government will |
not accept the same resume(s) for key personnel positions to overlap with each contract 5 Section M M.2 Basis of Award M-1 After reviewing Section M, we understand that this acquisition will be conducted using a Best Value tradeoff methodology, with both price and non-price factors considered. We would like to request clarification on the following:
1. Relative Importance of Non-Price Factors: Could the government confirm the relative importance or weight assigned to Factors 1 through 4 (Demonstrated Prior Experience, Oral Presentation, Capability of Proposed Key Personnel, and Past Performance)? Are these factors considered equal in importance, or is one given more emphasis?
2. Non-Price vs. Price Factors: While we understand that price will be evaluated for reasonableness and completeness, could you clarify how price is weighted relative to non-price factors? For example, does the government prioritize technical excellence over cost, or is there a specific balance intended?
| 3. Oral Presentations: For the oral presentation (Factor 2), could the government provide additional insight into its weight compared to the other non-price factors? | Please see revised Section M.2. For this solicitation, the evaluation factors are: All "Non-Price/Cost" factors when combined, are significantly more important than Cost/Price. Factors 1, 2, 3 and 4 are of equal importance. | ||||||
| 6 | Section M | Factor 4: Past Performance | M-2 | Can the government please confirm that Offers are to provide up to four (4) projects and two (2) additional projects per each teaming partner? | Please see revised Section M | ||
| 7 | Section C (Student Support) | 68 | Student Support Services Section C is missing content after C.5.E. Can the government provide scope for C.5.F, C.5.G, C.6 and C7? | This has been corrected and uploaded to SAM.GOV | |||
| 8 | Section L | L.17 Factor 5: Price Proposal Instructions | L-12 | The government states "While certified cost and pricing data is not required, other than certified cost and pricing data is required". Can the government please clarify this statement? | Please see revised Section L.15 | ||
| 9 | Section M | Can the government please confirm that Offers can have 5 people attend the site visit and not a "Maximum of 1 individual per company"? | Up to 5 people can attend the site visit | ||||
| 10 | Section L | L.14 Oral Presentation | L-8 | Upon reviewing the requirements for oral presentations, we noticed that the government allows up to five (5) individuals to participate for 180 minutes when bidding on one task and for 240 minutes when bidding on both tasks. |
We respectfully request that the government consider allowing more individuals to participate in the oral presentations for offerors bidding on both tasks. Given the complexity and scope of preparing for both tasks, increasing the number of participants would allow us to present a more comprehensive and detailed demonstration of our approach. This adjustment would enable subject matter experts and key personnel to address task-specific aspects directly, thereby providing the government with greater assurance of our ability to meet or exceed the requirements.
| Would the government consider revising the participant limit for offerors bidding on both tasks to 7-8 individuals? We believe this adjustment would better align the oral presentation process with the scope and objectives of the solicitation. | Up to 8 can be present for the Oral Presentation | |||||
| 11 | Section L | L.6 Pre-Proposal Conference | L-3 | We would like to request additional clarification on the structure of the site visit, particularly given that the solicitation encompasses two distinct tasks and not all attendees may be bidding on both. |
Does the government plan to divide the site visit into groups or hold separate sessions to address the unique aspects of the two tasks?
If the government does not plan to break out by task, will there be separate discussions or presentations for each task during the site visit?
Would the government consider extending the site visit to multiple days or offering an additional session to provide more tailored information for each task?
| We are seeking these details to ensure our team can maximize the value of the site visit and adequately prepare for the discussions specific to the tasks we plan to bid on. | The governmet will divide the site visits into groups based on task. The site visit will be multiple days. Offerors will receive dates upon receiving their Advisory Letters. | ||||||
| 12 | Section B | Supplies or Services and Price | Sol. No. 70LCHS25RPFB00002, Item Numbers X006 and X008. Are we to insert unit pricing for these Item Numbers or are our unit rates locked in by the hours and NTE amounts (i.e., for X006, $750,000/35,000 hours = $21.43/hour)? | All CLINS shall be priced to reach a total contract price for Section B for the Base Year and each option Year | |||
| 13 | Section B | Supplies or Services and Price | Sol. No. 70LCHS25RPFB00001, Item Numbers X009, X010, X011 and X013. Are we to insert unit pricing for these Item Numbers or are our unit rates locked in by the hours and NTE amounts? | Insert your unit pricing. It does not have to equal the NTE amount. The NTE amount is the annual amount that the government feels it will need for this service. This amount may be increased, if the need exceeds the total NTE amount | |||
| 14 | Section C (Student Support) | Intro and General Requirements | C-42 | Under Firing Range Pick-up, it is noted that the Student Support Services Contractor is to “clean weapons cleaning room, making sure surface areas are free of grease, oil, solvents, trash, and other foreign materials. Refill lead soap dispensers when empty”. Judging by Attachment C-8, Part 2, this appears to be a requirement for the Facilities Operations Maintenance Contractor instead. Can the Government clarify the janitorial/custodial requirements for each contract as there are additional overlap throughout? | Rangemasters are required to clean up after each class departs so it is ready for the next class; this is not for the janitorial staff to accomplish. The janitorial staff normally only cleans common use areas such as public restrooms, lobby areas and staff office areas at the indoor range. | ||
| 15 | Section C (Student Support) | Intro and General Requirements | C-44-45 | Are the items listed under Firearms Equipment and Supplies (as well as targets, drums, and batteries) all Government furnished? If not, which ones are to be provided by the Contractor? | All range materials are supplied by the government | ||
| 16 | Section G.13 & Section L | L-12 | Sect. G.13 and Sect. L, page L-12. These sections note Rev. 27 of two different Wage Determinations whereas the Attachment H-2 is for 2015-4427, Rev. 29. Please clarify the applicable Wage Determination. | See revised Section G.13 and L.17 to reflect the correct Wage Determination to be 2015-4427, Revision 29 | |||
| 17 | Section L | Key Personnel L-15 | L-10 | This section notes that “at least two (2) resumes of each category shall be current personnel of the Prime Offeror”. This provides an unfair advantage to the incumbent contractor and subjects the Government to a possible protest. Given that it is well understood that any new contractor will likely hire incumbent staff to satisfy first right of refusal requirements, please consider eliminating this requirement. | This verbiage has been removed | ||
| 18 | Section L & Section M | Key Personnel L-15 | L-11 & M-2 | These sections call for resumes for Dorm Manager, Dining Hall Manager, and Chef. These positions do not seem relevant to the Facilities Operations Maintenance Solicitation 70LCHS25RPFB00002, and these sections should be clarified as such. | Please see revised Section L.15 | ||
| 19 | Section L & Section M | L-11 & M-3 | This section calls for a page limit of five (5) pages whereas Sect. M, page M-3 calls for a six (6) page limit. Please clarify. | Please see revised Section L and M | |||
| 20 | Section L | L-12 | This page notes that questions are due on Feb. 03 and yet the site visit is not until Feb. 06. This is highly unusual to expect contractors to have all questions in hand prior to a site visit and an unfair advantage to the incumbent. Please consider revising the due date for questions until at least several days after the 6th. | Tentative Dates have been updated on Draft Announcement | |||
| 21 | Section M | M-4 | This section notes that “if the offeror proposed teaming partner(s) or subcontractor(s) in response to this RFP, the offeror shall provide two (2) additional past performance questionnaires for each teaming partner(s) and/or subcontractor(s) for contracts entered into by the federal government, agencies of state and local governments, and/or commercial customers”. With these additional past performance requirements, please consider adding an additional two (2) pages to the document length for each subcontractor. Otherwise, there will not be enough room to adequately describe subcontractor past performance. | Please see revised Section L and Section M Past Performance requirements | |||
| 22 | Section M | M-4 | This section notes that “if the offeror proposed teaming partner(s) or subcontractor(s) in response to this RFP, the offeror shall provide two (2) additional past performance questionnaires for each teaming partner(s) and/or subcontractor(s) for contracts entered into by the federal government, agencies of state and local governments, and/or commercial customers”. Please change the word “questionnaires” to “references”. | Please see revised Section M Past Performance requirements | |||
| 23 | Attachments C-2 & C-4 | What is the difference between these two attachments? They both seem to cover hours of operation. | They are applicable to both solicitations | ||||
| 24 | Attachment C-6 | Government Equipment List. What is the difference between the three provided sheets within the spreadsheet | No difference. They're just a list of the equipment that we have onsite | ||||
| 25 | Attachments C-5 & C-6 | Government Equipment List | What is the difference between these two attachments? They both seem to cover Government Furnished Equipment and Property? | No difference. They're just a list of the equipment that we have onsite | |||
| 26 | Attachment C-7 | Contractor Furnished Materials and Supplies | Are we to assume that this list is applicable only to 70LCHS25RPFB00001 since Attachment C-9 apparently covers 70LCHS25RPFB00002? | That is correct | |||
| 27 | Attachments C-8 | Schedules of Service, Parts 1 & 2 | The heading on these documents is 70LCHS25RPFB00002. Please confirm these schedules are exclusively for this Solicitation only | That is correct | |||
| 28 | Attachments C-8 | Schedules of Service, Parts 1 & 2 | Under Special Requirements under several of the locations, it is mentioned that “additional dormitory service requirements are described in Section C-5.B.5.b”. This is not the case. Where are the dormitory service requirements addressed? | This reference has been corrected; attachment C-35 has the schedule of services listed for the dormitories under the student services contract. The dormitory staff is responsible for their own janitorial/housekeeping service | |||
| 29 | Attachment C-9 Contractor Furnished Materials and Supplies | The heading on this document is 70LCHS25RPFB00002. Please confirm these materials and supplies are needed exclusively for this Solicitation only. | That is correct | ||||
| 30 | Attachment C-10, Historical Service Call Data | This data is for December 2024 only and a significant holiday month. Please provide more representative and longer duration data of at least 3-months, preferably even longer | |||||
| 31 | Attachment C-12, Grounds Maintenance Map | Please clarify differences between the areas marked in white, black, light green, and dark green | The areas on green mark the areas that are FLETC property to be maintained | ||||
| 32 | Attachment C-13, Grounds Maintenance Map, JBS Weapons Station | Please clarify differences between the dotted line areas that are not shaded and those shaded in green. | The shaded green areas mark the areas that will need to be maintained | ||||
| 33 | Attachment C-42, Government Property List | What is the difference between the three provided sheets within the spreadsheet | No difference. They're just a list of the equipment that we have onsite | ||||
| 34 | All RFP Attachments and Exhibits | When the government issues the final RFP, we request that the Attachments and Exhibits are segregated by contract (i.e., they are associated with either Student Services Solicitation # 70LCHS25RPFB00001 or Facilities Maintenance Solicitation # 70LCHS25RPFB00002). | Each solicitation will have its own RFP with applicable documents | ||||
| 35 | Section B | The description for CLINs 0007AN and 1007AL through 7007AL appear to be incomplete. Please provide the entire description for each of these CLINs. | Spreadsheets have been updated | ||||
| 36 | #70LCHS25RFPB00001 Section B | Student Services | Will the Total Evaluated Price include all 0006 subCLINs? For example, offerors are to provide pricing for 0006A through 0006G and all of these will be included in the Total Evaluated Price. | All CLINS shall be priced to reach a total contract price for Section B for the Base Year and each option Year | |||
| 37 | #70LCHS25RFPB00001 Section B | Student Services | Please confirm that offerors are not required to provide a unit price or total amount for CLIN 0006 for 1 LS and that we should only provide pricing for the subCLINs (0006A through 0006G). | All CLINS shall be priced to reach a total contract price for Section B for the Base Year and each option Year | |||
| 38 | #70LCHS25RFPB00001 Section B | Student Services | Which column for CLIN 0007 will be included in the Total Evaluated Price (Daily Rate Per Meal, Minimum Monthly Charge, or Maximum Monthly Charge)? | All CLINS shall be priced to reach a total contract price for Section B for the Base Year and each option Year | |||
| 39 | #70LCHS25RFPB00001 Section B | Student Services | Please confirm offerors are required to complete the daily rate per meal, minimum monthly charge, and maximum monthly charge for all subCLINs in CLIN 0007. | Yes | |||
| 40 | #70LCHS25RFPB00001 Section B | Student Services | Please confirm that offerors are not required to provide any pricing for the top level CLIN 0007 for 1 LS. | All CLINS shall be priced to reach a total contract price for Section B for the Base Year and each option Year | |||
| 41 | 70LCHS25RPFB00001/70LCHS25RPFB00002 Student Support Services - C.3(7) // Facilities Management C.5.A.3 | The listed Contractor Furnished Materials and Supplies overlaps. The following items are listed under Attachment C-7 and Attachment C-9. Paper Towels, Liquid Hand Soap for Dispensers, Hand Sanitizer Dispenser, Hand Sanitizer, Toilet Paper, Walk-off Mats, Disposable Cups for Water Coolers, Toilet Paper Holders, Toilet Seat Covers, Soap Trays, Soap Dispensers, Soap Dispenser Refill Bags, 2XL Hand Sanitizer Touch Free Dispenser, 2XL-27, Hand Sanitizer Refill Bags, Towel Bars, Shower Curtains, Shower Curtain Rods, Medicine Cabinets, Mirrors, Smoke Detectors, Door Stops, Tri-Flow Teflon Lubricant, Gym Wipes. |
The overlap in materials creates confusion in the division of responsibility between the Student Support Services and Facility Operations Maintenance.
For example, what contractor would be responsible for replacing Walk-off Mats or refilling disposable cups for water coolers.
| Can the USG please provide clarification as to which materials and supplies are required for Student Services and which are required for Facility Operations Maintenance. | These are two separate requirements and shall be bid as such. Each section will need each item(s). | |||||
| 42 | Student Services #70LCHS25RFPB00001 | Section C Student Services C.1(c)(3) | This PWS Section States "The Contractor shall provide a qualified contract manager at all times (on call 24 hours a day) to administer all services described in the following specifications, receive any complaints concerning the contract requirements, and rectify the causes of the complaints." Can the USG please clarify if the "Contract Manager" is the Project Manager referenced in C.4(a)(1). If the Contract Manager is an additional position is the Contract Manager considered contractor key or essential personnel? | Yes, the contract manager is also the Project Manager. This has been revised to reflect. | ||
| 43 | Student Services #70LCHS25RFPB00001 | Section C Student Services C.6 | The USG does not list an Environmental/Safety Manager in the contractor key and essential C.6 section. However, section I.3502.215-70 lists an Environmental/Safety Manager as key personnel. Can the USG please clarify that an Environmental/Safety Manager is key personnel for the Student Services solicitation. | The Environmental/Safety Manager is a key position and Section C has been revised. | ||
| 44 | Student Services #70LCHS25RFPB00001 | Section C Student Services C.6.14 | Can the USG please clarify that exterminators are required for the Student Services solicitation. | Yes this will be required | ||

However, the CLIN X009 is Role Players T&M.
| Can the USG please clarify if transportation services costs should be provided in the CLIN X011 Transportation T&M CLIN or the Transportation FFP CLIN X002? | See revised section B | |||||

However, these sections are not included in the document. Can the USG provide these statements of work? | They have been uploaded for review

This can mean being mindful of some or all of the following: the environmental preferability of products used, recycled content considerations, waste minimization, or support of recycling programs. This information should be included with the “Environmental Preferability Submission.”
| There is no requirement in the Section L instructions to submit an Environmental Preferability Submission document. Can the USG please clarify the submission requirements for an Environmental Preferability Submission document? | This will be part of the revised Demonstrated Prior Experience Submission | |||||
| 49 | Facilities Maintenance #70LCHS25RFPB00002 | SECTION C- C-5.D.4 (l) Environmental Submissions, para 2 HAZARDOUS MATERIAL COMPLIANCE PLAN | Sub-paragraph (b) states that "This plan shall be consistent with and further detail the approach contained in the offeror's proposal that resulted in the award of this contract and in compliance with the requirements stated in this clause." This is unclear as it is not mentioned in the Section L instructions. | This will be part of the revised Demonstrated Prior Experience Submission | ||
| 51 | Facilities Maintenance #70LCHS25RFPB00002 | SECTION C- C-5.D.4 (l) Environmental Submissions, para 3 ENVIRONMENTAL PREFERABILITY SUBMISSION | Sub-paragraph (h) states that "The proposal must demonstrate that products in each of the 5 above categories meet the following four (4) criteria:" Can the government please clarify if this means that the four listed criteria under Chemical Products Mandatory Characteristics are a required subject in the Factor 2 Oral Presentation? This is unclear as it is not mentioned in the Section L instructions. | No, this will not be a part of the Oral Presentation | ||
| 52 | Facilities Maintenance #70LCHS25RFPB00002 | SECTION C- C-5.D.4 (l) Environmental Submissions, para 3 ENVIRONMENTAL PREFERABILITY SUBMISSION | Sub-paragraph (p)(1) states that "While there is no minimum Mandatory threshold per se under this criterion, an offeror’s failure to address these considerations may result in elimination of its proposal from further consideration and, in any case, shall be deemed a proposal deficiency." | 55 | 70LCHS25RPFB00001/70LCHS25RPFB00002 | Section I Contract Clauses I.3052.215-70 - Key Personnel or Facilities | The Section I Document does not delineate the key personnel for the 2 separate contracts. It is unclear in I.3052.216-70 which Key Personnel are to be assigned to which contract. Currently, the following key personnel are listed for both contracts: |
Project Manager Alternate (Assistant) Project Manager Quality Assurance/Quality Control Manager Environmental/Safety Manager Facility Operations Manager Dormitory Manager Janitorial Services Manager Grounds Maintenance Supervisor Food Service Manager

However, the instructions for oral presentations in L.14 indicate that there will be one presentation scheduled that could cover either one or both of the Student Services and Facilities Maintenance requirements.
| Question: If an offeror is planning on responding to both the Student Services and the Facilities Maintenance requirements, can the government please clarify whether offerors are required to submit two entirely separate proposal submissions, inclusive of Factors 1, 3, 4, and 5? Or should both Student Services and the Facilities Maintenance responses in this case be packaged as one proposal submission? | The government requests 2 separate proposals | |||||
| 58 | 70LCHS25RPFB00001/70LCHS25RPFB00002 | Section M Factor 4 | The first line of the Factor 4 Past Performance evaluation criteria states that "The evaluation of this factor is based on the demonstrated prior experience presented by the offeror, and how well it aligns with the requirements in the SOW." Demonstrated experience is Phase I Factor 1, not Phase II Factor 4. | |||
| Question: Can the USG please update the Factor 4 Past performance (how well an Offeror does it) to remove the experience (what an Offeror does). | Past Performance for Sections L and M have been revised | |||||
| 59 | 70LCHS25RPFB00001/70LCHS25RPFB00002 | Section L.16 and Section M Factor 4 | The instructions in section L.16 do not mention past performance questionnaires and indicate that offerors should submit a 5-page maximum past performance write-up. It is the responsibility of the offeror to ensure the point-of-contact for each reference is available to be reached by phone during the days immediately following the past performance submission." Question: L.16 appears to be requesting PPQ information and no narrative is requested. Can the USG please confirm that they are not requesting PP Narratives as part Offeror submission in response to L.16. | Past Performance requirements have been revised. Please see revised Sections L and M | ||
| 61 | 70LCHS25RPFB00001/70LCHS25RPFB00002 | Section M.2 Factor 4 and Section L.16 Phase II Factor 4 | The instructions for Past Performance in Section L.16 and the evaluation criteria in M.2 Factor 4 do not have a direct correlation. |
It is unclear what to submit as part of Past Performance becasuse the L and M are not requiring the same information as part of the submission.
| Can the USG please update the L instructions and M evaluation criteria to clearly articulate the submission requirements. | Past Performance requirements have been revised. Please see revised Sections L and M | |||||
